Accelerating Action for a Sustainable and Circular Garment and Footwear Industry: Which Role for Transparency and Traceability of Value Chains
Garment and footwear is one of the biggest economic sectors and is one of the industries with the highest footprint in terms of social, environmental and health impacts, mainly happening in raw material production and manufacturing in developing countries. Its value chains are both global and complex, with numerous stakeholders involved, driven by big retailers and traders, however constituted by an enormous amount of small and scattered production facilities all around the world (OECD 2017). Small brands making around half of the industry, are lacking the knowledge and resources to significantly improve their footprint. They also have little control over and transparency along their supply chains. Even when their intent is good, they lack the critical reach to effect change (BCG GFA 2017).
Linking Trade and Biodiversity
UNCTAD convened the 5th BioTrade Congress “Linking trade and biodiversity” to provide a platform for substantive discussion among trade, biodiversity and development decision-makers and practitioners to support the 2030 Agenda and the 2050 Vision for Biodiversity of “Living in Harmony with Nature” and provide inputs to the post 2020 Global Biodiversity Framework. The congress enabled practitioners to share best practices and lessons learned in implementing innovative business and trade models to help upscale biodiversity conservation, sustainable trade of biodiversity-based goods and services, and increase private sector engagement in the biodiversity agenda. This publication summarizes the key discussions and conclusions of the 5th BioTrade Congress.

The 2021 edition of the United Nations World Water Development Report, titled “Valuing Water” assesses the current status of and challenges to the valuation of water across different sectors and perspectives and identifies ways in which valuation can be promoted as a tool to help improve its management and achieve global sustainable development.

Energy Statistics Yearbook 2018
The Yearbook comprises annual data for 230 countries and areas for 2015-2018 on production, trade and consumption of energy: solids, liquids, gaseous fuels, electricity and heat, covering both renewable and non-renewable sources of energy. Per capita consumption series are also provided for all energy products. Graphs illustrate historic trends and/or changes in composition of production and/or consumption of major energy products. Special tables include: international trade tables for coal, crude petroleum and natural gas by partner countries – providing information on direction of trade; statistics on renewables and wastes; refinery distillation capacity; and selected energy resources.
Core SDG Indicators for Entity Reporting
Training Manual
The Core SDG Indicators' training manual contains four chapters i.e. on economic, environmental, social and institutional indicators. It aims at becoming a practical tool, useful for all kind of users, including preparers of reports by Small and Medium-Sized Enterprises (SMEs). By showing the link between the micro (core indicator at the company level) and the macro levels (SDG indicator at the national and Global levels), the manual facilitates the understanding of companies’ impacts on the implementation of the SDGs. The manual builds on the Guidance on core indicators for entity reporting on contribution towards implementation of the SDGs (GCI) by providing detailed explanation on each indicator, including definition, measurement methodology and potential sources of information. It provides useful illustrative and numerical examples of indicator calculations, and also examples of how these indicators have been already disclosed by companies around the world. In this regard, the examples are used for illustrative purposes and taken from the websites and annual reports of these companies, therefore UNCTAD assumes no responsibility or liability for the accuracy of the information and/or any errors or omissions included in it. In addition, it contains self-assessment questions and solutions and a list of selected references to deepen the understanding of these issues. The Manual is a work in progress as it will be updated based on feedback from preparers and users.

Since this definition is broad, a detailed classification is of critical importance so as to better identify and distinguish among the various forms of non-tariff measures. The classification of non-tariff measures presented here is a taxonomy of all those measures considered relevant in international trade today. It builds on an old UNCTAD classification known as the Coding System of Trade Control Measures and was developed by several international organizations forming what is called the MAST group (Multi-Agency Support Team) set up to support the Group of Eminent Persons on Non-tariff Barriers established by the Secretary General of UNCTAD in 2006. The MAST team discussed and proposed this classification, and is composed of: FAO, IMF, ITC, OECD, UNCTAD, UNIDO, World Bank and WTO. The classification is seen as evolving and should adapt to the reality of international trade and data collection needs.

Section 1 provides trade statistics at various levels of aggregation illustrating the evolution of trade across economic sectors and geographic regions. Section 2 presents some of the most used trade indicators at the country level, to illustrate trade performance across countries.

