Introduction
The “Manual of Tests and Criteria” contains criteria, test methods and procedures to be used for the classification of dangerous goods according to the provisions of the “United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations”, as well as of chemicals presenting physical hazards according to the “Globally Harmonized System of Classification and Labelling of Chemicals (GHS)”.

هذا هو الإصدار الثالث من سلسلة الموجز السنوي لإصلاحات الحماية الاجتماعية في البلدان العربية، ويتضمن لمحة عن التغييرات التي شهدها عام 2024 في سياسات الحماية الاجتماعية في 22 بلداً عربياً. الغرض من هذا الإصدار هو التوثيق المرجعي لحالة سياسات الحماية الاجتماعية في المنطقة العربية في عام 2024 بغية تعزيز تبادل المعلومات والخبرات، وتوطيد التعاون.
الخلاصة
فـي عـام 2024، بذلـت الحكومات في المنطقـة العربية جهوداً كبيرة لتحسـين الحماية الاجتماعيـة. ولا يعنـي الانخفاض النسـبي في عدد الإصلاحات الملحوظة انحسـاراً في التزام الحكومـات بالحمايـة الاجتماعيـة، بل علـى العكس، إذ يدل على انتقال مـن التدابير المؤقتة المسـتجيبة للصدمـات إلـى الإصلاحات الشـاملة المنهجية الطويلة الأمد علـى نطاق المنظومة بأكملهـا، وإلـى تكييـف البرامج بحيث توفِر حماية مسـتدامة مـن مخاطر دورة الحياة.

The 2024 edition of the Annual Digest of Social Protection Reforms in the Arab Countries is the third of this series. The publication summarizes changes in social protection policy across the 22 Arab countries throughout 2024. This third edition is aimed at further promoting information- and experience-sharing, mutual learning, and collaboration as well as serving as a reference document for social protection policy announcements in the Arab region in 2024.

El “Manual de Pruebas y Criterios” contiene criterios y descripciones de métodos y procedimientos de prueba para la clasificación de mercancías peligrosas de acuerdo con las disposiciones de las “Recomendaciones relativas al transporte de mercancías peligrosas, Reglamentación Modelo”, así como de los productos químicos que presentan peligros físicos de acuerdo con el “Sistema Globalmente Armonizado de clasificación y etiquetado de productos químicos (SGA)”.

Summary of key statistics on social protection reforms in the Arab region in 2024
In 2024, a significant number of policy developments – 135 in total – were recorded across the 22 Arab countries. These were classified, as illustrated in figure 3, across various social protection categories, including social assistance, social insurance, system level, general subsidies and active labour-market policies. In 2024, none of the recorded developments were classified as targeted subsidies: a change from 2023, when 3 per cent of the total fell within this category. The highest proportion of social protection developments was related to “social insurance” (46 per cent), followed closely by “social assistance” (40 per cent), maintaining a consistent trend with the previous year’s statistics.

In 2024, Governments in the Arab region made significant efforts to improve social protection. The relative decrease in the number of observed reforms does not imply that Governments’ commitment to social protection has diminished.
