Natural Resources Water and Energy
Foreword
Energy has played a key role in the Asia-Pacific region’s rapid economic growth creating development opportunities and improving the lives of billions of people across communities. Yet while the COVID-19 pandemic has posed multiple socio-economic development challenges transitioning to a sustainable energy future remains a critical aspect of recovering better together. The pandemic has further highlighted the central role that energy plays in the delivery of distance and online education digital health services and teleworking.
Executive Summary
The vital importance of the oceans for human life and the development of livelihoods is recognized in Sustainable Development Goal 14 (life below water) and its traderelated targets as well as in subsequent national and international declarations. In the call for action made by Heads of States Governments and high-level representatives at the Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans seas and marine resources for sustainable development also known as the Ocean Conference held at United Nations Headquarters in New York from 5 to 9 June 2017 all parties were exhorted to “support the promotion and strengthening of sustainable ocean-based economies” (United Nations 2017 paragraph 13 (q)). Further United Nations Member States revised the draft declaration of the Conference and urged that greater efforts be made in the areas of data collection cooperation and inclusion.

В настоящее время мировая экономика использует эквивалент 17 планеты для производства ресурсов используемых обществом и для поглощения отходов образующихся в процессе1. Согласно прогнозам в 2020 году глобальный экологический след на 75 процентов превысит то что природа в состоянии регенерировать (WWF 2018). Кроме того во всем регионе ЕЭК отмечаются высокие темпы утраты биоразнообразия обезлесения и деградации земель что сказывается на состоянии природной среды. Если эта динамика сохранится ущерб может быть необратимым. Например недавние оценки свидетельствуют о том что глобальные усилия по смягчению последствий изменения климата следует утроить для ограничения глобального потепления значением ниже 2 °C в соответствии со сценарием определенным Межправительственной группой экспертов по изменению климата (МГЭИК) который широко рассматривается как принятое мировым сообществом ограничение потепления необходимое для предотвращения значительных и потенциально катастрофических изменений на планете и увеличить в пять раз для выполнения сценария ограничения глобального потепления значением ниже 15 °C который обозначает направление движения к цели для достижения которой страны прилагают все усилия (UNEP 2018). Все это в целом представляет собой тревожные признаки подчеркивающие настоятельную необходимость устойчивого управления природными ресурсами.

Увеличение спроса изменение климата и технологий урбанизация рост численности населения общественные запросы и неравенство глобализация и другие мегатренды создают огромную нагрузку на природные ресурсы в регионе Европейской экономической комиссии Организации Объединенных Наций (ЕЭК ООН) и в других регионах. Существует множество сложных вопросов в области политики и трудных решений которые необходимо принять в отношении сохранения и использования природных ресурсов. Такие решения требуют всеобъемлющего подхода на основе системы взаимосвязей который позволяет учесть многие аспекты взаимодействия и связанные с этим проблемы компромиссного выбора между альтернативными вариантами.
International classifications and ocean-based economic sectors
There can be several pathways towards developing a detailed classification of oceanbased goods and services depending on national and local priorities and goals. Ocean-based economic sectors can be classified according to their nature for instance sectors involving the harvesting of living resources or those dealing with the extraction of non-living resources. They can also be classified based on already established and emerging sectors. In addition economies may differentiate between industries that use resources from the ocean activities that take place in the ocean or coastal areas and activities linked to the ocean (Colgan 2016).
Energy system through increasing renewable energy and energy efficiency
The COVID-19 pandemic has rippled through A the energy sector disrupting energy demand shifting usage patterns and introducing uncertainty to energy markets and investments that have an impact both on energy supply and energy demand. Factories offices and other facilities have closed their doors because of lockdowns leading to a dramatic fall in commercial and industrial energy consumption. Workers stayed home roads emptied and economies have slowed or fallen into recession. Meanwhile energy product and service providers felt a financial pinch.
Сферы взаимосвязанной области по природным ресурсам и регион ЕЭК: пути к комплексному управлению природными ресурсами
В части 2 настоящего исследования описаны некоторые из многочисленных взаимодействий которые обусловливают необходимость применения подхода на основе взаимосвязанной области для разработки политики основанной на фактических данных в частности в области природных ресурсов к которым для целей настоящего исследования отнесены вода продовольствие энергия земля и материальные ресурсы с учетом межсекторальных аспектов торговли и транспорта (см. стр. 7). При надлежащем применении подходы на основе системы взаимосвязей могут оптимизировать эффективность достижения целей и сократить негативные внешние факторы одновременно содействуя комплексному планированию регулированию и управлению. В части 3 определены семь «горячих точек» взаимосвязанной области в сфере природных ресурсов где необходим подход на основе системы взаимосвязей и где ЕЭК ООН уже вносит значительный вклад (см. стр. 27). По каждой «горячей точке» в ней кратко описаны аспекты взаимодействия и проблемы а также основные мероприятия ЕЭК ООН. Еще одна предпосылка для «горячих точек» в сфере природных ресурсов заключается в необходимости продемонстрировать различные виды проблем возникающих в отношении любых перспектив комплексного использования природных ресурсов. Так в «горячих точках» связанных с природными ресурсами были выявлены различные межсекторальные проблемы такие как потери продовольствия и образование пищевых отходов трансграничное использование природных ресурсов и оценка жизненного цикла проблемы системного характера например отсутствие комплексных данных и информации проблемы финансирования такие как перехват прироста стоимости земельных ресурсов и проблемы комплексного управления природными ресурсами такие как восстановление ландшафта и комплексное использование энергии. В совокупности эти «горячие точки» демонстрируют более широкий и сквозной набор факторов влияющих на взаимосвязанную область по природным ресурсам.

