How Human Rights Defenders and Companies Can Work Together to Tackle Discrimination Against Lesbian, Gay, Bisexual, Transgender and Intersex Persons
This publication seeks to assist human rights defenders in approaching, engaging and enlisting the backing of business for measures that promote greater equality for lesbian, gay, bisexual, transgender and intersex (LGBTI) persons. It also offers companies, especially human resource management professionals and those promoting diversity and inclusion within companies, with an overview of areas for potential collaboration with LGBTI civil society, as well as practical examples of such collaboration in different parts of the world.
Time to Teach: Teacher Attendance and Time on Task in Primary Schools in The Gambia
The international standards for teaching time in a year are 880 hours. In The Gambia, dedicated teaching time in a year is 734 hours. This reduced time is exacerbated by teacher absenteeism that varies across the different regions in the country from 12 to 30%, and is a barrier to achieving the required learning outcomes. The COVID-19 pandemic is compounding an already compromised learning and teaching environment in The Gambia. This Time to Teach study looks at four dimensions of teacher attendance: being in school; being punctual (i.e., not arriving late/leaving early); being in the classroom (while in school); and spending sufficient time on task (while in the classroom). It also identifies factors associated with teacher absenteeism at five different levels of the education system: national, subnational, community, school, and teacher. This report provides recommendations that may help strengthen the ministry’s efforts to improve teachers’ time on task in The Gambia.

The UNCTAD Handbook of Statistics was first launched in 1967. Over the past 50 years, the handbook has evolved to incorporate new statistics and ensure that readers have access to the best possible information available. The 2021 edition of the Handbook continues in this tradition of excellence and innovation. As in previous years, this edition showcases 'nowcasted' estimates for total merchandised trade, total services trade and GDP. This publication provides a wide range of statistics and indicators relevant to the analysis of international trade, investment, and development.

Transparency and predictability are essential elements for the cross-border movement of goods. Stakeholders need to know the conditions for the entry or exit of their goods well before the goods arrive at the border in order to prepare all regulatory requirements and commercial negotiations. A Trade Information Portal (TIP) is a facility that compiles these requirements and publishes the information on an internet portal accessible to all relevant traders. This recommendation provides guidance on the setup of such a portal, the information that should be shared, the governance, as well as some elements that have been identified as potential evolutions. It is accompanied by a repository of case studies of such facilities in order to help countries navigate through the best possible solutions for their requirements.

Life in Lockdown
Child and Adolescent Mental Health and Well-being in the Time of COVID-19
COVID-19 lockdowns have significantly disrupted the daily lives of children and adolescents, with increased time at home, online learning and limited physical social interaction. This report seeks to understand the immediate effects on their mental health. Covering more than 130,000 children and adolescents across 22 countries, the evidence shows increased stress, anxiety and depressive symptoms, as well as increased alcohol and substance use, and externalizing behavioural problems. Children and adolescents also reported positive coping strategies, resilience, social connectedness through digital media, more family time, and relief from academic stress. Factors such as demographics, relationships and pre-existing conditions are critical. To ensure children and adolescents are supported, the report recommends building the evidence on the longer-term impact of the pandemic on child and adolescent mental health in low- and middle-income countries, including vulnerable populations.
African Statistical Yearbook 2020
This annual publication, jointly produced by the African Development Bank, the African Union Commission, and the United Nations Economic Commission for Africa, is a result of the collaboration that exists among the three pan-African organizations in the field of statistics. This synergistic collaboration has two principal benefits: (1) it minimizes the risk of inconsistent information being produced by the three organizations, and (2) it reduces the reporting burden on Member States, who might otherwise be obliged to submit data separately to each institution. The yearbook brings together, in one volume, data on African countries for policy-makers, researchers and other users. This edition presents a time series showing how African countries performed on several economic and social indicators over the period 2011-2019.

