The essential objective of the present revision of the principles and recommendations for a vital statistics system is to present vital statistics and civil registration as separate entities, with the ultimate goal being to establish, maintain and exploit these two entities as components of a coordinated and coherent system for registering and producing vital statistics. The procedures for recording births and deaths are equally important for civil registration in legal terms and for vital statistics in the context of source of statistics; hence, the work of civil registrars and that of statisticians are interdependent.
