Compliance and enforcement mechanisms

The principal instruments for compliance assurance are environmental assessment, permitting, compliance monitoring, enforcement, and compliance promotion. Ideally, they should be linked with each other in order to allow feedback and correction to improve the effectiveness of compliance assurance efforts. To make this process function properly, strategic planning and performance assessment capabilities of the environmental enforcement authority are key factors. The following analysis is largely based on sometimes incomplete or contradictory information received from the Moldovan enforcement authority itself.
