The present publication examines the potential, opportunities and challenges facing selected LLDCs from Africa, Asia, and Latin America (in particular, Azerbaijan, Bhutan, Bolivia, Burkina Faso, Ethiopia, and Nepal) in making the best of their biodiversity and biogenetic resources where they have comparative advantages and prospects for export diversification, value addition and structural transformation. In this context, the study explores the potential and constraints to fully harnessing health foods and nutraceuticals to enhance export diversification and improve socioeconomic conditions. It also analyses product and sector-specific challenges and opportunities and proposes a series of country-specific policy recommendations to harness the potential of nutraceutical products for socioeconomic transformation in the selected countries.
Recommendation No. 46 - Enhancing Traceability and Transparency of Sustainable Value Chains in the Garment and Footwear Sector
The objective of this recommendation is to establish a mechanism that enables governments, industry partners, consumers, and all other relevant stakeholders to make risk-informed decisions, overcome information asymmetry, communicate, and achieve accountability for sustainability claims (including those for regulatory compliance) and anchor business models to responsible business conduct. It does so by providing industry actors with a set of internationally agreed practices for the harmonized collection and transmission of data for tracking and tracing materials, products, and processes across an entire value chain, including all involved facilities and intermediaries, and includes related information about the sustainability performance of these value chain participants. While specifically developed for the garment and footwear industry, such internationally agreed practices for advancing traceability and transparency have applications in cross-industry value chains, thus contributing to the achievement of several goals of the United Nations 2030 Agenda, and particularly Sustainable Development Goal (SDG) 12 on responsible consumption and production.

The UNECE measuring methodology aims at quantifying food loss and waste at several key points of the fresh produce supply chain. The methodology builds on existing methodologies and newly developed elements based on studies already carried out. A simple methodology can foster the continuous recording of losses along the supply chain, collect most valuable data on production, sales and losses, and thus encourage the repurposing and redistribution of lost food to find viable and sustainable solutions to the food and environmental challenges of today.

UNECE Code of Good Practice for Reducing Food Loss in Handling Fruit and Vegetables
The Code sets out measures to be taken at the various stages before fruit and vegetables reach the consumer, i.e. from harvest to retail. It encourages actors along the distribution chain to improve their logistics, handling and planning, both inside countries and across borders, and to measure food waste. It focuses on the three major segments of the fruit and vegetable supply chain – producers, traders and retailers.

The impacts of the ongoing COVID-19 pandemic and related response measures have resulted in significant operational disruptions and delays across global networks, with important implications for the performance of international commercial contracts. Much of global commodities’ trade is conducted on international sale of goods on shipment terms, notably CIF and FOB. Contractual devices for commercial risk allocation and loss prevention can play an important role in addressing the commercial law implications of the pandemic and reduce the need for costly litigation. The purpose of this report is to provide contracting parties with some general guidance and advice on how contracts for the sale and purchase of goods and commodities on CIF and FOB terms could cater for the risk of COVID-related events, during the ongoing pandemic, and in respect of possible future events of this nature. The report takes a practical approach and focuses on possible contractual solutions which, by allocating and distributing at the outset the potential risks and cost arising from a pandemic outbreak, allow the parties to a contract, may it be on a spot or long-term basis, to contain the adverse implications of an outbreak for the performance of legal contractual obligations and/or distribute related commercial risks fairly between the parties.

The Energy Statistics Compilers Manual (ESCM) is a publication that complements in a practical manner the International Recommendations for Energy Statistics (IRES), which provides a comprehensive methodological framework for the collection, compilation and dissemination of energy statistics in all countries irrespective of the level of development of their statistical system. In particular, IRES provides of a set of internationally agreed recommendations covering all aspects of the statistical production process, from the institutional and legal framework, basic concepts, definitions and classifications to data sources, data compilation strategies, energy balances, data quality issues and statistical dissemination. The ESCM is written primarily for practitioners that are tasked with building up or improving the energy statistics programme of a country or institution in a way that is consistent with the latest international standards and produces reliable and internationally comparable data.The ESCM aims to assist countries in the collection, analysis and dissemination of energy statistics to international standards. Its purpose is to complement IRES by providing explanations that make it easier to apply the principles defined in IRES in practical applications, to understand specific relationships that facilitate or complicate the adaptation of such principles to national situations and therefore provide practical ways to implement an energy statistics programme that is consistent with the established international recommendations.

