A programme by national planning agencies for the creation of employment opportunities for surplus labour requires both an acceptable definition of unemployment and under-employment and some estimate of their magnitude. Unfortunately, planning has been hindered by difficulties of both definition and measurement, though the problem of surplus labour, however defined and measured, is recognized as serious. One of the important aims and purposes of the plans of all developing ECAFE countries is the creation of employment opportunities for surplus labour. Unfortunately, partly because of high rates of population growth, few countries have been successful in creating employment opportunities sufficient to reduce the absolute amount of unemployment and under-employment, and, in some countries, these have continued to increase.