Le projet du Compte de l’ONU pour le développement intitulé « Initiative mondiale pour la relance du secteur des MPME après la pandémie de maladie à coronavirus (COVID-19) » a été conçu pour renforcer les capacités et la résilience des microentreprises et des petites et moyennes entreprises (MPME) dans les pays en développement et les pays en transition afin d’atténuer les conséquences économiques et sociales de la crise sanitaire mondiale. La Commission économique pour l’Europe (CEE) en est un des partenaires d’exécution et la présente publication est l’aboutissement des travaux menés dans le cadre du projet. L’une des activités de la CEE a consisté à examiner les meilleures pratiques et à élaborer des lignes directrices pour les MPME concernant la fourniture de produits et de services efficaces sur le plan énergétique et de matériel à énergie renouvelable à la suite de la crise de la COVID-19.
Meilleures pratiques concernant la réponse des mpme à la pandémie de COVID-19 et la reprise après la crise sanitaire
Alors que la pandémie se propageait dans les États membres de la CEE de nombreux pays ont introduit des interdictions de voyager restreint la circulation des marchandises suspendu les activités non essentielles et imposé des normes de distanciation physique dans les lieux publics et les lieux de travail. Pour se conformer à ces restrictions de nombreux secteurs ont dû suspendre leurs activités pendant le confinement.
Setting up multi-stakeholder dialogue and public participation
To appreciate the importance of multi-sectoral and multi-stakeholder dialogue and public participation in the context of sustainable renewable energy deployment it can be useful to recall the many interlinkages between SDG 7 and the other 16 goals. These relationships have been thoroughly mapped in research and draw attention to the impressive number of sustainable development targets that rely on energy and the transformation of the energy sector. This is because productive sectors will require more energy but also because many changes will be possible only with the widespread adoption of clean smart and integrated energy technologies.

This publication draws on the Renewable Energy “Hard Talks” carried out in Bosnia and Herzegovina (2018) and in Serbia (2019) as well as from the Water-Food-Energy-Ecosystem “Nexus Assessments” carried out in the Western Balkans (2016-19) under the Convention on the Protection and Use of Transboundary Watercourses and International Lakes. The active participation in these multistakeholder dialogues of policy-makers experts and civil society from the energy water environment agriculture and forestry sectors was instrumental in the conceptualization of the toolkit proposed in this report.
Sustainable renewable energy policy
The process proposed in this chapter aims to analyse renewable energy policies from the perspective of cross-sectoral trade-offs and synergies with the aim of enhancing renewable energy sustainability. Both existing and new policies can be analysed through this process using the Sustainability Assessment Matrix proposed for this purpose. This process aims to identify assess and classify synergies and trade-offs between the renewable energy policy being examined and the policies of other nexus sectors. Crucially it identifies gaps and barriers that exist both in the renewable energy policy under analysis and the policies of involved nexus sectors. With adjustments the proposed method could be replicated in other contexts (e.g. water supply) to gather opinions from involved public and private stakeholders during either the consultation process for a new policy measure or the amendment of an existing policy measure.