La clasificación de las medidas no arancelarias que se presenta es una categorización de todas las medidas que se consideran pertinentes en la actualidad del comercio internacional. Está basada en un sistema de codificación anterior concebido por la UNCTAD denominado Sistema de Codificación de las Medidas de Control del Comercio y fue elaborada por diversas organizaciones internacionales integrantes del Equipo de Apoyo Multiinstitucional, generalmente designado por su sigla EAMI. Este se estableció con el fin de prestar apoyo al Grupo de Personalidades Eminentes sobre las Barreras no Arancelarias creado por el Secretario General de la UNCTAD en 2006. La UNCTAD y las divisiones pertinentes de la Secretaría de la Organización Mundial de Comercio (OMC) revisaron la propuesta definitiva del EAMI, y la UNCTAD y el Centro de Comercio Internacional probaron el uso de la clasificación para recopilar datos en el terreno. La versión de 2012 de la publicación es el resultado de ese trabajo. La clasificación se considera un sistema taxonómico dinámico y, por lo tanto, adaptable a la realidad del comercio internacional y las necesidades de recopilación de datos.

World Wildlife Crime Report 2020
Trafficking in Protected Species
The report presents the latest assessment of global trends in wildlife crime. It includes discussions on illicit rosewood, ivory, rhino horn, pangolin scales, live reptiles, tigers and other big cats, and European eel. The COVID-19 (coronavirus) pandemic has highlighted that wildlife crime is a threat not only to the environment and biodiversity, but also to human health, economic development and security. Zoonotic diseases – those caused by pathogens that spread from animals to humans - represent up to 75% of all emerging infectious diseases. Trafficked wild species and the resulting products offered for human consumption, by definition, escape any hygiene or sanitary control, and therefore pose even greater risks of infection.

The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS. At its ninth session (7 December 2018), the Committee adopted a set of amendments to the sixth revised edition of the Manual as amended by Amendment 1. This seventh revised edition takes account of these amendments. In addition, noting that the work to facilitate the use of the Manual in the context of the GHS had been completed, the Committee considered that the reference to the “Recommendations on the Transport of Dangerous Goods” in the title of the Manual was no longer appropriate, and decided that from now on, the Manual should be entitled “Manual of Tests and Criteria".

Voluntary Peer Review on Consumer Protection Law and Policy - Chile
General Assembly resolution 70/186 mandates the Intergovernmental Group of Experts on Consumer Protection Law and Policy to conduct voluntary peer reviews on consumer protection law and policy. The purpose of voluntary peer reviews in this field is to provide an external and independent assessment of the effectiveness of consumer protection law and policy in a given country; to identify the challenges to be addressed and areas to be improved in the legal and institutional frameworks, thereby contributing to enhancing quality, efficiency and consumer protection regimes; to assess the consumer protection awareness of relevant stakeholders and their contributions in this area; to formulate and recommend appropriate measures, designed in consideration of the economic and developmental particularities of each country, to address these challenges; and, where appropriate, to assist countries in implementing the recommendations by developing a capacity-building project in consultation with the country concerned. The present publication serves as basis for the Voluntary Peer Review on Consumer Protection Law and Policy of Chile.

Its objective is to clarify whether and in what circumstances lifetime extensions of nuclear power plants require a transboundary environmental impact assessment in accordance with the Convention. Thus, the guidance aims to assist Parties in the practical application of the Convention and to support the Implementation Committee in reviewing compliance by Parties with their obligations under the Convention, with a view to assisting them in fully meeting their commitments.

The present document responds to the need to inform the general public of: available best practices for domestic wood heating in order to minimize emissions and increase efficiency, reducing expenditure due to decreased storage needs and the use of wood, while reducing the negative impact on the environment and human health; the best heating devices currently available on the market; the proper origin and characteristics of wood biomass and the need to burn dry, clean wood and thus to avoid use of composite, treated and/or contaminated wood.

