It has been developed to ensure the safety and security of staff, prisoners and the public in the efforts to prevent COVID-19 (coronavirus) from entering the prison and mitigate the impact in case of an outbreak. Addressing COVID-19 requires critical preparedness and a prepared response, particularly within places of detention (prisons). Prison staff play a crucial role in contributing to the effort of preventing the spread of the disease, promoting safer prison environments, and responding to outbreaks in a timely and effective manner. All efforts must be taken to keep COVID-19 out of the prisons. Preventative measures will most likely result in significant disruptions to ordinary prison routines and require the administration to make difficult decisions that may restrict or limit prison operations and activities. Responding to a COVID-19 outbreak once the virus has spread in the prison is a significant challenge – particularly in overcrowded conditions. The package provides communication tools with clear and concise information and visuals.

Plus MoinsThe Model Legislative Provisions and the Legislative Guide on Public-Private Partnerships were prepared by the United Nations Commission on International Trade Law (UNCITRAL) and adopted at its fifty-second session (Vienna, 8-19 July 2019). In addition to representatives of member States of the Commission, representatives of many other States and of several international organizations, both intergovernmental and non-governmental, participated actively in the preparatory work. The Model Legislative Provisions translate into legislative language the advice given in the recommendations contained in the Legislative Guide. The Model Legislative Provisions are intended to assist in the establishment of a legislative framework favourable to public-private partnerships (PPPs). The Model Legislative Provisions follow the corresponding notes in the Legislative Guide, which offer an analytical introduction with references to financial, regulatory, legal, policy and other issues raised in the subject area. The user is advised to read the Model Legislative Provisions together with the Legislative Guide, which provide background information to enhance understanding of the legislative recommendations. The Model Legislative Provisions deal with matters that it is important to address in legislation specifically concerned with PPPs. They do not deal with other areas of law that, as discussed in the Legislative Guide, also have an impact on PPPs. Moreover, the successful implementation of PPPs typically requires various measures beyond the establishment of an appropriate legislative framework, such as adequate administrative structures and practices, organizational capability, technical expertise, appropriate human and financial resources and economic stability.

Plus MoinsThe Principles for Effective Joint Bodies for Transboundary Water Cooperation, presented in this publication, distil valuable lessons from the experiences of joint bodies worldwide, Parties to the Water Convention and other States, as well as other stakeholders. These experiences were gathered through an extensive consultation process under the Water Convention. At its seventh session (Budapest, 17-19 November 2015) the Meeting of the Parties to the Water Convention formally adopted the principles and encouraged countries to use them. The principles seek to facilitate the establishment and work of joint bodies and ultimately to contribute to reaching a high level of cooperation between riparian States. The principles are highly relevant in the light of the opening of the Water Convention to all United Nations Member States and can assist countries in implementing one of its main obligations.

Smart Sustainable Cities Profile
Plus MoinsUNECE’s work on Smart Sustainable Cities forms a part of the initiative United for Smart Sustainable Cities (U4SSC). U4SSC is a global platform for smart cities stakeholders, which advocates for public policies to encourage the use of ICT to facilitate the transition to smart sustainable cities. A smart sustainable city is an innovative city that uses ICTs and other means to improve quality of life, efficiency of urban operation and services, and competitiveness, while ensuring that it meets the needs of present and future generations with respect to economic, social, environmental as well as cultural aspects. After an evaluation is completed, UNECE supports the implementation of recommendations of the evaluation. Plus MoinsSince the start of the war in Gaza, UN Women has documented the experiences of women and girls and their resulting humanitarian needs through a series of gender alerts. These alerts highlight how the conflict affects women and girls across various aspects of daily life, including access to food, water, sanitation, hygiene (WASH), shelter, and education. These reports emphasize the responsibilities and priorities of different groups, as well as the influence of gender roles and power dynamics in shaping the experiences, coping strategies, and needs of the impacted population. Each report highlights sector-specific gendered needs and priorities to ensure that the humanitarian response to the Gaza Strip is gender-sensitive.

Plus MoinsLa présente série contient les dernières données sur l'égalité des sexes pour l'ensemble des 17 Objectifs de développement durable (ODD), et souligne les progrès réalisés depuis 2015 en se concentrant sur le long chemin à parcourir pour parvenir à l'égalité des sexes. Elle met l’accent sur les liens entre les objectifs, la force centrale que joue l’égalité des sexes dans la réalisation des progrès dans la réalisation des ODD, et le rôle central des femmes et des filles pour montrer la voie à suivre. Les femmes n’ont pas retrouvé leur emploi ni leurs revenus perdus, la faim est en augmentation et les fermetures d’écoles menacent les acquis scolaires des filles. La participation des femmes au gouvernement, à la recherche et à la gestion des ressources reste loin d’être égale. Les groupes vulnérables de femmes, notamment les migrantes, les personnes handicapées et celles touchées par les conflits, sont souvent laissés pour compte.

L’objectif principal est de fournir aux Etats Membres, y compris ceux élus pour siéger au Conseil de sécurité, au système des Nations Unies, aux universitaires et autres, une source d’informations sur l’évolution des pratiques du Conseil de sécurité.

Statistiques des transports intérieurs pour l’europe et l’amérique du nord
Plus MoinsLa publication série comprend une série de tableaux de statistiques sur les transports pour les 56 Etats membres de la CEE. Elle a été établie par la Division des transports durables de la CEE avec la coopération des organismes nationaux de statistique et regroupe des informations sur le transport par route, par chemin de fer et par voie navigable. Chaque chapitre commence par un bref résumé fournissant quelques chiffres clés sur le secteur concerné, suivi de données détaillées sur chacune des sous-catégories statistiques. Les données harmonisées permettent d'effectuer des comparaisons entre les pays et d'élaborer des politiques fondées sur des données factuelles en vue d'atteindre les objectifs de développement durable liés aux transports.

Plus MoinsThe International Narcotics Control Board (INCB) issued supplementary reports on the availability of controlled substances for medical purposes in 1989, 1995, 2010, 2015 and 2018. In 2022, INCB has collected and analysed information from Member States and civil society to once again provide the international community with an update on the situation and to recommend remedial action. The data confirm the persistent disparities between regions in the consumption of opioid analgesics for the treatment of pain. Almost all such consumption is concentrated in Western Europe, North America, Australia and New Zealand. Consumption levels in other regions are often not sufficient to meet the medical needs of the population. These regional imbalances are not due to a shortage of opiate raw materials. Supply has been found to be more than sufficient to satisfy the demand reported to INCB by Governments, but it is evident that a large number of countries may not be accurately reflecting the actual medical needs of their populations in their reported demand, and hence the disparity in availability.

Such institutions are a vital part of strong national human rights protection systems and play a key role in linking international and domestic human rights systems. Their mandate means they can engage with all relevant actors at the national level, as well as interact with international mechanisms, in order to contribute to the prevention of torture. Torture is one of the most horrendous violations of a person’s human rights. However, while there is an absolute prohibition on torture under international law, it continues to be widely practised in all parts of the world. Combating torture therefore requires the active involvement of many actors, including national ones.

These have been drawn from the collective experience of Parties to the Water Convention and other States, joint bodies, as well as other stakeholders who participated in these nexus assessments. The synthesis publication consolidates the methodology for assessment of nexus issues and for identification of solutions in transboundary basins, developed under the Convention on the Protection and Use of Transboundary Watercourses and International Lakes in 2013-2015.

The Charter is the foundation of international peace and security.