The 2019 Energy Balances contains energy balances for over 220 countries and territories, showing production, trade, transformation and consumption (by sector) in energy units for all energy products. It presents energy data for countries and areas in a format which shows the overall picture of the production, trade, transformation and consumption of energy products utilized in the region. Such a format is useful in assessing and analyzing supply and consumption patterns across both products and countries in detail on an internationally comparable basis.

A Strengths, Weaknesses, Opportunities, and Threats Analysis
Voluntary Sustainability Standards (VSS) have emerged as key governance tools in global value chains and provide an avenue for enabling sustainable production and consumption practices. The rapid growth in the number of VSS over the last few decades has prompted a consequent growth in the number of studies around VSS. While extant literature focusses on a diverse set of topics centred around VSS, there is no one study that presents the strengths, weaknesses, opportunities, and threats (SWOT) of VSS. Given the growing presence of VSS, it becomes important to understand these dimensions related to VSS. This report therefore provides a succinct SWOT analysis of VSS. The report presents analyses and derives results from the work of key researchers and practitioners in the field of VSS and distils conclusions to effectively understand the use of VSS, their potential and their interactions with several upcoming trade regulations.
Circularity Concepts in Wood Construction
When it comes to sustainability and circularity, wood as a natural raw material has several advantages over other building materials. As a bio-based resource, it has considerable benefits concerning greenhouse gas emissions, carbon-storing, thermal insulation as well as human health and well-being compared to other construction materials. New types of wood products, being the result of extensive research, enable the extensive use of wood in tall buildings. At the same time, innovative wood products provide less manufacturing waste, low carbon-emission alternatives and store massive quantities of carbon while new technologies speed construction processes, promote energy efficiency and minimize waste. This study examines the benefits of wood as a construction material and discusses practices applied in the wood construction sector from the perspective of circularity, sustainability and climate change mitigation. It analyses how circularity concepts can be applied in the construction industry using different construction methods and at different stages of value chains. The study describes how different construction techniques and practices contribute to the renewal and sustainability of construction value chains. The analysis is supported by examples of good practice in UNECE member States.

Plastic Pollution: The Pressing Case for Natural and Environmentally Friendly Substitutes to Plastics
As the world looks for solutions to address climate change amid growing concerns regarding negative environmental impacts caused by human habits, the problem of plastics is gaining momentum. There is a sober awareness that pollution caused by plastics needs a more aggressive approach while designing policies to prevent future plastic dependency and mismanagement. Nevertheless, plastics are here to stay as they provide some important functions for today’s societal needs. Therefore, plastic substitutes are not a solution to be implemented overnight without a carefully designed and informed set of policies, as well as a system that would incentivize such substitution and prevent any further potential harm to the environment and human health. For plastic substitutes to become a viable solution in the mid and long-term, decisive global action is needed today. Moving away from silo policies and towards coherence and coordination between measures to address plastic pollution across the plastic life cycle and in favor of circular economies is an important initial step.

This publication is the statistical supplement to the official statement by the Committee on Forests and the Forest Industry about the current and next year's forest products markets. The tables in the publication show detailed forest products production and trade forecasts by country for 2022 and 2023. The tables are generated based on official submission by more than 20 member States from Europe, North America and Eastern Europe, Caucasus, and Central Asia. The tables presented cover roundwood (logs, pulpwood and fuel wood), sawnwood (coniferous and non-coniferous), wood-based panels (plywood, particle board, OSB and fibreboard), pulp, paper and wood pellets. The Committee also collects data on over 30 individual products for many countries in the UNECE region.

The Energy Balances 2021 contains energy balances for over 220 countries and territories, showing production, trade, transformation and consumption (by sector) in energy units for all energy products. It presents energy data for countries and areas in a format which shows the overall picture of the production, trade, transformation and consumption of energy products utilized in the region. Such a format is useful in assessing and analyzing supply and consumption patterns across both products and countries in detail on an internationally comparable basis.

Electricity production and electric installed capacity are disaggregated by source, as coming from combustible fuels, hydro, nuclear and other sources; and by type of producer, whether from main activity producers or auto producers.

