Women’s Economic Empowerment Strategy
The “Women’s economic empowerment strategy” articulates UN Women’s vision for enabling women’s economic agency autonomy and well-being. The strategy assesses the global landscape and UN Women’s role in realizing the economic rights of women and girls. It lays out the global context for work on women’s economic empowerment provides a rights-based and transformative definition of economic empowerment identifies gaps in current global efforts to achieve women’s economic empowerment and then situates UN Women’s work on women’s economic empowerment within these broader efforts. Drawing on UN Women’s unique mandate and comparative advantage it then lays out the opportunities for accelerating progress. Its objective is to provide a framework that galvanizes internal and external stakeholders to work together at the local national and global level through transformative solutions that improve the lives of women and girls with no one left behind.
Rapport sur les objectifs de développement durable 2023: Édition spéciale
Cette édition spéciale lance un puissant appel à l'action en présentant une évaluation franche des Objectifs de développement durable ( ODD) basée sur les dernières données et estimations. Tout en soulignant les lacunes existantes et en exhortant le monde à redoubler d'efforts le rapport souligne également l'immense potentiel de réussite grâce à une forte volonté politique et à l'utilisation des technologies des ressources et des connaissances disponibles. Ensemble la communauté mondiale peut relancer les progrès vers la réalisation des ODD et créer un avenir meilleur pour tous. Selon le rapport les impacts de la crise climatique la guerre en Ukraine la faiblesse de l’économie mondiale et les effets persistants de la pandémie de COVID-19 ont révélé des faiblesses et entravé les progrès vers la réalisation des objectifs. Le rapport prévient en outre que même si l’absence de progrès est universelle ce sont les plus pauvres et les plus vulnérables du monde qui subissent les pires effets de ces défis mondiaux sans précédent. Il souligne également les domaines qui nécessitent une action urgente pour sauver les ODD et réaliser des progrès significatifs pour les populations et la planète d’ici 2030.
Seizing the Opportunity: Digital Innovation for a Sustainable Future
In an era of rapid digital transformation Asia and the Pacific is uniquely placed to leverage digital technologies to overcome sustainable development challenges. Already the region is recognized as a dynamic hub for digitally driven innovation fueled by pioneering technologies such as Artificial Intelligence Digital Finance GovTech and the Internet of Things. Yet to encourage further ingenuity and tap digital innovation to bolster the huge collective effort required to achieve the Sustainable Development Goals the region needs a plan. To help shape a coherent inclusive approach this report examines existing digital innovations which have accelerated progress towards sustainable development and explores ways to build on their successes. It proposes a framework to understand the interlinkages between digital innovation and sustainable development investigates current and emerging practices explores how an enabling environment might be created and provides recommendations for regional cooperation. To achieve the 2030 Agenda for Sustainable Development a deliberate strategic push is required. This report aims to inform this effort which ESCAP stands ready to support every step of the way.

This publication lists national manufacturers authorized by governments to manufacture or convert specific narcotic drugs and psychotropic substances as well as manufacturers of precursor chemicals on a country-by-country basis. Along with the name of manufacturers readers will find contact details and the name of narcotic drugs and/or psychotropic substances each manufacturer is authorized to produce. An index in English French and Spanish of all substances under international control reported to have been actually manufactured during the year appears at the end of the publication indicating the country or countries in which manufacture took place and the manufacturers involved.

Financing for Sustainable Development Report: Financing for Development at a Crossroads
This report finds that the world is facing a sustainable development crisis and that financing challenges are at the heart of the crisis and imperil the SDGs and climate action. It notes that the Fourth International Conference on Financing for Development in 2025 will be a last chance to correct course if we want to achieve the SDGs by the 2030 deadline. It calls for urgently closing financing gaps through an investment push for closing policy and architecture gaps to make the international financial architecture fit for purpose in a crisis-prone world and for closing credibility gaps translating rhetoric into action to rebuild trust in multilateralism.

The Second Edition of the Africa Migration Report (AMRII) takes a regional approach on migration and human mobility by producing knowledge and analysis that will contribute to the African integration agenda. Building on the success and lessons drawn from the first edition it will generate qualitative research data and knowledge on migration in the continent to embed human mobility into broader development and continental integration policies as outlined in the African Union Agenda 2063. The report focuses on the different policy frameworks processes and thematic areas on the status of continental integration. The report takes into consideration the cross-cutting topic of migration and health climate-induced migration trends data-based analysis of current and future human mobility trends migration and trade labour mobility missing persons and the role of new technology in facilitating interconnectivity and human mobility in Africa.

