Broadband and industrial policy: the Korean experience

The industrial policy debate has advanced considerably in recent years. The focus has been on the dilemma between accepting horizontal policies based on World Trade Organization (WTO) rules and regulatory framework, and the possibility of developing a space for sectoral policies.
