The State of Food and Agriculture 1951
Review and Outlook
This report, which not only reviews the past but also appraises the outlook for the immediate future, is as complete as can be done in the difficult circumstances of 1951. Neither crop forecasts nor economic forecasts can ever be completely right, but the appraisals here, based upon all the information available, present the best considered view of the prospects possible to make in mid-August 1951. This report is not as complete as previous ones, however, it covers the general facts of the agricultural situation and outlook sufficiently well to be of service to member nations and the general public.
The State of Food and Agriculture 1952
Review and Outlook
This report presents the usual review of the recent world food and agriculture situation with statistical material available to FAO staff not later than 30 July 1952.
The State of Food and Agriculture 1954
Review and Outlook
The present report reviews the more recent developments in the world food and agricultural situation and also the immediate outlook. In 1953/54 world production continued to expand. Surpluses, especially of wheat, became more burdensome in some areas, and in these areas farm prices and farm incomes tended to decline. In other parts of the world, however, supplies Were not excessive and efforts to expand production were continued and in some cases intensified. The outlook- for 1954/55 suggests no essential change in this situation, which is summarized in Chapter I of the report and reviewed more fully on a world basis in Chapter II.

Review of a Decade and Outlook
The year 1955 marks the tenth anniversary of the foundation of FAO. It marks also the end of the first decade of agricultural recovery and expansion after the second world war. Unlike its predecessors, this issue does not deal mainly with the current situation and short-term outlook, but instead reviews the progress and experiences of the whole decade. The treatment of this theme has been analytic rather than purely descriptive. An attempt has been made to bring out the underlying causes of the main postwar developments, and to make some appraisal of the results achieved.

Overview of Green Business
Enabling Policies and Private Sector Examples
The conventional “grow first, clean up later” approaches to economic growth are increasingly placing the futures of regional economies and societies at risk. The forward-thinking policymaker is tasked to promote development based on eco-efficient economic growth and at the same time, record more inclusive gains in human welfare and socio-economic progress. In order to assist policymakers in responding to such challenges, ESCAP’s “Greening of economic growth” series provides quick access to easy-to-read guidance to specific policy tools.

The State of Food and Agriculture 2014
Innovation in Family Farming
More than 500 million family farms manage the majority of the world’s agricultural land and produce most of the world’s food. We need family farms to ensure global food security, to care for and protect the natural environment and to end poverty, undernourishment and malnutrition. But these goals can be thoroughly achieved if public policies support family farms to become more productive and sustainable. This edition of the The State of Food and Agriculture analyses family farms and the role of innovation in ensuring global food security, poverty reduction and environmental sustainability. It argues that family farms must be supported to innovate in ways that promote sustainable intensification of production and improvements in rural livelihoods. Innovation is a process through which farmers improve their production and farm management practices.

Best Practice Policy Guidance for Liquefied Natural Gas (LNG)
Small Scale LNG - Truck Loading
Natural gas, including liquefied natural gas (LNG), has clear environmental benefits over other, more carbon-intensive fossil fuels. Substituting other fossil fuels by natural gas can substantially reduce emissions of carbon dioxide and of other pollutants (particulate matter, and oxides of nitrogen and sulfur) and contribute to the decarbonisation policy objectives. Regasification terminals can play a key role in ensuring security of supply, diversification of supply, as well as enabling the integration of renewable energy. This publication looks into a case study in truck loading.
The State of Food and Agriculture 2015
Social Protection and Agriculture - Breaking the Cycle of Rural Poverty
The Millennium Development Goals (MDGs) on reducing poverty have been met by many countries, yet many others lag behind and the post-2015 challenge will be the full eradication of poverty and hunger. Many developing countries increasingly recognize that social protection measures are needed to relieve the immediate deprivation of people living in poverty and to prevent others from falling into poverty when a crisis strikes. This edition of The State of Food and Agriculture 2015 makes the case that social protection measures will help break the cycle of rural poverty and vulnerability, when combined with broader agricultural and rural development measures.

Review of Sustainable Transport Connectivity in Asia and the Pacific 2019
Sustainable Freight Transport
Within the transport sector in Asia and the Pacific freight and logistics account for a significant portion of total energy use – in many countries upward of 40% – and a correspondingly large share of CO2 emissions. Furthermore, on account of economic development and population growth, the region is expected to face substantial increases in trade shares and, thus, freight volumes. Accordingly, some estimates suggest that in Asia, ton-kilometres from surface freight will increase by 261% from 2015 to 2050 accounting for over two-thirds of all surface freight globally. Against this background, the Review provides a data-supported overview and insight for policy makers towards accomplishing seamless intermodal freight transport connectivity across key economic, social and environmental dimensions.