Enhanced Statistical and Methodological Approach with Results
This report details the methodological and technical changes made to PCI 23 released on UNCTADstat 20 June 2023. PCI users are advised to consult the UNCTADStat Data Centre to download updated data and editable working files to ensure the most recent values are captured in their analysis. Statistics presented through the UNCTADStat Data Centre reflect the most up-to-date revision and should be considered the values of reference. The PCI is based on 42 indicators in 8 categories which refer to variables directly collected or calculated as a combination of other collected variables (see Appendix 4.1.). The indicators were updated with the most recently available data and revisions based on the same sources as the original PCI version before the update round described herein started. Only when the original source was no longer available was a new source sought.
Science Technology and Innovation Policy Review: Seychelles
The Science Technology and Innovation (STI) Policy Review of Seychelles was conducted by the United Nations Conference on Trade and Development (UNCTAD) at the request of the Government of Seychelles. The request was made in the context of the UNCTAD project on Technology Assessment in the energy and agricultural sectors in Africa to accelerate progress on science technology and innovation and this Review is one of its products. The review of Seychelles' National Innovation System (NIS) and the implementation of its 2016-2025 national Science Technology and Innovation Policy and Strategy (STIPS) suggests a range of policy actions and institutional reforms. These recommendations are essential for invigorating the NIS thereby enabling Seychelles to harness STI and entrepreneurship effectively to achieve the goals set in Vision 2033 and the Sustainable Development Goals (SDGs). This report reviews the implementation of the 2016-2025 STI Policy and Strategy (STIPS) and assess the country’s national innovation system.

Cette session s’est intéressée à l’état de la mobilité dans le monde dans le contexte des efforts mis en œuvre pendant et après la pandémie de COVID-19 et plus particulièrement à la contribution des migrants en tant qu’acteurs essentiels d’un relèvement socioéconomique résilient et durable. Elle visait principalement à faire mieux connaître les conséquences des chocs mondiaux pour la migration et le développement à dégager des enseignements et à formuler des recommandations visant à améliorer le soutien à apporter aux migrants à l’avenir. La session a offert à des représentants gouvernementaux à des membres de la diaspora à des universitaires à des représentants du secteur privé et à des organisations internationales et de la société civile l’occasion d’échanger des points de vue de mettre en commun des expériences et de partager des exemples de pratiques efficaces permettant de faire progresser les efforts visant à garantir des migrations sûres ordonnées et régulières et à renforcer des systèmes de santé publique ouverts aux migrants dans le but ultime de faire avancer la réalisation des objectifs de développement durable.Cette publication offre un compte rendu succinct des délibérations menées au cours des deux journées et présente un ensemble d’expériences de pratiques exemplaires et de recommandations partagées par les participants à la session.

La segunda edición del Diálogo Internacional sobre la Migración (IDM) en 2022 se celebró los días 24 y 25 de octubre sobre el tema Confluencia de crisis mundiales: los efectos de la inseguridad alimentaria y el cambio climático sobre la migración y los desplazamientos. La sesión fue un momento oportuno antes de la 27ª Conferencia de las Partes de la Convención Marco de las Naciones Unidas sobre el Cambio Climático (COP27) y se basó en los exitosos resultados del Foro de Examen de la Migración Internacional (FEMI) para abordar las complejas interrelaciones entre el cambio climático la seguridad alimentaria y la movilidad humana. La sesión fomentó el diálogo entre los Estados miembros y otros actores para desarrollar y aplicar planes de preparación y respuesta políticas y programas para hacer frente a las crisis mundiales relacionadas con el cambio climático y la seguridad alimentaria. Leveraging Digitalization for Productivity and Decent Employment
The Asia-Pacific Countries with Special Needs Development Report is a recurrent ESCAP annual publication that discusses issues of interest for Asia-Pacific least developed countries (LDCs) landlocked developing countries (LLDCs) and small island developing States (SIDS) collectively referred to as countries with special needs (CSN). The 2024 edition will explore the nexus between digitalization and automation and the two important parameters of productivity and decent employment in countries in special situations. This report examines the transformative role of digitalization and automation in enhancing the productive capacities of these countries. It zeroes in on the services sector and the digitalization of agricultural and industrial activities which has the potential to enhance productivity and job creation. However it also cautions against potential risks including job displacement and cybersecurity threats. To navigate these challenges the report discusses policy options for enhanced connectivity and infrastructure education and training tailored to the digital economy and regional cooperation to foster a conducive environment for digital trade and investment.

