Children should only be deprived of their liberty as a measure of last resort and for the shortest appropriate period of time. In reality, it is often a measure of first resort for children who are alleged as, accused of, or recognized as having committed terrorism-related offences and they are frequently detained for lengthy periods of their childhood and adolescence. Children who are viewed as threats to national security can be especially vulnerable to violence by their peers, by staff and by adult detainees.