El propósito de las revisiones voluntarias por pares en este campo es proporcionar una evaluación externa e independiente de la efectividad de la ley y la política de protección del consumidor en un país determinado; identificar los desafíos a abordar y las áreas a mejorar en los marcos legales e institucionales, contribuyendo así a mejorar los regímenes de calidad, eficiencia y protección del consumidor; evaluar la concienciación sobre la protección del consumidor de las partes interesadas pertinentes y sus contribuciones en este ámbito; formular y recomendar medidas apropiadas, diseñadas teniendo en cuenta las particularidades económicas y de desarrollo de cada país, para abordar estos desafíos; y, cuando proceda, ayudar a los países a aplicar las recomendaciones mediante la elaboración de un proyecto de creación de capacidad en consulta con el país en cuestión. Access by Consumers to Essential Services: Energy, Water and Sanitation
The present report aims to provide policy makers with background on the emerging trends and considerations as well as policy options, focusing on the key requirements for inclusive and affordable access. Following this introduction, chapter two provides an overview of the international policy frameworks, namely the Guidelines and the Sustainable Development Goals. Chapter three describes the features of the network services of water and sanitation, and energy, and places them in the consumer protection framework of inclusivity, affordability, and rights. Chapter four considers the role to be played by competitive markets and the interplay of competition policy and the regularization of the informal sector. Chapter five contains several policy options in the light of sustainability, including demand and supply-side efficiencies and fiscal options for demand reduction. A brief conclusion follows with a summary of policy considerations.

This report assesses the Caribbean Community’s (CARICOM) agriculture and aquaculture export potential to the European Union through the utilization of Voluntary Sustainability Standards (VSS). The UN Forum on Sustainability Standards (UNFSS) describes VSS as “specifying requirements that producers, traders, manufacturers, retailers or service providers may be asked to meet, relating to a wide range of sustainability metrics, including respect for basic human rights, worker health and safety, the environmental impacts of production, community relations, land use planning and others.” Standards such as these are expected to enhance export potentials from developing countries to developed ones, contributing to economic development with potential price premia, while simultaneously promoting sustainable development by safeguarding public health and safety, and ensuring consumer, environment, and social protection.

This year’s report shows that climate variability and extremes – even without conflict – are key drivers behind the recent rise in global hunger and one of the leading causes of severe food crises and their impact on people’s nutrition and health. Climate variability and exposure to more complex, frequent and intense climate extremes are threatening to erode and reverse gains in ending hunger and malnutrition. Furthermore, hunger is significantly worse in countries where agriculture systems are highly sensitive to rainfall, temperature and severe drought, and where the livelihood of a high proportion of the population depends on agriculture.

This fourth global report on The State of Sustainable Markets provides new insights into the evolution of certified agriculture and forestry and indicates significant growth in sustainability markets. It demonstrates how ITC supports “good trade” that contributes to environmental and social sustainability for both producers and consumers through collaboration with the Research Institute of Organic Agriculture and the International Institute for Sustainable Development, providing data about 14 major sustainability standards for: bananas, cocoa, coffee, cotton, oil palm, soybeans, sugarcane, tea, and forestry products. Each product features serious sustainability challenges: child labour, water scarcity, workers’ rights, use of chemicals, etc. This report facilitates transparency by summarizing each product's respective challenges and by showing which standards' initiatives are gaining traction. The perishable nature of most fruits and vegetables means that loss and waste of products can be high. The problem of waste, in particular, has received much attention in recent years because of its impact on the environment. The Code of Good Practice It has been drawn up by the United Nations Economic Commission for Europe (UNECE) to provide guidance to the sector on how to reduce losses and waste. The Code sets out measures to be taken at the stages in the value chain before the fruit and vegetables reach the consumer, i.e. from harvest to retail. It contains actions and measures that public and private stakeholders are advised to take or put in place. It is aimed at strengthening the work already being done in this area by many food supply-chain actors. The Code consists of four distinct chapters which focus on the major segments of the fruit and vegetable supply chain – producers, traders, transporters and retailers. The chapters can be used individually. It is complemented by five annexes and a select list of reading matter that describes in detail the processes that regulate fruit and vegetables during growth, maturation, ripening and senescence and the best handling and storage practices.