Por primera vez, El Estado Mundial de la Infancia 2021 examina la salud mental de niños y adolescentes. En un contexto de creciente conciencia sobre los problemas de salud mental, ahora existe una oportunidad única para promover una buena salud mental para todos los niños, proteger a los niños vulnerables y cuidar a los niños que enfrentan los mayores desafíos. Hacer que eso suceda requerirá una inversión urgente en la salud mental de niños y adolescentes en todos los sectores, no solo en la salud, para respaldar intervenciones comprobadas. También necesitará que las sociedades rompan el silencio que rodea a la salud mental, abordando el estigma, promoviendo la comprensión y tomando en serio las experiencias de los niños y jóvenes.
A Gender Assessment of Myanmar and of the Inle Lake Area with a Focus on the Agriculture and Tourism Sectors
This report presents an analysis of the agriculture and tourism sectors in the Inle Lake area of Shan State in Myanmar from a gender perspective. It investigates how to improve women’s wellbeing through their participation in three selected agricultural value chains (tea, avocado and ginger) and in the tourism sector. The report provides policy recommendations for building linkages between the three agricultural value chains and the tourism sector to promote gender equality and women’s economic empowerment. The study is carried out within the framework of the Swiss Secretariat for Economic Affairs (SECO) – United Nations Cluster on Trade and Productive Capacity, Myanmar Project entitled “Enhancing horticulture supply and sustainable tourism to develop business linkages.”

This publication presents statistics and analysis on the status of women and men in the world, highlighting the current situation and changes over time. The report is the sixth in the series which has been published every five years, as called for in the Beijing Platform for Action adopted at the Fourth World Conference on Women in 1995. This edition emphasizes that progress towards the goal of gender equality has been made in the last two decades in most areas of concern, although uneven and at low pace. Through a life cycle approach, the publication reveals the challenges and opportunities faced by women during their different stages of life and based on where they reside. The different trajectories of women and men are highlighted in the statistical findings of the analysis undertaken in eight chapters of the report, each representing a broad area of concern: population and families, health, education, work, power and decision-making, violence against women, environment and poverty.

Across the world, but notably in Africa, instability and conflict continue to generate and exacerbate poverty and institutional fragility, which in turn decrease resilience and the prospects for peace. Conflict has many different causes, drivers, and triggers. This publication examines the challenges of conflict prevention and sustaining peace in Africa from a perspective that is often overlooked, namely, the role of weak or failed public service planning and delivery as a source of instability and potential driver or trigger of conflict. In the report, this challenge is explored through four main fault lines in public service delivery observed in Africa, but which are not unique to the continent, namely, inequality in access to services; planning processes, and service delivery that do not promote the inclusion of all segments of the population; corruption in service delivery; and the delivery of services in areas where there are challenges to governance. This Publication is prepared pursuant to General Assembly resolution 74/302 of 3 September 2020, in which the Assembly requested the Secretary-General to continue to monitor and report to the Assembly on an annual basis on persistent and emerging challenges to the promotion of durable peace and sustainable development in Africa.

The report is prepared in response to General Assembly resolution A/74/301 requesting the Secretary-General to submit on an annual basis a comprehensive and action-oriented report on the implementation of the resolution, based on the provision of inputs from Governments, organizations of the United Nations system, and other stakeholders in the New Partnership for Africa’s Development. The present report, which was prepared by the Office of the Special Adviser on Africa (OSAA), reviews progress in the implementation of four key NEPAD’s priorities that are fundamental to the realization of the 2030 Agenda for sustainable development and the Africa Union Agenda 2063. These are regional integration; infrastructure development; industrialization; and health in the context of the COVID-19 pandemic. In implementing its mandate, OSAA engages with a broad range of stakeholders, including Member States, the African Union Commission, African Union Development Agency (AUDA NEPAD), African Peer Review Mechanism (APRM), Organisation for Economic Co-operation and Development (OECD), civil society organizations, the private sector, academia, as well as women and youth groups.

The main objective of this study is to shed light on the critical situation in Gaza and estimate the costs of the Israeli blockade and military operations to the Palestinian people in the Gaza Strip; with a particular focus on the socioeconomic conditions at the household level. The first part of the study uses two counterfactual growth paths for Gaza, to give some indication on the range of the unrealized potential economic growth that could have been realized had Gaza blockade and military operations had not occurred during the period 2007-2018. The second part of the study applies quantitative methods to estimate poverty headcount and poverty gap. this allows for an assessment of the impact of the blockade and military operations on the welfare of households in Gaza. The study also contains a set of recommendations for the occupying power, Palestinian policy makers, the international community and development agencies on the need to end the blockade on Gaza and mitigate its heavy impact.

