A Practical Guide to the Prosecution of Cases of Competition Manipulation
Больше МеньшеAs the scale, sources and sophistication of competition manipulation become increasingly apparent, there is a growing recognition that more needs to be done to tackle this activity, which is a direct threat to the ethos at the heart of sport. Increasing the capacity and capability of prosecutors involved in cases of competition manipulation is an integral part of the process. This guide is aimed at helping to achieve this goal. The guide examines the challenges relating to prosecuting cases of competition manipulation and sets out a recommended framework for doing so (using the manipulated performance, reward and communication (MPRC) approach), including a description of its components and details on how it should be used. The guide is primarily directed to the prosecution before criminal courts of those involved in competition and match manipulation. However, the principles and methods outlined in the guide are considered to be both useful and relevant to all those who are engaged in the detection and fight against corruption of sport in general and the manipulation of sports competitions in particular. It is also hoped that the Guide will provide a useful resource for international and national federations as well as sports’ governing bodies bringing their own private law disciplinary proceedings.

Больше МеньшеThe present report is part of the ongoing work of the UNODC Programme on Safeguarding Sport from Corruption and Economic Crime to strengthen the fight against corruption in sport, which is undertaken in cooperation with a range of partners, including the International Olympic Committee, and is the result of a meeting organized on the margins of the tenth session of the Conference of the States Parties to the United Nations Convention against Corruption, held in Atlanta, United States of America. Building on an overview of the two events, with a focus on their scale and geographic footprint, and of the sports-corruption-risk landscape, highlighting risks relating to major sports events, specific corruption-related threats to the FIFA World Cup 2026 and the 2028 Summer Olympics in Los Angeles are examined in detail, while good practices in mitigating risks relating to major sports events are also shared.

The 2024 Paris Olympic Games are the first in history to achieve gender parity of athletes on the playing field. Over the past few decades, the number of girls participating in sport has risen in many countries, leading to improved physical and mental health and increased opportunities for millions of women and girls. Advances in sport and gender equality can transform lives and uplift communities. Girls who play sport have higher grades, are more likely to graduate high school and are less likely to experience an unintended pregnancy. Participation in sport also develops soft skills, which can be applied in the labour market. 80% of female Fortune 500 executives played competitive sport at some point in their lives. More broadly, sport helps create just, peaceful and gender-equitable societies, making sport a low-cost, high impact investment: every $1 invested in sport generates up to $124 in value.
