Two Years in Review: Changes in Afghan Economy, Households and Cross-cutting Sectors (August 2021 to August 2023)
The report is an evidence-based assessment of the economic and social situation in Afghanistan two years after the power shift in August 2021. The report shows that the Afghan economy and people are still in crisis with high levels of multidimensional deprivation low growth and urgent humanitarian needs. The report also highlights the impact of the crisis on women and girls who face severe restrictions on their rights and freedoms. The report calls for urgent action to address the humanitarian and basic needs of the Afghan people by stimulating economic recovery revitalising the financial sector and investing in community development and local economic resilience including women’s economic enterprises. The report aims to inform and influence the policy discourse and decision-making on the future of Afghanistan and to contribute to the efforts of building an increasingly stable prosperous and resilient nation.

Assessment of the Impact of the War on Micro-, Small-, and Medium-sized Enterprises in Ukraine
This assessment has been developed by the Centre for Economic Recovery (CER) and Advanter Group under the United Nations Development Programme (UNDP) project “Support to Ukraine” in cooperation with Ministry of Economy of Ukraine. Micro small and medium-sized enterprises (MSMEs) are the backbone of Ukraine’s economy comprising 99.98% of all business entities providing 74% of all jobs and creating 64% of value added. This assessment provides a snapshot on the status of MSMEs as of the end of 2023 and includes a comprehensive analysis of the impact of war and challenges faced by MSMEs in Ukraine in the ensuing period and highlighting their resilience and adaptability in the face of adversity. The assessment identifies MSME needs and provides a set of recommendations to increase MSMEs resilience and underpin recovery and sustainable growth of Ukrainian economy. A gender lens has been applied throughout the assessment. This assessment is based on a wide range of primary and secondary data collected in multiple surveys undertaken in various time intervals from March 2022 to December 2023 and substantive desk research conducted in December 2023. The analysis enabled to identify the impact of key economical political and social trends and governmental actions on MSME’s operations.

Planning Africa’s Adaptation Finance
Estimating and Reducing Country Level Adaptation Gaps
Many African countries are working to refine their Nationally Determined Contributions (NDCs) to the Paris Agreement and to estimate the costs of implementing NDC actions. This review of Planning Africa’s Adaptation Finance (PAAF) assesses whether existing and planned adaptation expenditure is sufficient to avoid the economic impact from climate change (EICC). The overall objective of this report is to contribute to the ongoing improvement in the quality and influence of adaptation planning in Africa at a country level. This work could include the identification of adaptation gaps and a strategy for closing the gap by considering the potential contribution of all the main sources of finance including both public and private expenditure. This strategy will create the analytical framework that justifies the level and nature of funding for adaptation which should motivate governments enterprises and international partners.

The Population and Vital Statistics Report presents data for countries or areas on population size (total male and female) from the latest available census estimated total population size for the latest available year and the number and rate of vital events (live births deaths and infant deaths) for the latest available year within the past 15 years. These data are presented as reported by national statistical authorities to the Demographic Yearbook of the Statistics Division of the United Nations Department of Economic and Social Affairs.

World Population Ageing 2023
Challenges and Opportunities of Population Ageing in the Least Developed Countries
Population ageing is a global phenomenon an inevitable consequence of the demographic transition that is affecting all countries of the world. The report will examine changing population age structures in developing countries with relatively high levels of fertility (at least 4 births per women) with a focus on LDCs in Asia and sub-Saharan Africa. It will also briefly discuss the opportunities and challenges that these countries face in benefitting from the “demographic dividend” – the potential boost in the rate of economic growth per capita during the period when the working-age population grows faster than the total population. The analysis will examine the implications of selected projection scenarios from the World Population Prospects 2022 (WPP22) for trends in the age structure population growth and demographic dividends in LDCs. Most Asian LDCs are approaching the end of the demographic transition from high to low levels of mortality and fertility whereas most African LDCs are in the early stages of this transition which is expected to unfold gradually over the course of the present century. The report will feature case studies of how this gradual shift towards older population age structures may affect the realization of the demographic dividend in different contexts. These case studies (two countries from Asia and two from sub-Saharan Africa) will include a review of the respective demographic economic social cultural and historical contexts to assess the challenges and opportunities in anticipating and preparing for the future ageing of the population in each country. Lessons learnt and best practices derived from experience of countries at different stages of the demographic transition will provide the basis for policy recommendations for Governments of LDCs to support sustainable development social inclusion and adaptation to ageing societies taking advantage of the window of opportunity created by the temporary increase in the relative size of the working-age population.