Disaster Risk Reduction at Farm Level
Multiple Benefits, No Regrets - Results From Cost–benefit Analyses Conducted in a Multi-country Study, 2016–2018
This report presents the findings of a multi-year FAO study undertaken on over 900 farms in ten different countries that measured, using field data, benefits gained through the use of innovative farming practices designed to boost the resilience of farmers facing natural disasters. It makes the case that disaster risk reduction (DDR) measures in agriculture hold vast potential for improving damage prevention and impact mitigation at the local level, with immediate and palpable benefits to the lives of billions of people. Moreover, the study distinguishes between benefits of DRR practices in hazardous versus non-hazardous situations. This allows for the identification of “no-regret” options, where implementation makes good economic sense even when natural hazards are not at play. Considering the high uncertainty of future climate change and the occurrence of natural hazards, there is a compelling case for identifying no-regret options for disaster risk reduction on farms. The study ultimately contributes to the internationally agreed priority of enhancing the resilience of the planet’s most vulnerable communities to natural hazard-related disasters, and specifically to Priority 3 of the Sendai Framework. It creates a sound evidence base for stepping up investment in disaster risk reduction in the agriculture sector, as opposed to exclusively investing in disaster response, highlighting the critical importance of local action for achieving the 2030 Sustainable Development Agenda.
Recommendation No. 43 - Sustainable Procurement
Minimal Common Sustainability Criteria for Sustainable Procurement Processes to Select Micro, Small and Medium Sized Enterprise Suppliers
Procurement usually prioritizes cost aspects; however, it is becoming increasingly important to consider an appropriate balance between financial, environmental and social considerations. This recommendation proposes an approach to both sustainable public-sector procurement as well as sustainable private-sector procurement. It provides key references in this area and offers a sample code of conduct in annex. The purpose of this document is to identify a minimal, common set of policies, standards and good practices that will allow buying corporations to comply with sustainability principles without burdening their MSME suppliers with additional administrative tasks that would go against the good principles of trade facilitation. From a methodological point of view, the concept of sustainability is conceived here according to an integrated perspective—encompassing environmental, social and economic impacts in order to avoid the limiting processes of “Greening the Economy”.
Indicators for a Resource Efficient and Green Asia and the Pacific
Measuring Progress of Sustainable Consumption and Production, Green Economy and Resource Efficiency Policies in the Asia-Pacific Region
This report paints a clear picture of the path taken by the countries in the region over the past 40 years in their resource use. Today, the region dominates global resource use, comprising more than 50 per cent and consumption is rapidly rising as economies grow, infrastructure is built and the middle class expands. But even accounting for economic growth, resource efficiency in the region lags far behind the rest of the world, and varies dramatically between countries. As an illustration, developing countries in the region use an average of 5kg of resources for every dollar they produce, ten times that used by industrialized countries. This begs the question of where we should seek the fastest and best improvements in efficiency and where the Asia Pacific region can find the “low-hanging fruit” to achieve resource efficiency in this high-tech age.
The State of World Fisheries and Aquaculture 2018
Meeting the Sustainable Development Goals
The 2018 edition of The State of World Fisheries and Aquaculture emphasizes the sector’s role in achieving the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, and measurement of progress towards these goals. It notes the particular contributions of inland and small-scale fisheries, and highlights the importance of rights-based governance for equitable and inclusive development. As in past editions, the publication begins with a global analysis of trends in fisheries and aquaculture production, stocks, processing and use, trade and consumption, based on the latest official statistics, along with a review of the status of the world’s fishing fleets and human engagement and governance in the sector. Topics explored in Parts 2 to 4 include aquatic biodiversity; the ecosystem approach to fisheries and to aquaculture; climate change impacts and responses; the sector’s contribution to food security and human nutrition; and issues related to international trade, consumer protection and sustainable value chains. Global developments in combating illegal, unreported and unregulated fishing, selected ocean pollution concerns and FAO’s efforts to improve capture fishery data are also discussed. The issue concludes with the outlook for the sector, including projections to 2030. As always, The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience, including policy-makers, managers, scientists, stakeholders and indeed all those interested in the fisheries and aquaculture sector.

The State of Food and Agriculture 2018
Migration, Agriculture and Rural Development
Migration is an expanding global reality, one that allows millions of people to seek new opportunities. But it also involves challenges for migrants and for societies, both in areas of origin and of destination. This report analyses migratory flows – internal and international – and how they are linked to processes of economic development, demographic change, and natural-resource pressure. The focus is on rural migration, the many forms it takes and the important role it plays in both developing and developed countries. The report investigates the drivers and impacts of rural migration and highlights how related policy priorities depend on country contexts that are in continuous evolution. These priorities will be different for countries in protracted crises, countries where rural youth employment is a challenge, countries in economic and demographic transition, and developed countries in need of migrant workers, not least to support agriculture and rural economies.