This publication is for facilitators of training courses on the Convention on the Rights of Persons with Disabilities and its Optional Protocol who are already familiar with the international human rights system. The Convention challenges customs and behaviour based on stereotypes, prejudices, harmful practices and stigma relating to persons with disabilities, and promotes their full participation in all spheres of life. It is already applicable in 137 countries around the world. The Training Guide’s methodology is interactive and promotes a participatory approach. Its modules can be used to develop tailored training courses to meet the needs of specific audiences (government officials, health professionals, civil society, employers’ organizations, etc.). It is also helpful as a general information resource on the Convention and its Optional Protocol.
International Migration 2020: Highlights
The report presents key facts and messages regarding international migration globally and by region during 2000-2020, based on the 2020 revision of the international migrant stock data set, which provides updated estimates of numbers of persons living outside their country of birth, classified by age, sex and origin, for 232 countries and areas. The report also reviews policies and programmes to promote planned and well-managed migration and provides an overview of SDG indicator 10.7.2 on the number of countries with migration policies to facilitate orderly, safe, regular and responsible migration and mobility of people, used for measuring progress toward the achievement of SDG target 10.7.

The Report analyzes interdependent threats and downturns that undermine the safety and development prospects of individuals and states alike, and indicates policy orientations that Arab governments, civil society, citizens and international actors could adopt in response.
Understanding the Relationship Between Child Marriage and Female Genital Mutilation
A Statistical Overview of Their Co-occurrence and Their Risk Factors
The harmful practices of child marriage and Female Genital Mutilation (FGM) threaten the well-being of millions of girls around the world. In many countries where both practices are common, girls most at risk tend to share certain characteristics, including a low level of education, a rural residence, and a poorer household. Yet distinct drivers are also found, and in many communities where one practice is common, the other is not. This publication thus seeks to identify the extent to which child marriage and FGM co-exist. It presents an overview for all countries in which both practices have been documented, followed by an in-depth analysis for nine countries (Burkina Faso, Chad, Ethiopia, Guinea, Kenya, Mali, Senegal, Sierra Leone and Yemen). The intersection of these two practices – that is, the share of women who underwent FGM and were married in childhood – is reviewed over time to determine whether the likelihood of experiencing both has changed across generations. Characteristics that most frequently distinguish girls who experience one practice from those who experience both are also identified here.

Covid-19 A Threat to Progress Against Child Marriage
Over the next decade, up to 10 million more girls will be at risk of becoming child brides as a result of the Covid-19 pandemic. As the pandemic profoundly affects the everyday lives of girls – including their physical and mental health, their education, and the economic circumstances of their families and communities – these changes put girls at higher risk of becoming child brides. The actual number of girls who have been married since the beginning of the crisis is unknown, as most marriages are not registered and many girls live with a partner in an informal union. Still, pre-COVID data can be used to predict the impact of the crisis on child marriage in the near future, examining existing patterns and demographics of child marriage as well as historical information on the effects of educational disruption, economic shocks and programme efficacy on this harmful practice. In bringing such estimates into focus, this publication demonstrates that urgent action is needed for a COVID-19 response strategy that extends beyond health and prioritizes a broader set of rights for children.

Why Addressing Women’s Income and Time Poverty Matters for Sustainable Development
This publication focuses on the ways in which the nexus of time and income poverty shapes or constraints the lives of women. It argues that addressing this double bind is critical to achieving sustainable development, particularly in low-income contexts, and presents an integrated policy agenda for doing so. The report finds large gender gaps in extreme poverty rates, especially between the ages of 25 and 34, coinciding with the phase of life oriented around family formation and child-rearing. During this phase, women and their households face increased expenses associated with having children, while also experiencing constraints on the time they have available for engaging in paid work. To address this double bind, public action must be geared towards supporting women at critical stages of their life course in an integrated manner through a combination of gender-responsive social protection and labour market interventions, as well as investments in time-saving public services (e.g. childcare, transport) and basic infrastructure.

