Both as productive agents and as beneficiaries, people are at the centre of development. The task of development policy is to facilitate as best as possible the achievement of this dual role of the people in the development process. While it is true that underlying trends in labour productivity are the key to any improvement in standards of living, labour productivity is only a necessary and not a sufficient condition for improvement. The rise in productivity to be translated into a general improvement in people’s welfare, requires explicit attention to the social distributive aspects of development, which has unfortunately not been forthcoming in an adequate measure in many developing countries of the ESCAP region.
