The Governments national development strategy puts the main emphasis on economic growth and poverty reduction. The challenge is to reconcile these goals with the need to address major environmental problems such as air, water and waste pollution, land degradation, and exposure to natural disasters. Environmental damage is estimated to have a considerable economic cost, including the costs of adverse health impacts, corresponding to some 5 per cent of GDP. Yet there are no effective institutional mechanisms in place that would foster the integration of environmental protection with the industrial development strategies. In other words, environmental protection is not mainstreamed into the development strategy for the economy as a whole.
