Data for Now: Leveraging Innovative Sources, Technologies and Methods for Better, More Timely and Disaggregated Data for Sustainable Development

Millions of people globally are not covered by existing data sources and are therefore excluded from decision-making and policies. Moreover, the COVID-19 crisis has highlighted the critical importance of having reliable, timely and disaggregated data to save lives and livelihoods, and exposed the limitations of traditional sources and methods used to produce them. In this context, there is an increased sense of the urgency to use innovative approaches to better meet the data needs to accelerate action towards achieving the Sustainable Development Goals (SDGs) and build agile and resilient data and statistical systems. Heeding this call, the Data For Now initiative is supporting countries in developing their capacity to leverage innovative sources, technologies and methods to deliver better, more timely and disaggregated data for sustainable development.

Investing in the Future of Rural Non-farm Economies

The in-situ development of rural economies and societies must be a central objective of development if nations are to achieve the goals of the 2030 Agenda. A precondition for substantial rural transformation and growth is higher agricultural productivity and the subsequent reallocation of productive resources towards expanding the non-agricultural rural sector. A dynamic local rural economy can benefit from and complement urban growth, alleviate poverty, and reduce migratory pressures on growing cities. Country examples show that it is possible to accelerate in-situ development by investing in infrastructure, offering educational opportunities, expanding financial services, and speeding up the adoption of technologies in food and non-food producing sectors. These investments help create a virtuous circle of agricultural productivity and non-agricultural development.

The Critical Role of Income Redistribution for Poverty Reduction: Alternative Scenarios
出版日期: 十月 2021更多 更少Global progress towards SDG 1 had already slowed prior to the COVID-19 pandemic and the world was not on track to achieve this goal by 2030. The prospect of achieving SDG 1 by 2030 has been further dimmed by the impact of COVID-19. The global extreme poverty rate (SDG target 1.1) is projected in a baseline scenario to decline to only 9.2 per cent by 2030. This would mean that as many as 785 million people could find themselves in extreme poverty by 2030, far from reaching SDG 1. Given this context, achieving SDG 1 by 2030, will require extraordinary efforts by countries, both individually and collectively. The scenario analysis presented in this policy brief shows that a decline in income inequality can be a potent driver of poverty reduction and if combined with robust economic growth, can produce highly positive, if not miraculous, results for the eradication of extreme poverty, by 2030.

Building the Capacities of Public Servants to Implement the 2030 Agenda

Yet, available information does not easily allow for a consolidated picture of how ongoing efforts address gaps at the level of individual countries. Areas identified in the Agenda itself as needing capacity building, such as data, statistical systems, follow up and review, have received high attention, as have planning and SDG localization. The landscape of capacity building for SDG implementation appears fragmented. There likely is untapped potential for cross-fertilization of capacity building initiatives. Reporting on capacity-building activities for public servants has not been a consistently high priority of governments. Because of this, the degree of responsiveness of capacity-building activities to recipients’ and countries’ needs is hard to assess. Government-wide capacity-building gap assessments and strategies are rare. Little is known about the changes in learning outcomes due to the COVID-19 pandemic, which can have longer-term impacts on capacity in the public service.

A View of Changes in Institutional Arrangements for SDG Implementation at the National Level Since 2015

Yet institutionalization at the country level remains a work in progress – with many countries still putting in place or adjusting parts of their institutional systems for SDG implementation. No regularities or typical patterns of SDG institutionalization are easily identifiable across countries. The sequence and speed of institutional changes relating to the SDGs have varied significantly. Entry points for state and non-state actors to engage with SDG-related institutional processes are multiplying, making institutional arrangements more complex. Yet there are also wide variations in levels of engagement, with potential for greater involvement of different stakeholders in many countries.

