Les examens collégiaux volontaires du droit et de la politique de protection du consommateur sont menés par la CNUCED lors des réunions annuelles du Groupe intergouvernemental d’experts du droit et de la politique de protection du consommateur ou aux Conférences des Nations Unies chargées de revoir tous les aspects de l’ensemble de principes et de règles équitables convenus au niveau multilatéral pour le contrôle des pratiques commerciales respectives.

Yhdistyneiden kansakuntien uudistetut vankeinhoidon vähimmäissäännöt hyväksyttiin yksimielisesti 17.12.2015 YK:n yleiskokouksen 70. istunnossa (UN-Doc A/Res/70/175). Ne nimettiin Nelson Mandela-säännöiksi. Niillä uudistettiin käytännössä lähes kokonaan vuonna 1955 hyväksytyt vähimmäissäännöt jotka olivat vuosikymmenten kuluessa sisällöllisesti ja kielellisesti vanhentuneet. Vuoden 1955 vähimmäissäännöt on käännetty lukuisille kielille ja niillä on ollut suuri merkitys vankeinhoidon kehittämisessä maailmassa. Suomessa säännöt vaikuttivat merkittävästi vuonna 1975 voimaan tulleen vankeusrangaistusten täytäntöönpanouudistuksen sisältöön ja sääntöihin viitataan hallituksen esityksissä lukuisia kertoja.
Introduction
For more than 60 years after its initial adoption in 1955 the Standard Minimum Rules for the Treatment of Prisoners (often referred to as the “SMRs”) have set universal minimum standards for the operation of prison systems worldwide.1 Those Standard Minimum Rules were of tremendous value and influence in the development of prison laws policies and practices in Member States all over the world. In recognition of the advances in international law and correctional science however the General Assembly initiated an intergovernmental revision process in 2011 with a view to updating these venerable Rules and render them fit for the twenty-first century.
Recommandations
De l’analyse du cadre juridique et institutionnel de la protection des consommateurs au Gabon il ressort plusieurs recommandations formulées tout au long du rapport. Afin de faciliter leur analyse globale le tableau suivant reprend les recommandations par domaine : cadre législatif et de politique publique cadre institutionnel cadre opérationnel. De plus afin de faciliter leur mise en oeuvre et leur suivi les destinataires de chaque recommandation sont identifiés.

Under Article 102 of the Charter of the United Nations every treaty and every international agreement entered into by any Member of the United Nations after the coming into force of the Charter shall as soon as possible be registered with the Secretariat and published by it. Furthermore no party to a treaty or international agreement subject to registration which has not been registered may invoke that treaty or agreement before any organ of the United Nations. The General Assembly by resolution 97 (I) established regulations to give effect to Article 102 of the Charter (see text of the regulations vol. 859 p. VIII; https://treaties.un.org/Pages/Resource.aspx?path=Publication/Regulation/Page1_en.xml).

Cadre institutionnel
Le Ministère de l’Économie et de la Relance a principalement la charge de la conception et de la mise en oeuvre des politiques publiques en matière de protection du consommateur. Cependant d’autres Ministères disposent de pouvoirs pour assumer aussi cette mission et chapeautent des organes spécialisés appelés organes de régulation dotés de compétences spécifiques et bien ciblées en matière de protection des consommateurs. Le Ministère en charge des questions de protection des consommateurs comporte une direction responsable des activités de contrôle et de sanction des pratiques contraires aux règles de protection des consommateurs. Ainsi des agents souvent assermentés assurent les missions de terrain seuls ou en collaboration avec les experts sectoriels concernés par l’intervention (ingénieurs techniciens supérieurs) et en cas de besoin avec l’appui des services de sécurité publique de l’État.
