Mutually agreed migration policies in latin America

During the 1990s, Latin America experienced various changes in international migration patterns and policies. Added to the difficulties states face in regulating migration through traditional unilateral policies, these changes caused a “governability crisis”. This in turn has led to an increase in bilateral and multilateral responses.
