APMD committed member States to the realization of the right to education and universal access to complete, free and compulsory high-quality primary education, along with ensuring greater access to secondary, tertiary and vocational education and skills training. The 2030 Agenda, as outlined in SDG 4, reiterates that education is fundamental to realizing population and development goals, as well as preparing youth for the transition from school to the labour market. Principle 10 of the ICPD Programme of Action states that ‘Everyone has the right to education’.
