The case for land reform in developing ESCAP countries is based on the need for an egalitarian farm structure which maximizes incentives to individual operators. The social, political and economic arguments for such egalitarian small-scale peasant agriculture with a tenure system that provides incentives to higher productivity have been presented elsewhere in this Survey. In this section, the experience of some countries of the region regarding land reform programmes will be reviewed and some of the problems that arise discussed.