La deuxième édition du Dialogue international sur la migration (IDM) en 2022 a eu lieu les 24 et 25 octobre 2022 sur le thème «Crises mondiales imbriquées : conséquences de l’insécurité alimentaire et du changement climatique pour la migration et les déplacements». La session a eu lieu à un moment opportun avant la 27e Conférence des Parties de la Convention-cadre des Nations Unies sur les changements climatiques (COP27) et s'est appuyée sur les résultats fructueux du premier Forum international d'examen des migrations internationales (IMRF) pour aborder les liens complexes entre le changement climatique la sécurité alimentaire et la mobilité humaine. La session a encouragé le dialogue entre les États membres et les parties prenantes afin d'élaborer et de mettre en œuvre des plans de préparation et de réponse des politiques et des programmes pour faire face aux crises mondiales liées au changement climatique et à la sécurité alimentaire. Cette publication présente un rapport de la session de deux jours et offre au lecteur une compilation de données pertinentes de bonnes pratiques d'approches novatriceset de recommandations pertinentes pour la discussion sur la sécurité alimentaire le changement climatique et la mobilité telles que partagées par les experts en migration les gouvernements et les praticiens lors de la réunion.
Measuring Global Exports of Industrial Hemp Products: Insights from National Product Classifications
The incomplete coverage of hemp products in trade statistics poses a challenge to gaining a thorough understanding of existing industrial hemp markets including the valuation of global exports for each specific hemp product. In international trade statistics particularly in the UN COMTRADE database using the six-digit level of the Harmonized System (HS) classification only three hemp-related products are included. Other recognized hemp products such as hemp seeds lack dedicated six-digit HS codes. This implies that a substantial portion of hemp product trade the extent of which is unknown remains unaccounted for in international product classifications. To obtain a more comprehensive understanding of the scale and composition of international trade in hemp products this study explored national sources of trade statistics in addition to the information provided by UN COMTRADE.
An Ocean of Opportunities: The Potential of Seaweed to Advance Food, Environmental and Gender Dimensions of the SDGs
This study aims to enhance our comprehension of the seaweed sector as a tripartite vector for economic growth environmental sustainability and women’s economic empowerment. It builds upon the outcomes of the 4th United Nations Oceans Forum (UNOF) the 2023 Trade and Environment Review (TER) and expert interviews to present the interlinkages of the seaweed sector with food and nutrition environmental and climate goals. The study adopts a gender lens paying attention to women’s participation throughout the seaweed value chain. Seaweed’s growing popularity offers potential to increase economic income food security preserve marine biodiversity and empower women along the value chains. Seaweed farming and processing demonstrate how development climate and nature can work together to generate value that uplifts coastal communities including women and Indigenous Peoples. Seaweed has multiple uses including for food nutraceuticals cosmetics pharmaceuticals aquatic animal or livestock feed biofertilizer textiles and biofuels. It can also be used for producing fully biodegradable and compostable biomass for non-plastics substitute and plastic alternatives.