The International Law Commission was established in 1947 with a view to carrying out the responsibility of the General Assembly under article 13(1)(a) of the Charter of the United Nations to “initiate studies and make recommendations for the purpose of ... encouraging the progressive development of international law and its codification.” Since its first session in 1949 the Commission has considered a wide-range of topics of international law and made a number of proposals for its codification and progressive development some of which have served as the basis for the subsequent adoption of major multilateral treaties. The Yearbook of the International Law Commission contains the official records of the Commission and is an indispensable tool for the preservation of the legislative history of the documents emanating from the Commission as well as for the teaching study dissemination and wider appreciation of the efforts undertaken by the Commission in the progressive development of international law and its codification. Revisiting development innovations in least developed countries - A practical review of selected intellectual property rights measures This paper looks at how LDCs can innovate using traditional IPR policies and then looks at how innovation is developing in the informal sector. LDCs have a variety of needs and equally have a variety of IPRs at their disposal to serve their domestic socio-economic and development needs as well as their international obligations. Companies can choose formal intellectual property which includes patents trademarks registered designs copyright among others. They can also choose a range of ‘alternative’ or informal appropriation mechanisms such as secrecy confidentiality agreements lead time or complexity. The paper does not attempt to be exhaustive. This paper argues that LDCs need to build at least a critical minimum level of productive capacities and technological capabilities to make full use of the formal and informal IPRs as well as of existing flexibilities. The analysis focuses on six kinds of IPRs and provides case studies based on the experience undertaken in LDCs or in other developing countries.

Statistics and Emerging Trends
The International Trade Centre has teamed up once again with the Research Institute of Organic Agriculture and the International Institute for Sustainable Development to provide data about 14 major sustainability standards for bananas cocoa coffee cotton oil palm soybeans sugarcane tea and forestry products. This year’s report adds data from 2021 and finds that slow growth resumed after a dip in 2020. The publication helps shape decisions of policymakers producers and businesses working to address systemic labour and environmental challenges through certified sustainable production.
The UNCTAD Model Law on Competition After 30 Years - Some Reflections
UNCTAD Model Law on Competition (Model Law) has been developed by member States’ representatives gathered in UNCTAD intergovernmental meetings to provide guidance on competition legislations particularly for developing countries that are not familiar with this field recognizing their interest to be able to take appropriate actions towards anticompetitive practices. The discussion on the Model Law in UNCTAD dates back to the 1970s when only around 20 jurisdictions in the world had competition laws and authorities and most were developed countries. This publication revisits the Model Law from different angles; the origin and history of the Model Law as well as its negotiation are discussed. Testimonials from young competition authorities from developing countries share the relevance of the Model Law in the drafting of their own competition laws and refer to the implications of the Model Law to developing countries.