The Asia-Pacific Countries with Special Needs Development Report is a recurrent ESCAP annual publication that discusses issues of interest for Asia-Pacific least developed countries (LDCs), landlocked developing countries (LLDCs) and small island developing States (SIDS), collectively referred to as countries with special needs (CSN). The 2021 edition of the report, with its theme of "Strengthening the Resilience of Least Developed Countries in the Wake of the Coronavirus Pandemic", summarizes the progress made by Asia-Pacific least developed countries in implementing the Programme of Action for Least Developed Countries for the Decade 2010-2020. It also examines the economic and social impacts of the ongoing COVID-19 pandemic on these countries and offers some perspectives on how Asia-Pacific least developed countries can strengthen their resilience towards the LDC graduation and the Sustainable Development Goals.
Harnessing Rapid Technological Change for Inclusive and Sustainable Development
This publication examines how to make frontier technologies work for all. Presenting possible inequalities that rapid technological change could exacerbate, it explores ways to steer this change towards improved inclusiveness with regard to income, gender, age, special needs or other specific challenges. Inequalities considered here are linked primarily to a set of digital frontier technologies that includes artificial intelligence, big data, and robotics, rather than to all frontier technologies. The study focuses on the development of appropriate business models that promote inclusive innovation through scaling up digital frontier technologies for inclusive and sustainable development.
Rethinking MSME Finance in Asia and the Pacific
A Post-Crisis Policy Agenda
MSMEs are an important engine of economic growth and development due to their large share in total employment and their participation in production value chains and trade. However, they are often disadvantaged due to their small operational size and lack of financial resources, skills/knowledge, and outreach. These disadvantages are associated with: poor access to markets; low bargaining power with customers and suppliers leading to low product prices, high costs and lower profits; weak organizational capacities and low-skilled human resources; inadequate institutional support and networking; and difficulty accessing finance. With regard to the last point, governments and related agencies have devised mechanisms in recent decades to facilitate improved flows of finance to MSMEs, but many challenges remain. As this publication addresses, MSMEs are particularly vulnerable to the socio-economic crisis caused by the COVID-19 pandemic, as well as the policy responses enacted, and they require supportive policy measures from state agencies to cope. Indeed, the virus has helped expose those vulnerabilities, as MSMEs typically lack the additional resilience that comes from operating at scale, nor do they have diversified business models that make it easier to pivot. Yet the virus itself did not actually cause the unprecedented economic downturn; rather, governments strategically shut down their economies in order to battle the virus more effectively, rightly placing public health above economic well-being. The resulting economic crisis has thus been deliberately induced by policy-makers – a somewhat new phenomenon.

Towards Post-COVID-19 Resilient Economies
Asia-Pacific’s recovery from its weakest economic performance in recent history remains fragile and can be “K-shaped” due to the likely unevenness of the COVID-19 vaccine roll-out, policy space and structural weaknesses across the region. Asia-Pacific is no stranger to crises that leave behind a severe social and economic impact. But a better understanding of the complex risk landscape and a comprehensive approach to building resilience have become imperative in the wake of the COVID-19 crisis. Building resilience into policy frameworks and institutions requires aligning fiscal and monetary policies and structural reforms with the 2030 Agenda for Sustainable Development. The Economic and Social Survey of Asia and the Pacific 2021 proposes an illustrative ‘build forward better’ policy package for resilient post-COVID-19 economies. It aims to ensure universal access to healthcare and social protection, close the digital divide, and strengthen climate and clean energy actions. Estimated to reduce the number of poor in the region by almost 180 million people and cut carbon emissions by about 30 percent in the long run, the proposed policy actions would likely add minimal fiscal burden for most, with the exception of some less developed Asia-Pacific countries. Policy options to meet immediate and medium-term financing needs for building resilience are also examined herein — including debt service suspensions, debt swaps for development, sovereign bond financing, public debt management, emergency financing mechanisms, and sustainable investing by public institutional investors.

It considers specific policy examples from across the world which have impetus for measurement of these concepts. It also provides different approaches and examples of a range of different measurement frameworks to social exclusion, social inclusion, multiple deprivations or multiple inequalities, and well-being.

Investing in Sustainable Recovery
This report examines how foreign direct investment (FDI) can support sustainable post-pandemic recovery, drawing lessons from the impact of past global crises on FDI and the response of multinational enterprises and international investors that are still relevant today. It further identifies priority areas for investment in sustainable recovery, focusing on boosting growth and development and on increasing economic, social and supply chain resilience. Finally, it discusses the potential impact of rescue and recovery packages that are being adopted around the world on global investment trends, and especially on international project finance in infrastructure, renewables and digital development.
Guidance on the Use of Longitudinal Data for Migration Statistics
As international migration grows, it is becoming increasingly important for the public and policymakers to understand migratory flows and the impact of migration on individuals, families, societies and economies. A longitudinal approach is particularly useful for such understanding, collecting information from the same individuals or households over time to reveal the geographic and socio-economic outcomes of the migration experience. To that end, this publication provides an overview of longitudinal data sources for migration statistics and their dissemination, alongside guidance on how to develop the relevant data set for these statistics using integrated data. Though this approach is complex and challenging, the Guidance also illustrates how apparent limitations can be addressed.