Watershed Management in Action
Lessons Learned from FAO Field Projects
This study reviewed the achievements, and also the shortcomings, of 12 watershed management projects technically supported by FAO over the past decade, with a view to learning from experience. Unlike sectoral development approaches, watershed management involves examining the interactions among various natural processes and land uses and managing land, water and the wider ecosystem of the watershed in an integrated way. Watershed management is best carried out as a stepwise multistakeholder process. The review identified a sequence of steps that watershed management projects or programmes should ideally follow. The approach has demonstrated its effectiveness for responding to global challenges of water supply, land restoration, climate change adaptation, disaster risk management and fighting hunger. To meet these challenges, the next generation of watershed management projects and programmes must be implemented over longer time frames, and they require sustained and coordinated investment from the public and private sectors. The review identified the following areas for moving forward: institutional strengthening for improved watershed governance; watershed monitoring; capitalizing on increased data availability; knowledge sharing and learning; and strategic partnerships for joint action on the ground.

This edition of The State of Food and Agriculture is published at a crucial point in time. The world is going through a financial turbulence that has led to a serious economic setback. But this must not mask the global food crisis that has shaken the international agricultural economy and proven the fragility of the global agricultural system. This report discusses the most critical challenges and opportunities facing the sector. It highlights systemic risks and failures resulting from a process of growth and transformation that has outpaced the capacity and willingness of governments and societies to control and regulate. It tries to identify issues that require solutions at various levels to allow livestock sector to meet society’s expectations in the future in terms of provision of both private and public goods. The issue of governance is central. Identifying and defining the appropriate role of government, in its broadest sense, is the cornerstone on which future development of the livestock sector must build.

The State of Food and Agriculture 2012
Investing in Agriculture for a Better Future
This edition of The State of Food and Agriculture shows that farmers are the largest investors in developing country agriculture and argues, therefore, that farmers and their investment decisions must be central to any strategy aimed at improving agricultural investment. The report also presents evidence showing how public resources can be used more effectively to catalyse private investment, especially by farmers themselves, and to channel public and private resources towards more socially beneficial outcomes. The focus of this report is on the accumulation of capital by farmers in agriculture and the investments made by governments to facilitate this accumulation.

Trade and Environment Review 2009/2010
Promoting Poles of Clean Growth to Foster the Transition to a More Sustainable Economy
While several rapidly industrializing developing countries have not seen a major slump in their growth by the recent economic and financial crises, UNCTAD’s Trade and Environment Review 2009/2010 (TER 09/10) focuses on the 140 plus low-income and least developed countries, which have not caused the economic, financial, climate and food crises, but have to bear the full brunt of these crises. The stress of the global financial crisis — as well as concerns about climate change and food prices — should be used by developing countries to shift towards clean growth. Because so little has been done in such nations huge gains can be realized in improving energy efficiency, enhancing sustainable agricultural methods, and stimulating the use of rural, off-grid renewable energy. But to make this progress happen, governments must eliminate market barriers and policies that prevent the flow of capital into these promising sectors.

This guidance outlines an approach to integrating food sustainability into your business, with practical steps, checklists and tips reinforced by case studies that provide valuable learning from those already embarked on responsible food purchasing. The resources listed at the end of the document will enable you to explore the wider sustainability agenda further, as responsible food purchasing remains a rapidly evolving field.
Waste Crime - Waste Risks
Gaps in Meeting the Global Waste Challenge
Waste covers a very wide spectrum of discarded materials ranging from municipal, electrical and electronic, industrial and agricultural, to new types including counterfeit pesticides. It also includes anything in size and scale from decommissioned ships, oil or liquid wastes, hundreds of millions of mobile phones to billions of used car tires. With rising global population, urbanisation and consumption, the amount of waste continues to increase. Additionally, illegal transboundary movements of hazardous wastes and other wastes from developed countries to developing countries have become an increasing global concern. This publication provides insight into the possible scale and features of the main drivers, along with case studies. It is not an exhaustive or fully comprehensive overview, but it intends to identify major areas of policy deficits and challenges that require further investigation, policy action and intervention for prevention and damage control, as well as to identify opportunities.

The State of the World’s Forests 2018
Forest Pathways to Sustainable Development
Nearly three years ago, world leaders agreed to the United Nations 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs) – the central framework for guiding development policies throughout the world. This edition of The State of the World’s Forests is aimed at enhancing our understanding of how forests and their sustainable management contribute to achieving several of the SDGs. Time is running out for the world’s forests: we need to work across sectors, bring stakeholders together, and take urgent action. The State of the World’s Forests 2018 identifies actions that can be taken to increase the contributions of forests and trees that are necessary to accelerate progress towards the SDGs. It is now critical that steps be taken to work more effectively with the private sector, and the informal forest sector must be transformed in order to bring broader economic, social and environmental benefits. Seventy years ago, when FAO completed its first assessment of the world’s forest resources, the major concern was whether there would be enough timber to supply global demand; now we recognize the greater global relevance of our forests and trees. For the first time, The State of the World’s Forests 2018 provides an assessment of the contribution of forests and trees to our landscapes and livelihoods. The purpose of this publication is to provide a much wider audience with an understanding of why forests and trees matter for people, the planet and posterity.

