Spain firmly believes in multilateral cooperation as a means for achieving objectives in the field of disarmament and non-proliferation. At the same time, it has been providing regular bilateral technical assistance to Spanish- and Portuguese-speaking countries in regard to export controls and compliance with international legal instruments. Among other things, Spain also co-organized a UNSCR 1540 seminar in Guatemala to provide an opportunity for dialogue and horizontal cooperation and to promote regional participation.
