Summary of key statistics on social protection reforms in the Arab region in 2024
In 2024, a significant number of policy developments – 135 in total – were recorded across the 22 Arab countries. These were classified, as illustrated in figure 3, across various social protection categories, including social assistance, social insurance, system level, general subsidies and active labour-market policies. In 2024, none of the recorded developments were classified as targeted subsidies: a change from 2023, when 3 per cent of the total fell within this category. The highest proportion of social protection developments was related to “social insurance” (46 per cent), followed closely by “social assistance” (40 per cent), maintaining a consistent trend with the previous year’s statistics.

The well-being of individuals and households attracts much attention from decision makers, media and the public in general and statistical offices have experienced a growing demand for official statistics to shed light on people’s well-being and the state of society ‘beyond GDP’. Well-being refers to the different aspects of life that are crucial to meeting human needs and the ability and freedom to pursue one’s goals, to thrive and feel satisfied with life. It is a multidimensional concept that encompasses economic, social and environmental dimensions.
Care in war
During crises, the need for care considerably increases while the provision dynamics are disrupted.
Gendered dynamics and inequality in times of war
As women carry the majority of both paid and unpaid care responsibilities, war and conflict significantly deepen existing gender inequalities.

In 2024, Governments in the Arab region made significant efforts to improve social protection. The relative decrease in the number of observed reforms does not imply that Governments’ commitment to social protection has diminished.
