لقد بادرت جميع الدول الأعضاء في الإسكوا، بدءاً عام 2006، بالمصادقة على »اتفاقية حقوق الأشخاص ذوي الإعاقة«، تجسيداً لتزايد التزام المنطقة العربية بدعم مبادئ الاتفاقية وتنفيذها. وتؤكد الاتفاقية ضرورةَ كفالة تمتُع الأشخاص ذوي الإعاقة تمتعاً كاملًاً بجميع حقوق الإنسان – المدنية والسياسية والاجتماعية والاقتصادية – على قدم المساواة مع الآخرين.
