The drug problem is deeply connected to organized crime, corruption, economic crime, and terrorism. To effectively address this challenge, it is crucial to adopt a science-based, evidence-driven approach that prioritizes prevention and treatment. The drug trade problem was recognized early in the 20th century, leading to the first international conference on narcotic drugs in Shanghai in 1909. In the decades that followed, a multilateral system was established to control the production, trafficking, and abuse of drugs. Evidence-based drug prevention programmes can safeguard individuals and communities. By reducing drug use, these programmes can also weaken the illicit economies that exploit human misery.
