THE realization of the 2030 Agenda relies on the active engagement of all segments of society, with a shared focus on addressing the needs of the poorest and most vulnerable. The job of transforming the Sustainable Development Goals into meaningful policies and programmes that address the needs and challenges of the world’s poorest and most vulnerable falls primarily to governments at the local and national levels. This is reflected in the 2030 Agenda, notably in Sustainable Development Goal target 16.7, which stresses the importance of “responsive, inclusive, participatory and representative decision-making at all levels” through accountable, effective and transparent institutions, and in target 17.14, which addresses the importance of enhancing “policy coherence for sustainable development”. Together, these targets reflect the indivisible nature of the 2030 Agenda and the importance of embracing a whole-of-government approach to integrating the Sustainable Development Goals into national development plans through cross-sectoral and multilevel policies and coordination.
