The IAEA maintains an advisory role in supporting Member States to combat nuclear terrorism. The overall goal of the IAEA Nuclear Security Programme is to assist States by reducing threat levels and consequences of a possible successful act of nuclear terrorism. The IAEA Plan of Activities on nuclear security is based on a global approach, which includes measures to prevent, detect and respond effectively to the threat of nuclear terrorism. This Plan benefits all States, including both those with significant nuclear programmes, as well as those with limited nuclear activities.