Growing levels of waste and pollution are jeopardizing our ecosystems and affecting human health globally. In 2022, UN Member States agreed on a resolution to create a legally binding agreement by 2024 to end plastic pollution, while also adopting a resolution proclaiming 30 March as the International Day of Zero Waste. With an urgent call-to-action voiced by Member States during the first High-Level Meeting of the UN General Assembly on Zero Waste held on 30 March 2023, the international community recognized the pressing need to address the escalating crisis of poor and inadequate waste management that is affecting the health of people, ecosystems, and economies. This report assesses the current and future state for solid waste management from national to local level. The report addresses the interlinkages between our current global production and consumption systems, which has led to a waste crisis requiring renewed attention on sustainable waste management policy and practice. The report also reviews current sustainable waste management policies and explores future policy scenarios to accelerate progress toward the Sustainable Development Goals (SDGs) and a zero-waste future.

Shaping an Environmentally Sustainable and Inclusive Digital Future
The Digital Economy Report 2024 turns the attention to the environmental footprint of digitalization. The Report discusses environmental impacts along the life cycle of digital devices and information and communications technology infrastructure with regard to raw material extraction and processing, manufacturing, distribution; use and the end-of-life phase. The direct effects on natural resources, including transition minerals, energy and water, as well as greenhouse gas emissions and waste-related pollution can be said to constitute the “environmental footprint” of the ICT sector. There are also indirect environmental effects from the use of digital technologies and services in different sectors of the economy, and the Report includes a dedicated chapter on e-commerce. The report underlines the need to maximize the positive impact of digitalization while minimizing the negative impacts on environmental sustainability.

Done at Geneva on 1 September 1970 and entered into force on 21 November 1976, the objectives of the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP) are to facilitate international transport of perishable foodstuffs and to ensure a high level of preservation of the quality of perishable foodstuffs during their carriage. It applies to the carriage of perishable foodstuffs performed on the territory of at least two Contracting States not only by road, but also by rail and by sea (sea crossings must be less than 150 km long). The ATP is an Agreement between States, and there is no overall enforcing authority.

Estimating and Reducing Country Level Adaptation Gaps
Many African countries are working to refine their Nationally Determined Contributions (NDCs) to the Paris Agreement and to estimate the costs of implementing NDC actions. This review of Planning Africa’s Adaptation Finance (PAAF) assesses whether existing and planned adaptation expenditure is sufficient to avoid the economic impact from climate change (EICC). The overall objective of this report is to contribute to the ongoing improvement in the quality and influence of adaptation planning in Africa at a country level. This work could include the identification of adaptation gaps and a strategy for closing the gap by considering the potential contribution of all the main sources of finance, including both public and private expenditure. This strategy will create the analytical framework that justifies the level and nature of funding for adaptation, which should motivate governments, enterprises and international partners.

Energy is central to the achievement of the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change, and sound energy statistics are the basis for the reliable measurement of progress, thereby assisting the formulation of policy measures to achieve international and national sustainable development goals.

Opportunities for Developing Countries in the Belt and Road Initiative
Since the launch of the Belt and Road Initiative in 2013, exports from participating developing countries to China have soared by 79% to $798 billion. However, almost half of the export potential from these countries to China is unrealized. There are abundant opportunities for export growth in manufacturing exports to China. While many are resource-based, plenty are value-added. Efforts to leverage the former should encompass environmental sustainability and working conditions. Targeted trade promotion must be designed to unlock the latter. Beyond infrastructure improvements, this global initiative promotes international economic cooperation that can materialize sustainable, inclusive, value-added trade for developing countries. The analysis presented in this report provides comprehensive insights into the export potential to the Chinese market for developing countries that participate in the BRI. This report also highlights that while these export opportunities can be a potent force for good, they must be navigated with awareness and foresight, and always with a sustainable development lens. It is not merely about trading more; it is about trading right.