Well-informed energy policy design is key to reaching decarbonization targets and keep global climate change under a 2°C threshold. In particular, low-carbon electricity provision for all is essential, as the IPCC shows that the most ambitious climate mitigation scenarios entail the electrification of most of our economy. Therefore, understanding the full scale of potential impacts from current and future electricity generation is required, in order to avoid “impact leakage”, i.e., increasing non-climate environmental pressure while reducing greenhouse gas emissions. Life cycle assessment allows the evaluation of a product over its life cycle, and across a wide range of environmental indicators – this method was chosen to report on the environmental profiles of various technologies. Candidate technologies assessed include coal, natural gas, hydropower, nuclear power, concentrated solar power (CSP), photovoltaics, and wind power. Twelve global regions included in the assessment, allowing to vary load factors, methane leakage rates, or background grid electricity consumption, among other factors. With no exception, every electricity generation technology generates environmental impacts over its life cycle; and these impacts may vary widely with implementation site and other design choices. Proper energy policy should consider site-specificity by conducting lifecycle assessments that consider local conditions and potential prospective changes.

For the first time since its conception, this year the World Drug Report presents the latest global, regional and subregional estimates of and trends in drug demand and supply in a user-friendly, interactive online format. The new online segment is designed to both enhance and simplify access to the wealth of information provided in the report by presenting the data in the form of succinct key messages supported by interactive graphs, infographics, and maps. Booklet 1 takes the form of an executive summary that sets out points of special interest and policy implications based on analysis of the key findings of the online segment and the thematic booklet 2 and the conclusions that can be drawn from them. The World Drug Report 2023 is aimed not only at fostering greater international cooperation to counter the impact of the world drug problem on health, governance, and security, but also at assisting Member States in anticipating and addressing threats posed by drug markets and mitigating their consequences.

En el capítulo IV se describe el uso de las NVS en el marco de otros instrumentos de política comercial. Se detalla la integración de las NVS en las políticas públicas como instrumentos complementarios para alcanzar los objetivos de esas políticas.

The UNECE measuring methodology aims at quantifying food loss and waste at several key points of the fresh produce supply chain. The methodology builds on existing methodologies and newly developed elements based on studies already carried out. A simple methodology can foster the continuous recording of losses along the supply chain, collect most valuable data on production, sales and losses, and thus encourage the repurposing and redistribution of lost food to find viable and sustainable solutions to the food and environmental challenges of today.

This report helps shape decisions of policymakers, producers and businesses, working to address systemic labour and environmental challenges through certified sustainable production.

Are their homes free of lead and mould? How many children live in overcrowded homes? How many have access to green play spaces, safe from road traffic? Data show that a nation’s wealth does not guarantee a healthy environment. Far too many children are deprived of a healthy home, irreversibly damaging their current and future well-being. Beyond children’s immediate environments, over-consumption in some of the world’s richest countries is destroying children’s environments globally. This threatens both children worldwide and future generations. To provide all children with safe and healthy environments, governments, policymakers, businesses and all stakeholders are called to act on a set of policy recommendations.

The Generalized System of Preferences (GSP) scheme of European Union was created following UNCTAD recommendations in 1971 and has been extended several times until today. This handbook provides a general explanation of the European Union's scheme to allow officials and users responsible or involved in GSP issues to gain a better understanding of the scheme.
Policy Approaches to Direct Digital Frontier Technologies Towards Inclusive and Sustainable Development
During the COVID-19 pandemic, digital frontier technologies such as artificial intelligence and big data analytics, amongst others, have been mobilized to fight against the pandemic. But it is also important that digital technologies serve the needs of the Sustainable Development Goals. This report reviews the status of digital frontier technologies in the Asia-Pacific region. It stresses that the policy framework for the next generation of technology and innovation should focus on creating an enabling environment for digital frontier technologies to positively impact economy, society, and environment; and to reduce inequalities.

The Forest Sector Outlook 2020-2040 study for the UNECE region provides information that supports decision-making by showing the possible medium- and long-term consequences of specific policy choices and structural changes, using scenario analyses whenever possible. The study is the first to cover the entire UNECE region and provides results for the main UNECE subregions of Europe, North America and the Russian Federation.
