Assessment of Development Results
This series assesses the attainment of intended and achieved results as well as United Nations Development Programme (UNDP) contributions to development results at the country level. Their scope include, but is not confined to, UNDP responsiveness and alignment to country challenges and priorities; strategic positioning; use of comparative advantage; and engagement with partners. The number and selection of countries, and the timing of these evaluations, are determined to ensure coverage and to allow findings and recommendations to feed into the preparation of the subsequent programme. Wherever possible, these evaluations will be conducted in conjunction with other United Nations organizations.

Assessment of Development Results - Lao PDR (Second Assessment)
This independent Assessment of Development Results in Lao PDR conducted by the Evaluation Office of the United Nations Development Programme (UNDP) is part of a series of country-level evaluations. The evaluation examined the UNDP contribution to Lao PDR’s development from 2007 to 2010 and provides forward-looking recommendations that are useful for the formulation of the new UNDP country programme in Lao PDR.
Assessment of Development Results - Jordan
This report analyzes the findings conclusions and recommendations of an independent evaluation of the United Nations Development Programme’s (UNDP) contribution to socio-economic and human development in Jordan over the course of two program cycles during 1998-2007. This Assessment of Development Results (ADR) focuses on the strategic positioning of UNDP within the policy environment in Jordan and assesses whether the UNDP Country Office (CO) has been able to make critical and tangible contributions to development results in the country.
Assessment of Development Results - Peru
This evaluation covers the period of two country cooperation frameworks from 2001 to 2005 and from 2006 to 2009. During this period the strategic framework of UNDP in Peru was significantly revised in order to accompany the national democratization process and to respond to the requirements of the Millennium Development Goals. UNDP refocused its programme privileging more substantive support. In a middle income emerging country such as Peru the evaluation recommends further focusing and deepening the organization’s strategic axes and emphasizing its support to reform of public administration and the civil service system and strengthening the capacity of regional and municipal governments. It also recommends that UNDP further diversify its partnerships and clarify its cooperation strategy with civil society and the private sector and with new emerging partners (global funds and private foundations) in order to strengthen programme sustainability.
Assessment of Development Results - Turkey
The evaluation found that UNDP in Turkey contributed to the development of corporate capacities in the country integration of international development principles and rise of many sectors to European standards. UNDP was particularly effective in its support at the policy level and played a crucial role sustaining the local government reform through participative approach to local decision making.
Assessment of Development Results - Burkina Faso
This evaluation covers the period from 2002 to 2008. UNDP demonstrated comparative strengths in the domain of governance (support to the Parliament and decentralization). Another important contribution was to develop innovative pilot activities: the success obtained through multifunctional platforms to generate power and electricity in rural areas the development of non-timber forest products or the support to civil society initiatives to fight HIV-AIDS epidemics have served as models for a number of other interventions and have attracted significant financing.
Assessment of Development Results - Guyana
The evaluation recommended that it is important for UNDP Guyana to continue to reorient its programming towards higher-level policy analysis in order to support the country’s transition to a middle-income status. Also UNDP needs to focus on its comparative advantage and help Guyana explore alternative sources of support through South-South regional and public-private partnerships.
Assessment of Development Results - Libya
This Assessment of Development Results was conducted in Libya by the UNDP Evaluation Office in the second half of 2009. It is an independent country-level evaluation that examines UNDP contribution to the country’s development results over the ongoing and previous programming cycles. The evaluation aims to provide forward-looking recommendations to assist the UNDP country office and its partners in the formulation and implementation of the next programming cycle and also to support greater accountability to national stakeholders and the UNDP Executive Board.
Assessment of Development Results - Maldives
The evaluation found that in the past six years UNDP in the Maldives has coped with two major transformational events: the 2004 tsunami and the changes in political system. It concludes that UNDP has been particularly effective in its support at the policy level especially in the area of governance but less so at the atoll and island level. Gender equality and youth remain major areas requiring effective support while capacity development is the most significant barrier to sustained progress.
Assessment of Development Results - Seychelles
The ADR in Seychelles examines the relevance and strategic positioning of UNDP support and contributions to the country’s development from 2003 to 2009. It assesses UNDP interventions under the various thematic areas of the country programme with the aim of providing forward-looking recommendations meant to assist the UNDP country office and its partners in the formulation of the forthcoming country programme. The evaluation found that the UNDP support has generally been well aligned to national policies and plans and has responded to priorities and needs in the environment and governance sectors. UNDP has been successful in mobilizing large amounts of funding to national environmental priority issues. This creates a real possibility of protecting the country’s critical natural resources base.
Assessment of Development Results - Indonesia
This is an independent country-level evaluation called the (ADR) in Indonesia conducted by the Evaluation Office of the United Nations Developement Programme (UNDP). This evaluation examined the relevance and strategic positioning pf UNDP support and its contributions to the country’s development from 2001-2010. It assessed UNDP Indonesia’s interventions under the five thematic areas of the country programmes with an intention to provide forward-looking recommendations that are useful for the formulation of the new UNDP country programme in Indonesia.