L’Accord européen relatif au transport international des marchandises dangereuses par voies de navigation intérieures (ADN) fait à Genève le 26 mai 2000 sous l’égide de la Commission économique des Nations Unies pour l’Europe (CEE-ONU) et de la Commission centrale pour la navigation du Rhin (CCNR) est entré en vigueur le 29 février 2008. Le Règlement annexé à l’ADN contient des dispositions relatives aux matières et objets dangereux, à leur transport en colis ou en vrac à bord de bateaux de navigation intérieure ou de bateaux-citernes, ainsi que des dispositions relatives à la construction et à l’exploitation de tels bateaux. Il régit également les prescriptions et procédures relatives aux visites, à l’établissement de certificats d’agrément, à l’agrément des sociétés de classification, aux dérogations, aux contrôles, à la formation et à l’examen des experts.
European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) 2023
Applicable as from 1 January 2023
The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) done at Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) has been in force since February 2008. The Regulations annexed to the ADN contain provisions concerning dangerous substances and articles, their carriage in packages and in bulk on board inland navigation vessels or tank vessels, as well as provisions concerning the construction and operation of such vessels. They also address requirements and procedures for inspections, the issue of certificates of approval, recognition of classification societies, monitoring, and training and examination of experts. They are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.
Guidance on Core Indicators for Sustainability and SDG Impact Reporting
This Guidance document (GCI) provides practical information on how the Core Indicators for Sustainability and SDG Impact Reporting can be measured in a consistent manner and in alignment with countries’ needs on monitoring the attainment of the SDG Agenda. It is intended to serve as a tool to assist governments in assessing the private sector contribution to the SDGs, enabling them to report on SDG indicator 12.6.1. It also intends to assist entities in providing data on sustainability issues in a consistent and comparable manner. Beyond the objective of SDG impact measurement, the GCI also facilitates capacity building in the area of sustainability reporting in general.

This publication reviews the situation, trends, challenges and main interactions for the five natural resources of the Nexus – water, energy, food, land and materials – from the perspective of the United Nations Economic Commission for Europe (ECE) Region. Increasing demand, changing climates and technologies, growing populations and social inequalities, urbanization, globalization and other megatrends are putting pressure on natural resources in the ECE region and elsewhere. There are many complex policy issues and difficult choices to be made, necessitating a comprehensive nexus approach that can address the interactions and trade-offs involved. This is recognized at the international level where, amongst other things, the integrative character of the 2030 Agenda for Sustainable Development calls for an assessment of the linkages and complementarities but also of the possible conflicts that exist between different Sustainable Development Goals (SDGs) and targets. The Natural Resource Nexus emphasizes the need to view water, energy, food, land, and materials as complex and inter-related entities rather than as separate ones. This approach ensures more integrated and sustainable perspectives of natural resource management and use, beyond the traditional sectoral silos, that can be applied at all scales. It further provides an opportunity to identify and prioritize cross-sectoral and integrative solutions. Statistics, transport and trade, three interlinkages which are very relevant to the Nexus, are also considered here.

This report reviews this experience, highlighting how enhancing positive and meaningful cooperation amongst the water, sanitation and broader ‘development’ communities is required to accelerate progress.

Les partenariats et la coopération interviennent dans presque tous les projets ayant trait à l’eau. La gestion des ressources en eau, notamment, dispose d'une longue expérience des partenariats, eussent-ils été ou non fructueux. Le présent rapport se propose d’en tirer les enseignements nécessaires, en montrant comment il faut, pour accélérer les progrès, davantage d'une coopération productive et substantielle entre les acteurs des secteurs de l’eau, de l’assainissement et, plus largement, du « développement ».

La nature périssable de la plupart des fruits et légumes signifie que les pertes et le gaspillage de produits peuvent être élevés. Le problème des déchets, en particulier, a beaucoup retenu l'attention ces dernières années en raison de son impact sur l'environnement. Le Code de bonnes pratiques a été élaboré pour fournir des orientations au secteur sur la manière de réduire les pertes et le gaspillage. Le code définit les mesures à prendre aux étapes de la chaîne de valeur avant que les fruits et légumes n'atteignent le consommateur, c'est-à-dire de la récolte à la vente au détail. Il contient des actions et des mesures qu'il est conseillé aux acteurs publics et privés de prendre ou de mettre en place. Il vise à renforcer le travail déjà effectué dans ce domaine par de nombreux acteurs de la chaîne d'approvisionnement alimentaire. Le Code se compose de quatre chapitres distincts qui se concentrent sur les principaux segments de la chaîne d'approvisionnement des fruits et légumes - producteurs, négociants, transporteurs et détaillants. Les chapitres peuvent être utilisés individuellement. Il est complété par cinq annexes et une liste sélective de lectures qui décrivent en détail les processus qui régulent les fruits et légumes pendant la croissance, la maturation, la maturation et la sénescence et les meilleures pratiques de manipulation et de stockage.
