In 1988, the World Meteorological Organization (WMO) carried out its activities in accordance with the programme and budget adopted in 1987 for the period 1988-1991 by its highest body, the World Meteorological Congress, which meets at least once every four years. The 36-member Executive Council meets annually to supervise the implementation of programmes and regulations.