La Recommandation no 2 est une révision de la Recommandation de 1981 sur la formule-cadre de la CEE. Elle a pour objectif de promouvoir l’utilisation dans l’échange de données d’une sémantique claire et structurée ainsi que d’informations codées. Grâce à l’utilisation de données codées au lieu d’entrées textuelles et au renvoi à des listes de codes librement accessibles il est possible de garantir que toutes les parties concernées interprètent les mêmes données de la même manière. La présente Recommandation et ses lignes directrices fournissent une définition claire des concepts clefs donnent des informations détaillées sur l’approche des échanges de données commerciales axée sur les processus de la chaîne d’approvisionnement décrivent la structure des échanges électroniques de données et énumèrent les principaux points d’ancrage. La Recommandation est complétée par les listes de codes du CEFACT-ONU et le dictionnaire sémantique des termes clefs ayant trait au commerce international à utiliser dans le cadre des travaux du CEFACT-ONU.
Survey of Economic and Social Developments in the Arab Region 2022-2023
The 2022-2023 edition of the Survey of Economic and Social Developments in the Arab Region presents the economic recovery path at the global and regional levels following the COVID-19 pandemic and the war in Ukraine. A lot of uncertainties cloud the outlook as developed countries face increasing risks of falling in a recession and are resorting to increase interest rates to mitigate rising inflation while developing countries are suffering from increasing borrowing costs high inflation and uncertainties about energy and food prices. In addition to that some Arab countries are facing depreciation of local currencies repercussions of natural disasters war and occupation political instability and structural economic challenges. In terms of social developments the Arab region continues to face significant challenges including widespread poverty high unemployment and large gender gap. The thematic chapter of this year’s survey focuses on inflation in Arab countries and examines the sources of inflation in six countries that have recorded high inflation rates in the past few years namely Egypt Lebanon the Sudan the Syrian Arab Republic Tunisia and Yemen. It also presents the different disinflation policies available and provides some recommendations on the way forward.
Population Prospects of Countries in Special Situations
Tracking Demographic Change Among the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States
The report provides an up-to-date overview of major population trends in the least developed countries (LDCs) landlocked developing countries (LLDCs) and small island developing States (SIDS) in connection with the critical development challenges they face. The groups of countries in special situations comprise 110 countries (45 LDCs 32 LLDCs and 57 SIDS) located in all regions of the world. The report focuses on differences and similarities in demographic characteristics between regional subgroups of the three categories of countries. It highlights levels and trends in population size structure and distribution mortality fertility and international migration from 2000 to 2050 while also discussing the implications of these demographic trends for achieving the relevant SDGs.

This Recommendation No. 2 is a revision of 1981 Recommendation on ECE Layout Key. It aims at promoting the use of clear structured semantics and coded information in data exchange. Using codified data instead of textual inputs and referencing freely available code lists can ensure that all parties involved understand the same data in the same way. Statistics of Road Traffic Accidents in Europe and North America 2023
This publication (volume LVII) presents annual statistics on road traffic accidents and provides comparable data on causes types and results of accidents in Europe Canada and the United States. Data are organized by nature of accident and surroundings; accidents while under the influence of alcohol; and the number of persons killed or injured by category or road user and age group. As background data figures on the number of road vehicles in use and vehicle-kilometers run by road vehicles are also provided along with estimates of population and distribution by age group. European State of the Climate 2023
Summary
In 2023 the impacts of climate change continued to be seen across Europe with millions of people impacted by extreme weather events making the development of mitigation and adaptation measurements a priority. To achieve this understanding climate trends is vital. The Copernicus Climate Change Service (C3S) together with the World Meteorological Organization (WMO) today release the 2023 European State of the Climate report (ESOTC 2023). The report provides descriptions and analysis of climate conditions and variations from across the Earth system key events and their impacts and a discussion of climate policy and action with a focus on human health. The ESOTC also includes updates on the long-term evolution of key Climate Indicators.
State of the Climate in Asia 2023
The WMO State of the Climate in Asia 2023 is the fourth edition of climate reports published annually for this region and has involved National Meteorological and Hydrological Services (NMHSs) WMO Regional Climate Centres (RCCs) and several research institutions as well as United Nations agencies international and regional organizations. The report provides the status of key climate indicators and latest data and information on impacts risks and policy from United Nations agencies. It addresses specific physical science socio-economic and policy aspects that are relevant to Asia and responds to Members needs in the fields of climate monitoring climate change and climate services.
Report on National Framework for Consumer Dispute Resolution in Cross-border E-commerce in Thailand
Thailand has made steady progress in its transformation to a digital economy. Thailand’s e-commerce is one of the fastest growing business sectors in Southeast Asia. This study analyses Thailand’s national framework for resolving cross-border consumer disputes in e-commerce. It presents the current state of cross-border business-to-consumer (B2C) e-commerce in Thailand including growth trends market characteristics and actors and existing operating models. It also describes the existing legal and regulatory framework for resolving cross-border consumer disputes focusing on private international law and consumer protection laws. It examines the institutional framework including judicial and administrative authorities. Finally the report outlines the situations systems and approaches to cross-border consumer dispute resolution that are currently in place or under development focusing on their effectiveness and implementation.