Connecting the Dots: The Still Elusive Synergies Between Accountability Institutions and the Follow-up and Review of the Sustainable Development Goals

However, countries have not yet systematically established synergies between SDG follow-up and review and existing accountability institutions. Digitally Enabled New Forms of Work and Policy Implications for Labour Regulation Frameworks and Social Protection Systems

Yet, due to regulatory gaps, social protection gaps, and weak enforcement mechanisms, many workers in these new forms of work - especially in the platform economy - may be pushed into precarious employment. Labour regulations should be updated to balance flexibility with the safeguarding of labour standards, workers’ protection, and income security in the digital age. This requires a shift away from one-size fits-all solutions to tailor-made employment and social protection policies that consider the unique opportunities and challenges of different types of new forms of work, based on better data and careful examination of the impacts of digitally enabled forms of work on society and the economy. Social protection systems need to adapt to ensure no worker is left unprotected in a future world of work transformed by digital technology.

Accelerate Action to Revamp Production and Consumption Patterns: the Circular Economy, Cooperatives and the Social and Solidarity Economy

More supportive measures from governments are needed to strength their contribution to accelerated progress towards the goals of the 2030 Agenda. Continued efforts to improve statistical information on the circular economy, cooperatives and the wider SSE will help inform policy-making and facilitate transition to sustainable production and consumption.

Trust in Public Institutions: Trends and Implications for Economic Security

While levels of trust in institutions vary significantly across countries, opinion surveys suggest that there has been a decline in trust in public institutions in recent decades. Further action is needed to better channel investment to countries and SDG-related sectors that are most in need. The development of innovative and scalable global platforms, instruments and funds would be an important first step in this regard. Transformational Partnerships and Partnership Platforms

MSPs can be powerful mechanisms to achieve the SDGs, as they can bring to bear a range of different levers from diverse societal sectors, including human and financial resources, technologies, and knowledge. More recently, multi-stakeholder collaboration has proven to be critical to tackle the challenges posed by the COVID-19 pandemic and will be essential in the recovery efforts to ‘build back better’ towards more sustainable, resilient and inclusive societies. To support effective partnership building, an enabling partnership ecosystem is required at all levels, including policies and standards that support multi-stakeholder inclusion and collaboration, ensuring that all relevant stakeholders have the necessary knowledge and capacities for partnership creation, and fostering inclusive partnership platforms. Partnership platforms can be particularly effective catalyzers of new and transformative partnerships at all levels as they can serve to mobilize key sectors and stakeholders around joint action and provide coherence and coordination, including alignment of investments for SDG implementation.

Population, Food Security, Nutrition and Sustainable Development

Social Policy and Social Protection Measures to Build Africa Better Post-COVID-19

The crisis has hit the poorest and most vulnerable hardest and laid bare structural shortcomings such as inadequate health, educational and technological infrastructure, limited social protection, gender inequality, large informal economies, lack of access to basic services, constrained fiscal policy space and a high risk of debt distress in many countries, making them particularly vulnerable to the lasting effects of the pandemic. African countries have realized the need to scale-up social protection programmes and measures to meet the challenges brought about by the COVID-19 crisis as well as to ensure preparedness for other unexpected future events. Thus, they have introduced or adapted over 200 social protection and labour market policies in response to the pandemic. Recognizing the ongoing efforts as well as the persistent gaps and challenges, the brief stresses the need for allocating adequate resources for social protection systems and programmes, aiming for universal coverage to adequately address the different risks and vulnerabilities that individuals face throughout the lifecycle. It also urges development partners to provide financing support to the poorest countries to help them create fiscal space for increased public spending for social protection that is sustainable and equitable through multilateral development co-operation as well as national and regional multi-sectoral partnerships.

Challenges and Opportunities for Indigenous Peoples’ Sustainability

It also highlights the benefit of indigenous peoples' full participation, in particular, indigenous women in decision-making processes to prevent conflict. It notes the importance of upholding the rights of indigenous peoples as enshrined in international law and full respect for the right of indigenous peoples decision to not to engage in the global economy. Further, it points to the need to promote dialogue among indigenous peoples, local communities, scientists, including meteorologists and climate experts, policymakers and other relevant actors, to enable co-production of knowledge, and sharing of sustainable strategies to overcome risks and strengthen resilience to climate change.

Effective Blended Finance in the Era of COVID-19 Recovery

While blended finance can be an option to support post COVID-19 recovery efforts, a new approach to blended finance is necessary to improve its impact. This approach should include: Developing country-led blended finance analysis, within an Integrated National Financing Framework (INFF), to guide development partners on where and how to use blended finance; Shifting focus to sustainable development impact, rather than bankability and leverage volumes; Enhancing transparency in reporting and monitoring, and providing capacity development; Using non-concessional resources (such as from development banks) when possible. This would allow official development assistance (ODA) to be used directly for support of social sectors that may be less suitable for blended finance transactions.