El objetivo de los exámenes de políticas de ciencia, tecnología e innovación elaborados por la Conferencia de Naciones Unidas para el Comercio y el Desarrollo (UNCTAD) es contribuir al desarrollo de las capacidades nacionales en este ámbito, a fin de que los planes y programas nacionales de ciencia, tecnología e innovación (CTI) apoyen eficazmente la puesta en práctica de estrategias de desarrollo inclusivo y sostenible mediante la promoción del crecimiento y la diversificación productiva y la competitividad así como el abordaje de los problemas sociales y medioambientales prioritarios. De esta forma, las actuaciones en CTI promoverán una estrategia que contribuya no sólo al crecimiento económico y diversificación productiva, sino que también al desarrollo sostenible e inclusivo. En lo que respecta a Repùblica Dominicana, este examen muestra que tiene un sistema de ciencia, tecnología e innovación (CTI) incipiente. No hay datos sobre muchas variables importantes para medir el desempeño del país, pero todo indica que la inversión en investigación y desarrollo, la producción científica y la innovación empresarial están consistentemente por debajo de la de otros países de su entorno y su mismo nivel de desarrollo. Desde el año 2011, en el que UNCTAD hizo un examen similar, el principal progreso ha venido de la mano del Fondo Nacional de Innovación y Desarrollo Científico y Tecnológico (FONDOCYT), gestionado por el Ministerio de Educación Superior, Ciencia y Tecnología (MESCYT). FONDOCYT ha asignado, a lo largo de los últimos diez años 2.755 millones de pesos (54 millones de dólares) para 400 proyectos ejecutados en universidades y centros de investigación. Junto con la Carrera Nacional de Investigadores, el FONDOCYT ha podido generar cierta capacidad investigadora, especialmente en ciencias básicas y de la salud y ha propiciado el inicio de un cambio de visión en las universidades, que hasta hace muy poco daban la espalda a la investigación. Entre 2008 y 2018 estuvo en vigor el Plan Estratégico de Ciencia, Tecnología e Innovación (PECYT+I), que incluía metas muy ambiciosas. En la práctica, excepto en la actividad de FONDOCYT ya mencionada, el plan se quedó prácticamente sin ejecutar, ante la falta de un sistema con instituciones bien articuladas y de un compromiso de recursos significativo. Las limitaciones en las capacidades en CTI ya se habían detectado en el anterior Examen de Políticas de CTI, que se realizó durante el año 2011 (UNCTAD, 2012). Este examen permite la revisión al informe del 2011, y la identificación de nuevas oportunidades para mejorar el sistema de Ciencia y Tecnología para Republica Dominicana.

Part of the Professional Training Series (No. 23), this Guide aims to assist States parties by facilitating an understanding of the rights enshrined in the International Covenant on Civil and Political Rights and the corresponding obligations of the States. It is based on the provisions of the Covenant and the Committee’s general comments, jurisprudence on individual communications and concluding observations on State party reports, as well as reporting guidelines, rules of procedure, working methods and other documents. The Guide provides practical tools to enhance reporting skills with respect to the Covenant and the capacity to implement the Committee’s recommendations. It further serves as an analytical information and training tool for trainers to design and deliver courses on reporting to the Committee.
Les droits des femmes sont des droits de l’homme
Atteindre l'égalité entre les femmes et les hommes et éliminer toutes les formes de discrimination à l'égard des femmes sont des droits humains fondamentaux et des valeurs des Nations Unies. Partout dans le monde, les femmes subissent néanmoins régulièrement des violations de leurs droits humains tout au long de leur vie, et la réalisation des droits humains des femmes n'a pas toujours été une priorité. La réalisation de l'égalité entre les femmes et les hommes nécessite une compréhension globale des manières dont les femmes subissent la discrimination et se voient refuser l'égalité afin de développer des stratégies appropriées pour éliminer une telle discrimination. Cette publication fournit une introduction aux droits humains des femmes, en commençant par les principales dispositions du droit international des droits humains et en expliquant des concepts particulièrement pertinents pour comprendre pleinement les droits humains des femmes.
