National Policy Frameworks for Renewable Energy Technologies

The new energy paradigm involving the greater use of RETs should be led by national governments in collaboration with the private sector, and it should be supported by a variety of stakeholders, including public research institutions, the private sector, users and consumers, on an economy-wide basis. A policy framework that strikes an appropriate balance between economic considerations of energy efficiency and the technological imperatives of RETs in developing countries and LDCs will be the cornerstone of such an agenda for change. This will necessitate two separate but related agendas. The first should ensure the integration of RETs into national policies for climate change mitigation. The second should be the steady promotion of national innovation capabilities in the area of RETs. This latter policy agenda entails addressing issues that are not only generic to the innovation policy framework, but also new issues, such as creating standards for RETs, promoting grid creation, and creating a more stable legal and political environment to encourage investments in RETs within countries.
