Guidelines for the Formalization of Informal Constructions
This publication is a brief practical and easy-to-read guide explaining how to structure a programme for the formalization of informal constructions. It shows how to do this in an affordable reliable inclusive and timely manner so that governments can meet the Sustainable development Goals (SDGs) by 2030 and implement the New Urban Agenda. The focus is on the formalization process itself but there are also descriptions of the preparatory work needed to analyze problem magnitude as well as how to find political acceptance identify post-formalization factors and identify the root problems that cause future informality. The causes of informal development include rapid urbanization lack of affordable housing poverty internal migration conflicts marginalization natural disasters cumbersome authorization processes serious weaknesses in the private sector and corruption. Sometimes society’s most vulnerable groups use it “move-up” from poverty sometimes people desiring better housing use extra-legal processes to avoid flaws in existing land-market legal systems. These factors often lead to more inspections bureaucracy penalties fees and sometimes even imprisonment. When the causes are systemic these measures are more likely to exacerbate than resolve the problem. This guide will assist in all aspects of the informal construction formalization process to the benefit of inhabitants governments and stake holders.
Guidelines on Evidence-based Policies and Decision-making for Sustainable Housing and Urban Development
The Guidelines are a practical reference document on approaches to evidence-based policy-making for policy-makers involved in development and implementation of policies on housing and urban development at all levels of governance. The Guidelines can be used at all stages of the policy making – from agenda setting and policy formulation to the implementation/review and evaluation. Application of these Guidelines is an important resource for the analysis of the approaches to review the progress towards achieving the Sustainable Development Goals (SDG) especially SDG 11.

Advantage or Paradox? The Challenge for Children and Young People of Growing Up Urban
This report by UNICEF reveals that not all children in cities benefit from the so-called ‘urban advantage’—the notion that higher incomes better infrastructure and proximity to services grant urban children advantages over rural children. In fact urban inequality and exclusion among children in cities can make many of the most disadvantaged children in urban areas worse off than children in rural areas. Hence the ‘urban paradox.’
Guidance on Land-Use Planning, the Siting of Hazardous Activities and Related Safety Aspects
The guidance aims to assist Parties in more effectively mitigating the effects of possible industrial accidents and the consequences on human health the environment and cultural heritage within countries and across borders. The general guidance (Part A) does this by sharing examples and pointing to good practices of countries’ efforts in the UNECE region to integrate industrial safety considerations into environmental assessment and land-use planning processes. It also highlights the important interlinkages synergies and complementarities between these and other instruments including the UNECE Convention on Access to Information Public Participation in Decision-Making and Access to Justice in Environmental Matters (Aarhus Convention) aiming to assist competent authorities and practitioners in applying the provisions. This is supplemented by the technical guidance (Part B) which focuses on the risk aspects.
Smart Sustainable Cities Profile: Voznesensk, Ukraine
The purpose of this study is to analyse the city of Voznesensk by using the Key Performance Indicators (KPIs) for Smart Sustainable Cities and support the municipality in setting priorities for action. The KPIs have been developed by the UNECE with the International Telecommunication Union (ITU) and 14 other UN bodies as well as other partners in the global United for Smart Sustainable Cities (U4SSC) initiative. In 2016 the Ukrainian Ministry of Regional Development Construction and Housing and Communal Services appointed Voznesensk as their pilot city for the United Smart Cities programme and requested the UNECE to prepare a Smart Sustainable Cities Profile. The UNECE together with the United Nations Development Programme and a team of international and local experts developed this Profile for Voznesensk based on a research mission and stakeholders’ consultation which took place in Kyiv and Voznesensk in December 2017. This summary provides an overview of the city’s situation the analysis of its economic environmental and socio-cultural indicators and policy recommendations.

Pour ce faire le document d’orientation général (Partie A) partage des exemples et en soulignant les bonnes pratiques des pays de la région de la CEE afin d’intégrer les considérations de sécurité industrielle dans leur processus d’évaluation environnementale et de planification de l’aménagement du territoire. Il souligne également les interconnexions synergies et complémentarités importantes entre ces instruments et d’autres notamment la Convention CEE sur l’accès à l’information la participation du public au processus décisionnel et l’accès à la justice en matière environnementale (Convention d’Aarhus) dans l’application des dispositions. Ceci est complété par des conseils techniques (partie B) qui mettent l’accent sur les aspects du risque.

Measuring Population and Housing in Eastern Europe, Caucasus and Central Asia
Review of Practices in the 2010 Round of Censuses
The population and housing census provides at regular intervals information on the number and characteristics of the population of a Country and on its housing stock. It is an essential source of information for small-area national regional and International planning and development. This publication reviews the practices followed by countries in Eastern Europe Caucasus and Central Asia in the population and housing censuses of the 2010 round (taken between 2009 and 2014). The aim is to compare the different approaches and practices adopted among these countries as well as with those in other countries in Europe and North America. and to assess the compliance with the "Conference of European Statisticians recommendations for the 2010 censuses of population and housing". The publication reports that in contrast to the diverging methodologies being adopted elsewhere throughout the UNECE region the censuses carried in Eastern Europe Caucasus and Central Asia have continued to follow the long-standing approach of entire field enumeration. The publication reviews in detail how the different countries collected information on the various population and housing census topics highlighting similarities and differences and providing useful information for users of census data and planners of future censuses.
