The National Development Plan (NDP) 2014–2016 is based on a set of policy principles and guidelines endorsed by the Council of Ministers on 2 May 2013. The NDP 2014–2016 emphasizes on the preparation of an effective and efficient special quality infrastructure as a prerequisite for achieving this goal.
