The idea of return migration, with the aim of assisting voluntary returnees to settle back in their home countries, can seem an attractive way forward for governments that seek to manage migration humanely. In recent years, nevertheless, as return migration has become a preferred strategy for governments and one of the very few options open to migrants, the problems emerging from this practice and the policies that support it have increasingly come into view. Between the priorities of governance and the very complex, multiple and historically determined circumstances in which migration, as a global phenomenon, takes place, the consequences of implementing strategies that can be seen as unifocal become clear. This is evident in the disruption wrought by numerous government interventions that result in measures that counter, contain and displace the needs, aspirations and rights of migrants. Never is this more so than in the case of migration from the Global South to the Global North.

Progress in achieving the Millennium Development Goals (MDGs) in the Asian and Pacific region is uneven. We achieved success in some, but faltered in others. Even in areas of success, in-country and intra-country disparities persist. The pace of progress is too slow. Unless we act and accelerate it, 641 million people will continue to live on less than $1 a day; some 97 million children will remain underweight and 4 million will die before reaching the age of five; 400 million people in urban areas will have no access to basic sanitation; and 566 million in rural areas will live without access to clean water.

On 29 November 2007, Norway and the United Republic of Tanzania signed a bilateral agreement to support Tanzania’s efforts to reduce child mortality and maternal mortality. The modality for support is to channel funds through a common financing basket for the health sector, together with a number of bilateral and multilateral partners, with no earmarking of the Norwegian funds. This marks the end of a one-year planning process, whereby we have attempted to bridge one of the major divides in the current development practices—namely, between global initiatives mobilizing additional finances for specific themes (in this case, the reduction of child and maternal mortality) and country- led processes of harmonizing and streamlining donor financing— by incorporating assistance into the development budgets, preferably in the form of general, alternatively sectorial, budget support.

In September 2013, poachers in Zimbabwe poured deadly cyanide into a watering hole frequented by a large elephant herd. The results were catastrophic for the local wildlife. Over 300 elephants, lions, vultures, painted dogs and hyenas were killed. The tragedy in Zimbabwe is a dismally familiar story. Throughout the world, wildlife is trapped, gunned down, poisoned, and slaughtered, while forests are stripped of their trees. The pace of this destruction is driving some species to the brink of oblivion.

Pandemics are for the most part disease outbreaks that become widespread as a result of the spread of human-to-human infection. 1 Beyond the debilitating, sometimes fatal, consequences for those directly affected, pandemics have a range of negative social, economic and political consequences. These tend to be greater where the pandemic is a novel pathogen, has a high mortality and/or hospitalization rate and is easily spread. According to Lee Jong-wook, former Director-General of the World Health Organization (WHO), pandemics do not respect international borders.2 Therefore, they have the potential to weaken many societies, political systems and economies simultaneously.

Of the many economists who have worked for the United Nations, Hans W. Singer was the one who did more, and for more different parts of the Organization, than any other.1 During his 22-year career with the United Nations, he worked for the Economic Affairs Department (now DESA), helped lay the foundations for the United Nations Development Programme (UNDP) through his work on the UN Special Fund and the Expanded Programme of Technical Assistance (EPTA), undertook assignments for the UN Children’s Fund (UNICEF), provided the intellectual rationale for the World Food Programme (WFP) and also spent time with the Economic Commission for Africa (ECA), the African Development Bank (ADB), the UN Conference on Trade and Development (UNCTAD), the UN Research Institute for Social Development (UNRISD) and the UN Industrial Development Organization (UNIDO).

Our ability to communicate has changed dramatically in the last twenty years, from the advent of the mobile phone to the proliferation of laptop computers, and then the marriage of both into smartphones. As technology continues to advance into more versatile and effective ways to communicate, the way we use these methods are almost as complex as the devices themselves. This increases our scope and reach as individuals and, subsequently, as groups of individuals in search of a common goal or ideal. That’s why, with the arrival of social media services across new technology sources, activist groups and social institutions alike are finding a changing way to spread their messages and organize their activities.

