The quality of jobs created

Between 1990 and 1994, the share of low-productivity sectors in total urban employment remained high and even showed a slight increase, despite the fact that employment grew at a rate in excess of 3% per annum. In view of this poor result in terms of the quality of jobs created during a period marked by a significant increase in the number of jobs, it may be assumed that the share of low-productivity jobs in overall employment probably remained constant or even expanded in 1996, given the fact that urban employment grew considerably more slowly in 1995 (by around 1.5%).