Risk-informed Finance
出版日期: 六月 2021更多 更少A lesson from the COVID-19 pandemic and the growing climate crisis is that development that is not risk-informed is neither inclusive nor sustainable. In light of this increasingly complex risk landscape, The 2021 Financing for Sustainable Development Report calls for a risk-informed approach to sustainable finance, and for investments in prevention, risk reduction and resilience. Because many such investments have a public good character, Governments must take the lead: incorporating risk analysis into their planning processes; overcoming ex post biases in their budgeting; aligning the private sector risk landscape with SDG risks, through carbon pricing and other incentives and regulations; and advancing risk-informed development cooperation in all its forms. Ultimately, all financing must be risk-informed and resilient, and sufficient financing must be available for investments in risk reduction and resilience, at national and global levels.

Strengthening Data Governance for Effective Use of Open Data and Big Data Analytics for Combating COVID-19

These data allow governments to set priorities and adjust their decisions quickly and effectively in response to rapidly evolving COVID-19 situations. Open data and big data analytics, particularly through Artificial Intelligence (AI) platforms and data visualization tools, are empowering governments to predict virus mutations, track virus spread in real-time, and identify medications for treating COVID-19. Governments are using big data analytics to get prepared, react effectively, and develop both short-term and long-term strategies. Yet, increasing public concerns about data privacy and security put in jeopardy public trust in data collection, use and dissemination by government, business and relevant non-government institutions. To ensure effective use of open data and big data analytics for combatting COVID-19, it is necessary to strengthen data governance with regard to data collection, data partnership, data analysis, data dissemination, and protection of data privacy and data security.

Integrated National Financing Frameworks
出版日期: 十一月 2020更多 更少Financing has emerged as a key challenge in SDG implementation. Yet, a recent study found that 79 out of 107 national sustainable development plans are not costed. Integrated national financing frameworks (INFFs) can help countries to close this gap. They help countries raise resources, enhance coherence of financing policies, and overcome short-termism in budgeting and the financial sector. INFFs can also help countries recover from COVID-19 (coronavirus) and its economic fallout, finance building back better, and manage risks. Interest in INFFs has grown exponentially since the concept was introduced in the Addis Ababa Action Agenda—around 60 countries have committed to design and implement integrated financing frameworks with support from the UN system.

The Long-term Impact of COVID-19 on Poverty

It will explore the implications of COVID-19 through various macroeconomic scenarios, ranging from the very optimistic to the pessimistic. The findings suggest that complete eradication of extreme poverty by 2030 looks highly unlikely even in the most optimistic scenario and that the global number of people living in extreme poverty could in fact continue to go up in the more pessimistic scenario. The final section will summarize the findings and discuss policy implications. Policies to reduce inequality and promote a country’s social and macroeconomic resilience, such as the strengthening of labour standards, and the expansion of the social protection systems and universal health coverage, are needed now more than ever. As developing countries currently face the prospect of costly debt crises with far-reaching consequences, global action is urgently needed. The window to mitigate the disastrous long-term consequences of COVID-19 on poverty is closing rapidly.

Impact of COVID-19: Perspective from Voluntary National Reviews

A variety of mitigation measures are being put in place, through great efforts and at great cost, to address the impact of COVID-19 and reduce the risk of future crises, especially for the poorest and most vulnerable people and countries. It is important to work in an emergency mode to respond to the health impact, but also to keep the focus on the longer term, building resilience and using the 2030 Agenda as a roadmap. Multilateralism and global solidarity are essential to build back better by responding to COVID-19 in a way that supports the implementation of the 2030 Agenda and SDGs, bolsters results and addresses gaps in sustainable development.

Achieving SDGs in the Wake of COVID-19

Establishment of robust universal healthcare and social protection systems should be taken as immediate goals, and efforts should be made to build upon the emergency measures taken during the COVID-19 crisis so as to reach these goals.
