Preface
The fourth Environmental Performance Review (EPR) of Montenegro takes stock of progress made in environmental governance and management since 2013 and provides recommendations for further implementation. Additionally, the review examines developments related to Montenegro’s attainment of relevant targets under the 2030 Agenda for Sustainable Development.
Abstract
Recommendation M suggests to governments to explore the possibility, wherever feasible and where the national legal framework permits, to involve their market surveillance authorities in the fight against counterfeit goods – in a complementary way to existing national legal mechanisms.
States set the stage for rapid change
The environment for business shapes corporate performance on gender equality. Stateled mechanisms have influential roles, including legal and regulatory frameworks, policy and fiscal incentives, trade systems, and formal and informal channels for private sector engagement.
Conclusion
Developing countries, particularly least developed countries, are progressing in various ways in building inclusive and resilient digital ecosystems, with the support of UNCTAD and other development partners.
Implementation of recommendation M.1
Most countries have an intellectual property office (IPO) or equivalent. An IPO is responsible for tasks related to IPR, following international and regional regulations in the field of legal protection of IP, supervision of collective management organizations for copyright and related rights and raising public awareness. Identification of counterfeit goods in international trade is often dealt with by customs authorities.
Abstrait
Implementation of recommendation M.3
When carrying out their regular activities to check compliance, market surveillance agencies may detect counterfeit goods. This recommendation suggests going a step further and to actively test not only for compliance against regulations, but also to identify potential counterfeit goods. Information essential for the identification of products with a serious risk, which represent basic information for market surveillance, are at the same time important indicators of whether the product is original or has indications of suspicion that it is a counterfeit good.

Note
Within the Division on Technology and Logistics of UNCTAD, the E-commerce and Digital Economy Branch carries out policy-oriented analytical work on the development implications of information and communications technology (ICT), e-commerce and the digital economy.
Methodology
Implementation reviews apply a monitoring methodology to assess progress and gaps and document good practices, policy impacts and lessons learned in the implementation of the recommendations, actions and measures derived from a national or regional reference document, such as an assessment (eTrade Readiness Assessment (eT Ready) or eT Ready-based), or a key reference policy document (e.g. action plan, e-commerce strategy or policy).

Challenging isil/da’esh “Association” as the reason for Al-Hol detention
Historically, the arbitrary detention of individuals in Al-Hol has been justified by their alleged “association”63 with ISIL/Da’esh.
