Introduction
The 2024 edition of the Annual Digest of Social Protection Reforms in the Arab Countries is the third of this series. The publication summarizes changes in social protection policy across the 22 Arab countries throughout 2024. This third edition is aimed at further promoting information- and experience-sharing, mutual learning, and collaboration as well as serving as a reference document for social protection policy announcements in the Arab region in 2024.
Demarcation of ESCWA poverty lines
The proposed ESCWA poverty lines, based on a constant-elasticity relationship with mean income, satisfy the axiom of strong poverty-relativity and are consistent with Anthony Atkinson’s recommendations and with Ernst Engel’s law in that the cost of the basket of basic needs they represent increases at a declining rate with countries’ income level.
Compounding hardships: how climate hazards and poverty overlap
Poor people disproportionately experience climate hazards, a reality that threatens to derail efforts to eliminate poverty.
Outlook to 2030 and cost of poverty reduction
Chapters 1–3 dealt with existing long-term trends in poverty and vulnerability in the1995–2024 period, and examined the influence of growth and income distribution on these trends.
