Although the United Nations Development Decade calls for a 5 per cent increase of national income per annum in the developing countries by 1970, average annual increase of national income from 1960 to 1963 was about 3.5 per cent and of per capita income about one per cent. Only four countries surpassed the target of the Development Decade and only one other just reached it. In four countries, annual rates of increase of per capita income were less than one per cent. Except in two countries, the rates of increase were below those in the fifties.