Voluntary Sustainability Standards and BioTrade: Is There a Connection?
This report provides a synthesis of the connections between selected Voluntary Sustainability Standards (VSS) and the UNCTAD BioTrade Principles & Criteria (P&C). The growth in VSS-compliant production has been increasing and in some sectors even exceeding that of conventional production. While VSS have proliferated across multiple sectors their role in trade and biodiversity still demands greater exploration. The BioTrade initiative through its P&C promotes sustainable trade and investment in biodiversity-based products and services. While these are two of the tools that can be used by public and private sector actors to mitigate their negative impacts on biodiversity there has been little understanding of the alignment between these two tools. This is important to understand the opportunities for mutual recognition and support and to avoid the proliferation of tools.
Study on Regulatory and Procedural Barriers to Trade: Assessment ofTrade Facilitation Framework - Republic of Moldova
This Study provides an overview of the current state of play with respect to the implementation of the World Trade Organization (WTO) Agreement on Trade Facilitation (TFA) remaining commitments and other barriers. It describes capacity-building needs and presents recommendations for the way forward. It also provides a detailed overview of existing UNECE tools which can support further reforms. The Study also reviews additional trade facilitation measures identified during the preparation of the 2023 edition of the UN Global Digital and Sustainable Trade Facilitation Survey.
Guidelines for the Production of Statistical Data by the Prison System
In 2015 the United Nations Statistical Commission (UNSC) and the United Nations Commission on Crime Prevention and Criminal Justice (UN-CCPCJ) endorsed the International Classification of Crime for Statistical Purposes (ICCS). ICCS is the international standard for defining and classifying criminal offences to produce and disseminate statistical data on crime and criminal justice. When statistics are compiled and distributed according to the comprehensive and standardized framework of ICCS it is possible to produce higher quality statistics as well as more articulated analyses of crime trends and patterns harmonized across the different steps of the criminal justice system and jurisdictions. Building on the process to implement ICCS at a country level and the report on crime and criminal justice statistics authored by the United Nations Office on Drugs and Crime and the National Institute of Statistics and Geography of Mexico these guidelines aim to provide advice to the prison system on the collection production and dissemination of high-quality statistical data that can assist in performing and continuously monitoring core functions improve the measurement of access to justice and promote the implementation of ICCS. This document comprises specific guidance for the police the prosecution service and the courts and the prison system. In addition guidance on how to develop an interoperable system of crime and criminal justice data more broadly is forthcoming.
Promoting Food Security Through Non-tariff Measures: From Costs to Benefits
The objective of this report is to decrypt the complex linkages across the four pillars of food security: accessibility availability stability and utilization. It quantifies impacts and offers solutions. In section 2 we distinguish different types of NTMs and present quantitative evidence of their incidence. Section 3 maps out the multidimensional linkages between NTMs and food security. Section 4 looks at policy actions at the national regional and multilateral levels to tilt the balance between costs and benefits towards a positive impact on food security. Section 5 concludes with policy recommendations.

It provides a shared understanding of the impact of the war on the people of Ukraine including the most pressing humanitarian needs the estimated number of people who need assistance. It also outlines the strategy to ensure adequate and timely life-saving and life-sustaining response and the financial request to make humanitarian operations possible.
Making Sense of Article 2.1(C): What Role for Private Finance in Achieving Climate Goals?
Aligning the whole financial system encompassing public and private financial flows at the domestic and international level with a “pathway towards low greenhouse gas emissions and climate resilient development” as stated in Article 2.1(c) of the Paris Agreement is fundamental to limiting global warming and supporting the development ambitions of developing countries. This report responds to the ongoing dialogue with a particular focus on the role of private finance proposing recommendations to Parties on the key actions they can take to deliver the ambitions of Article 2.1(c) while upholding commitments on the basis of equity and the principle of common but differentiated responsibilities and respective capabilities in light of different national circumstances (CBDR-RC).

Catalyzing Action Amidst Global Challenges
In 2022 the Maternal and Newborn Health Thematic Fund (MHTF) continued to provide tailored and catalytic support with the overall goal of ensuring that every woman adolescent girl and newborn has equitable and accountable access to quality sexual reproductive maternal and newborn health and rights. It did so by strengthening health systems in 32 countries with high maternal morbidity and mortality spanning five regions: the Arab States Asia and the Pacific East and Southern Africa Latin America and the Caribbean and West and Central Africa. Furthermore the sixth UNFPA region Eastern Europe and Central Asia received catalytic resources for midwifery needs assessments. Through the MHTF UNFPA remains committed to delivering integrated sexual reproductive maternal and newborn health services aiming to achieve its three transformative results by 2030.
Energy Transition of Fishing Fleets: Opportunities and Challenges for Developing Countries
The review of NDCs conducted in this study shows surprising results. It reveals that major aquatic food exporters i.e. India the Kingdom of the Netherlands and Norway show no commitments on ocean or fisheries-related matters. In contrast Canada Chile and the Russian Federation have committed to protecting ocean space and include climate mitigation and adaptation measures within marine protected areas. And despite being a part of the most polluting region in the world China and Viet Nam stand out for committing to implement measures for energy saving energy efficiency and emission reduction in fisheries as a means of mitigating GHG emissions. The review of regulations and agreements found little evidence of such measures being used in the fisheries sector.