The State of the World’s Forests 2016
Forests and Agriculture - Land-use Challenges and Opportunities
Forests and trees support sustainable agriculture. They stabilize soils and climate, regulate water flows, give shade and shelter, and provide a habitat for pollinators and the natural predators of agricultural pests. They also contribute to the food security of hundreds of millions of people, for whom they are important sources of food, energy and income. Yet, agriculture remains the major driver of deforestation globally, and agricultural, forestry and land policies are often at odds. State of the World’s Forests (SOFO) 2016 shows that it is possible to increase agricultural productivity and food security while halting or even reversing deforestation, highlighting the successful efforts of Costa Rica, Chile, the Gambia, Georgia, Ghana, Tunisia and Viet Nam. Integrated land-use planning is the key to balancing land uses, underpinned by the right policy instruments to promote both sustainable forests and agriculture.

The State of Food and Agriculture 2006
Food Aid for Food Security?
The State of Food and Agriculture 2006 examines the issues and controversies surrounding international food aid and seeks to find ways to preserve its essential humanitarian role while minimizing the possibility of harmful secondary impacts. Food aid has rightly been credited with saving millions of lives; indeed, it is often the only thing standing between vulnerable people and death. Yet food aid is sharply criticized as a donor-driven response that creates dependency on the part of recipients and undermines local agricultural producers and traders upon whom sustainable food security depends. Reforms to the international food aid system are necessary but they should be undertaken carefully because lives are at risk.

The State of Food and Agriculture 2013
Food Systems for Better Nutrition
Malnutrition in all its forms -- undernutrition, micronutrient deficiencies, and overweight and obesity -- imposes unacceptably high economic and social costs on countries at all income levels. This edition of The State of Food and Agriculture argues that improving nutrition and reducing these costs must begin with food and agriculture. The traditional role of agriculture in producing food and generating income is fundamental, but agriculture and the entire food system -- from inputs and production, through processing, storage, transport and retailing, to consumption -- can contribute much more to the eradication of malnutrition.
Trade and Environment Review 2016
Fish Trade
The Trade and Environment Review 2016 addresses the matter of harmful incentives, primarily in terms of Illegal, Unreported and Unregulated (IUU) fishing and fisheries subsidies, as an important part of the toolkit to restore fish populations, foster sustainable fisheries and deliver substantial economic and social gains. The Review proposes developing an overarching traceability system of traded fish from vessel to final consumer, as key to arresting and eliminating IUU fishing, but notes the requirement for major upgrading of institutional and technical implementation capacities, which may be difficult for some countries with fewer financial resources. On subsidies, there should be full transparency and disclosure of all fisheries subsidies, which should be classified in order to identify and distinguish those that are harmful or not. Efforts to discipline capacity-enhancing subsidies should be exerted at the national, regional and global levels of governance and, given previous intransience on this issue, a group of countries in partnership with organizations such as the WTO, UNCTAD and the FAO could stimulate collective actions with bottom-up voluntary commitments to subsidy reform.

Annual Report of the Economic and Social Commission for Asia and the Pacific 2020
Natural Resource Nexuses in the ECE Region
This publication reviews the situation, trends, challenges and main interactions for the five natural resources of the Nexus – water, energy, food, land and materials – from the perspective of the United Nations Economic Commission for Europe (ECE) Region. Increasing demand, changing climates and technologies, growing populations and social inequalities, urbanization, globalization and other megatrends are putting pressure on natural resources in the ECE region and elsewhere. There are many complex policy issues and difficult choices to be made, necessitating a comprehensive nexus approach that can address the interactions and trade-offs involved. This is recognized at the international level where, amongst other things, the integrative character of the 2030 Agenda for Sustainable Development calls for an assessment of the linkages and complementarities but also of the possible conflicts that exist between different Sustainable Development Goals (SDGs) and targets. The Natural Resource Nexus emphasizes the need to view water, energy, food, land, and materials as complex and inter-related entities rather than as separate ones. This approach ensures more integrated and sustainable perspectives of natural resource management and use, beyond the traditional sectoral silos, that can be applied at all scales. It further provides an opportunity to identify and prioritize cross-sectoral and integrative solutions. Statistics, transport and trade, three interlinkages which are very relevant to the Nexus, are also considered here.