Today, there are 1.5 billion people worldwide between the ages of twelve and twenty-four, with 1.3 billion living in developing countries—the largest generation of young people the world has ever known. As a key population, youth should be meaningfully involved in the formation of policy that affects them. It is likewise essential that young people have decision-making roles on youth-related issues. People of the same age group better understand their common needs, capacities, and limitations. As awareness about the importance of youth representation in decision making increases, so, too, does the involvement of youth advocates in programmes and events, such as the 2010 World Youth Conference in Mexico, the Youth Programme of the International AIDS Conference, and the Youth Symposium at the 2010 Women Deliver conference. The question is, how are the youth advocates selected, and are they the best people to speak on behalf of the world’s youth?

Recent extreme events witnessed around the world are drastically visible reminders of ongoing environmental perturbations on our planet, many of which are linked to global climate change. The last decade has seen an exceptional number of extreme heatwaves with resulting severe consequences. The 2010 Russian heatwave is estimated to have cost the lives of 55,000 people and destroyed 25 per cent of the country’s annual crop. In the United States, the drought in 2012 has been the most severe since the 1930s, impacting about 80 per cent of agricultural land. Hurricane Sandy was yet another stark showcase of the forces of nature and our vulnerability in the face of destabilized weather and climate patterns.

Information and communications technology (ICT) holds the promise of making the world a fairer place. Indeed, in many countries, increased information access and social networking are giving citizens a larger voice in local, national, and regional affairs. While the individual and social transformational capacity of information and communications technology is immense, it is often those who already have a voice in national agendas that benefit from the amplifying effect of the technology. The many millions of desperately poor people in remote rural areas who have traditionally had the least voice in government affairs and whose needs are perhaps least understood are also those who have, thus far, benefited the least from the technology.

The sustainable development goals (SDGs) proposed by the Open Working Group of the General Assembly of the United Nations recognize the importance of the natural environment and its resources to human well-being. As a whole, it is definitely a worthy charter for the twenty-first century, as it addresses the diverse challenges that we face as a global community. SDG 7—to “ensure access to affordable, reliable, sustainable and modern energy for all”—is a challenge confronting every country, that touches everyone. To understand the necessity of meeting this goal, and what is required to do so, we should unpack the statement of the goal itself. The four dimensions of SDG 7 are affordability, reliability, sustainability and modernity. These different dimensions are not mutually exclusive. They overlap, and in some cases even entail each other.

You can see that she has the confidence to let her imagination explore the possibilities for affecting real change, and she yearns to learn more. While her primary education undoubtedly will provide her with the tools to be a better and more informed family member, mother, and contributor to her community, you are left with the certainty that she is capable of more. At age 12, there are few, if any, options available for her to continue beyond primary education. In fact, we know this girl and what her future holds. It does not look like yours. She is hardly empowered and, in the long term, who benefits?

When I was a student of dentistry, a caption on a T-shirt during the annual dental students’ orientation programme captured my attention. It read ‘Dental Students—BUILDING BRIDGES IN SOCIETY’. It had graphic visuals that illustrated this caption. As a student, I became increasingly involved in the broader role that health professionals play in society and the influence that they have in being able to positively change the lives of members of society. Later, as part of my studies I was awarded a student exchange scholarship at the University of Melbourne in Australia and the Royal Dental Hospital which was attached to the university’s faculty of dentistry. This was an eye opening experience that not only exposed me to differences within societies but also the common threads that run through humanity. Although I was involved in a field of study that was very much focused on health and medicine, and my subsequent working life was as a clinical dentist in both private practice and the public sector and thereafter as an academic in various sub-disciplines within dentistry, my sojourn into the international dimension had begun much earlier without me being fully cognizant of the strong influence it would have on my future career and my present activities.

Non-communicable diseases (NCDs) and climate change are two defining challenges of the twenty-first century, as each poses a significant threat to health and sustainable development. NCDs, including cancer, cardiovascular disease, chronic respiratory diseases, diabetes, and mental and neurological disorders, are currently responsible for 68 per cent of global mortality, while climate change is projected to cause several hundred thousand deaths annually by 2030. Risk factors for NCDs include exposure to air pollution and physical inactivity. Eighty-eight per cent of urban populations are exposed to levels of outdoor air pollution that exceed World Health Organization (WHO) Air Quality Guidelines, and 3.7 million deaths globally were attributable to ambient air pollution in 2012. Furthermore, urbanization leads to changes in occupation and ways of life associated with lower levels of physical activity and higher automobile use. WHO attributes 3.2 million deaths annually to physical inactivity and 1.3 million to road traffic injuries.

