The question of the reduction of conventional armaments and armed forces has been on the disarmament agenda of the United Nations since the Organization was created, albeit with varying degrees of emphasis. Already in 1946, the General Assembly recognized the necessity of an early general regulation and reduction of armaments and armed forces. Between 1951 and 1958 it considered ways and means to achieve the regulation, limitation and balanced reduction of all armed forces and all armaments. Then, for about a decade, beginning in 1959, it focused on the question of general and complete disarmament. Efforts to regulate the trade and, in general, the transfer of conventional armaments were made as early as the mid-1960s and continue to this day. In addition, efforts have been made at the regional level with varying degrees of success.