Assessment of Development Results - Zambia
This report states that UNDP Zambia has in general been effective in its contributions to development in Zambia. However programme resources were spread too thinly across many initiatives and insufficient attention was given to ensuring sustainability. While cooperating partners and non-governmental organizations would have preferred UNDP to play a stronger role in advocacy the Government appreciates UNDP as a consistent partner. The evaluation suggests that within the context of the United Nations country team UNDP missed opportunities to develop more joint initiatives.
Assessment of Development Results - Serbia
A decade of regional warfare during the 1990s intervention by the North Atlantic Treaty Organization (NATO) and the authoritarian policies of the Milosevic regime left Serbia socially politically and economically devastated. Serbia became isolated from the international community and the transition brought a number of costs. The assessment is based on an evaluation of current and past programmes and extensive stakeholder consultations. It provides an analysis of the extent to which United Nations Development Programme (UNDP) has positioned itself effectively to identify and respond to national development needs. It also offers an overall assessment of the development results in the areas of post-conflict transition achieved in cooperation with the Government and other development partners.
Assessment of Development Results - Argentina
This report on Argentina’s Assessment of Development Results (ADR) focuses on the following three thematic areas: fostering democratic governance; achieving the Millennium Development Goals (MDGs) and reducing poverty under a human development perspective; and ensuring environmental sustainability. Reflecting on the characteristics of Argentina’s economic history its current juncture and prospects the ADR examined the past with a forward-looking perspective.
Assessment of Development Results - Uganda
This report presents the findings and recommendations of the Assessment of Development Results (ADR) conducted in Uganda with a time-frame covering country programmes; from 2001 to 2009. More specifically the ADR provides forward-looking recommendations to assist UNDP Uganda and its partners in formulating an action plan for the next programming cycle (2010–2014). The evaluation looked at the range of support provided by UNDP to Uganda in the areas of poverty reduction sustainable environment democratic governance and crisis prevention and recovery in a post-conflict and human development context. Uganda has made significant progress in social and economic development in the past two decades and is moving steadily towards sustainable growth and poverty reduction. The evaluation found that UNDP contribution has been significant in terms of responsiveness to national priorities and needs. Amid a competitive aid environment particularly one predisposed to budget support UNDP maintained its relevance.
Assessment of Development Results - Botswana
The UNDP Assessment of Development Results (ADR) in Botswana covers the period from 2003 to 2008 and includes the period of the current United Nations Development Assistance Framework (UNDAF) and UNDP country programme. It focuses on effectiveness efficiency and sustainability which refer to the assessment of development results and programme-level analysis as well as on relevance responsiveness equity and partnerships which relate to strategic positioning and analysis at a strategic level. The UN contribution to the development of Botswana has a long history. The current priority areas of action are: achieving the MDGs and reducing human poverty; energy and environment for sustainable development; and responding to HIV/AIDS.
Assessment of Development Results - Bosnia and Herzegovina
The Assessment of Development Results (ADR) in Bosnia and Herzegovina covered the period from 2001-2008 and offers lessons that can strengthen UNDP programming in Bosnia and Herzegovina as well as contributing to the organization’s effectiveness and accountability. The evaluation found that in the context of transition UNDP quickly established itself as a capable and reliable implementing agency for the government as well as donors. In particular UNDP has contributed to policy development and dialogue including the incorporation of pro-poor concerns and the Millennium Development Goals into the national development strategy; national human development reports and strategic research on key issues have also been important in informing policy. Other UNDP-supported initiatives in human security governance and social protection have contributed to capacity development at various levels of government.
Assessment of Development Results - Colombia
This report presents the findings of an Assessment of Development Results (ADR) for Colombia. The purpose of the ADR was to assess the United Nations Development Programmes’ (UNDP’s) overall performance and contribution to development results as well as to draw lessons for future strategies. Specifically it analyzed programs and projects undertaken by UNDP in Colombia under the 1998-2006 Country Cooperation Frameworks with emphasis on 2002-2006 and UNDP’s strategic positioning.
Assessment of Development Results - Countries of the Organisation of Eastern Caribbean States & Barbados
The Assessment of Development Results (ADR) covered the sub-regional programme of the nine member countries of the Organisation of Eastern Caribbean States (OECS) and Barbados over the ongoing (2005-2009) and previous (2001-2004) programming cycles. The ADR notes that UNDP is working in a challenging and multifaceted development context where relatively high levels of gross domestic product per capita and political stability occur side by side with considerable poverty underemployment gender and social inequities institutional capacity weaknesses and vulnerability to risk including extreme weather events. The publication concluded that although UNDP has undertaken a subregional programme with a strong profile and reputation it has achieved only moderate progress towards longer-term outcomes. It also found that the UNDP subregional programme had many commendable features and is respected by stakeholders and partners due to its consistent focus on improving human and social development in the Eastern Caribbean.
Assessment of Development Results - Guatemala
Assessments of Development Results (ADRs) provide an independent evaluation of United Nations Development Programme’s (UNDP’s) contributions to development in the countries it operates. This ADR spans the 2001-2008 period covering the UNDP strategic plan for Guatemala for 2001-2004 and 2005-2008. The assessment provides inputs for UNDP’s next strategic document for the country.
