Foreword

The Arab region has reached a defining moment. A confluence of fiscal constraints, demographic change, climate pressures, rising debt and growing social needs demands a fundamental rethinking of public finance. The challenge lies not only in how much Governments spend, but more importantly in how effectively and equitably they invest public resources in people – in both their potential and their protection – and how transparently these decisions reflect national priorities and public trust. This is the most direct path to shared prosperity, stronger social contracts and inclusive development.
