168. Measuring older populations in institutions using conventional survey methods can be difficult. For a variety of reasons traditional household-based surveys do not usually capture communal establishments. The chosen sampling approach may deliberately exclude institutions for practical and logistical reasons, i.e. because it would be difficult and expensive to identify and select institutions and/or individual respondents living in them (as detailed in chapter 4); or the content and design of the survey may be deemed not relevant to individuals who do not live in private households (for example, household expenditure surveys or labour force surveys).