I came to the country on my own with questions centred around gender violence and equality. I was cognizant of my own preconceptions as an American woman, but as a victim of rape, and as a sister of a rape victim, I was working from a place of curiosity. What are the conditions necessary for widespread acceptance of gender violence and oppression? What are the similarities in how Afghanistan and the United States address women’s rights, and where are the solutions? What does it take for women to have a voice?

The United Nations Development Programme (UNDP) Human Development Report 2013 bore the enthusiastic title, The Rise of the South: Human Progress in a Diverse World. The Programme felt that the Global South had finally arrived in economic terms, and that in time it would make political inroads against a system that has been suborned to the needs of the Global North. It is certainly the case that China’s economy has a high growth rate and that various international agencies, such as the International Monetary Fund (IMF) predict that within a decade or two it will have the world’s largest economy. What is often forgotten in these predictions is that while China might have the largest economy in terms of its GDP, its population size means that it will not have the highest per capita GDP. That honour will continue to belong elsewhere. This is the reason China continues to insist that it is a developing country, despite having the second largest GDP among the world’s states. There is no question that China and India have emerged as major economic powerhouses, but their own internal vulnerabilities are considerable, including poverty, unemployment and most dramatically, starvation rates. The South might be rising, but the questions that need to be raised are what kind of rise are we seeing, and what kind of political impact will this have?

There is no doubt that Latin America is on track to meeting its commitment to halve the 1990 extreme poverty rate by the 2015 target deadline. The most recent estimates by the UN Economic Commission for Latin America and the Caribbean (ECLAC) show that some 14 million Latin Americans escaped from poverty in 2006 and another 10 million are no longer destitute. The number of poor people stands at 36 per cent of the population (194 million) and those living in indigent conditions at 13.4 per cent (71 million); during 2007, these figures are likely to drop to 190 million and 69 million, respectively. For the first time since 1990, the total number of people living in poverty in the region has dropped below 200 million.

Three notable facts about migration are often drowned in the stringent debate surrounding migration policies. First, the contribution of migrants to their host and home countries is enormous, over $500 billion in remittances alone (of which over $400 billion went to developing countries in 2012). Second, South-South migration is actually larger than South-North migration, implying that not only emigration, but also immigration matters for the developing countries. Third, internal migration is nearly four times the size of international migration and is an integral part of an economy’s structural change and development process. Yet, movement of people is rarely included in the development strategies of countries.

The first target of Sustainable Development Goal (SDG) 16, which is included in the 2030 Agenda, calls for significant reductions in “all forms of violence and related death rates everywhere”. Yet the “war on war”—to borrow a phrase coined by Joshua Goldstein—is not going well. After decades of progress in reducing the global burden of violent conflict, the last four years have seen a global increase of armed conflict, violence against civilians, and other forms of violence. This has been accompanied by an unprecedented crisis of global displacement and significant deterioration of human well-being in conflictaffected areas. To address the challenge, the international community must find the energy, strategy, commitment and resources needed to reduce violence in all its forms by preventing conflict, protecting vulnerable populations and rebuilding States and societies in the wake of violence. By including the reduction of all forms of violence among the SDGs, United Nations Member States have laid the groundwork for doing just that. Like the Millennium Development Goals (MDGs) that preceded them, the SDGs do not provide all the answers, but they do signal the world’s priorities and expectations, set benchmarks against which we can judge progress, and sound the starting gun for a concerted global effort. Reducing violence is now one of those goals. The question is how to achieve this?

Recognized internationally, the indigenous peoples of Africa cannot always count on being granted the same recognition in their own countries. The Fulani Mbororo community, for example, is a long way from fully enjoying its rights, according to one of its strongest advocates, Hindu Oumarou Ibrahim. En África, al igual que en otros continentes, han proliferado durante la crisis sanitaria teorías conspirativas e informaciones falsas sobre la enfermedad de COVID-19. Propagadas a través de las redes sociales, aluden por ejemplo a la existencia de remedios presuntamente milagrosos contra esta, como el consumo de té negro, hojas de nim y sopa de pimienta. Para contrarrestar esa epidemia de bulos, es menester refutarlos, previo rastreo en las plataformas digitales, así como fomentar el sentido de la responsabilidad de estas e impulsar una educación básica para el uso crítico de los medios informativos.
