Public diplomacy campaigns

In Chapter 7 we examined the tools and techniques available to public diplomacy practitioners. Most of these tools and techniques are for the most part deployed on an ongoing basis in line with governments’ overall policy aims (for example, many scholarship and exchange programmes have effectively become permanent). Sometimes, however, they are integrated into a campaign designed to serve a specific purpose. In this chapter we shall be considering how to construct a public diplomacy campaign, drawing on what we have learned so far.
