Practices of accountability, however sporadic or unsystematic, have existed in some form or other in almost every political system since the ancient Greek polis. The vast majority of those accounting for their use of power and resources over the centuries and around the globe have been providing their account to those in positions of greater power. That is likely still the case today. But there has also been a long history of those in power being accountable to those they govern.
