The objective of this recommendation is to establish a mechanism that enables governments, industry partners, consumers, and all other relevant stakeholders to make risk-informed decisions, overcome information asymmetry, communicate, and achieve accountability for sustainability claims (including those for regulatory compliance) and anchor business models to responsible business conduct. It does so by providing industry actors with a set of internationally agreed practices for the harmonized collection and transmission of data for tracking and tracing materials, products, and processes across an entire value chain, including all involved facilities and intermediaries, and includes related information about the sustainability performance of these value chain participants. While specifically developed for the garment and footwear industry, such internationally agreed practices for advancing traceability and transparency have applications in cross-industry value chains, thus contributing to the achievement of several goals of the United Nations 2030 Agenda, and particularly Sustainable Development Goal (SDG) 12 on responsible consumption and production.
Forest Products Annual Market Review 2020-2021
The Forest Products Annual Market Review 2021-2021 provides a comprehensive analysis of markets in the UNECE region and reports on the main market influences beyond the region. It covers products from the forest to the end-user and from roundwood and primary processed products to value-added, housing, and wood energy. Statistics-based chapters analyze the markets for wood raw materials, sawnwood, wood-based panels, paper, paperboard, and wood pulp. Underlying the analysis is a comprehensive collection of data. The Review highlights the role of sustainable forest products in international markets, discusses policies concerning forests and forest products, assesses the main trends and drivers, and analyses the effects of the current economic situation on forest product markets.

Forest Products Production and Trade 2020-2022
This publication is the statistical supplement to the official statement by the Committee on Forests and the Forest Industry about the current and next year's forest products markets. The tables in the publication show detailed forest products production and trade forecasts by country for 2021 and 2022. The tables are generated based on official submission by more than 30 member States from Europe, North America and Eastern Europe, Caucasus and Central Asia. The tables presented cover roundwood (logs, pulpwood and fuel wood), sawnwood (coniferous and non-coniferous), wood-based panels (plywood, particle board, OSB and fibreboard), pulp, paper and wood pellets. The Committee also collects data on over 30 individual products for many countries in the UNECE region.

This initial analysis seeks to identify the cause of the persistently low implementation of multilateral and regional protocols or conventions designed to facilitate transit and transport across the African regions.

This compendium contains notes, technical materials, and other supporting tools UNCTAD has prepared on request by the World Trade Organization Least Developed Countries (WTO LDC) Group. Specifically, this compendium is the second publication of the submissions of the WTO LDC Group, which contains the following: (1) Ad Valorem Criterion submitted last 30 October 2020, (2) Rules of Origin Based on a Change of Tariff Classification submitted last 13 October 2021, (3) Examination of Existing Origin-Related Documentary Requirements: Paragraph 1.8 of the Bali Decision and Paragraph 3.1 of the Nairobi Decision submitted last 22 March 2022, and (4) Preliminary Examination of Proposed New UK Rules of Origin under the UK Developing Countries Trading Scheme (DCTS) submitted last 30 September 2022. Each submission focuses the debate on specific methodologies defining what constitutes a substantial transformation and related documentary evidence. Building a Sustainable and Resilient Ocean Economy Beyond 2030
This edition examines the current and emerging cross-cutting role of the ocean in advancing economic growth, social inclusion and environmental sustainability. It builds on the discussions and outcomes of the Fourth United Nations Oceans Forum on trade-related aspects of SDG 14, life below water, which took place in Geneva from 6 to 8 April 2022. The Review examines and provides an analysis of several key and emerging topics for the ocean economy, including the seaweed sector as a lever for a sustainable economic recovery; fisheries subsidies and non-tariff measures (NTMs); the decarbonization of shipping and maritime supply chains; and plastic litter and other ocean waste challenges. It explores these issues, identifies the main opportunities and challenges and concludes by offering a bottom-up menu of action-oriented policy recommendations for Small Island Developing States (SIDS) and coastal developing countries. It calls for a “Blue Deal” on trade and finance to accelerate the implementation of SDG 14 and identify practical yet far-reaching development paths towards a sustainable, resilient and inclusive ocean economy by 2030 and beyond.

Focus on Criteria and Indicators
Reporting on Forests and Sustainable Forest Management in the Caucasus and Central Asia provides an overview of status and developments in reporting on forests and sustainable forest management in five countries of the Caucasus and Central Asia (Armenia, Georgia, Kazakhstan, Kyrgyzstan and Uzbekistan). This reporting involves looking at forests in the context of the United Nations principles of sustainable development, recognizing the multiple roles forests play in achieving the United Nations Sustainable Development Goals. Criteria and indicators are tools used to define, guide, monitor and assess progress towards sustainable forest management that help our understanding and inform discussions about sustainable forest management. They operate at the global, regional, international, national, subnational, and even at forest management unit levels; and are a basis for informed decision making, establishing national forest policy and facilitating international reporting. A flexible framework of criteria and indicators helps to develop systems adjusted to the capacities, needs, and conditions in which they are applied. This publication provides information about the processes and results of national efforts in building criteria and indicator sets for countries of the region.

The Forest Sector Outlook Study 2020-2040 (FSOS) for the UNECE region provides information that supports decision-making by showing the possible medium and long-term consequences of specific policy choices and structural changes, using scenario analyses whenever possible. The study is the first to cover the entire UNECE region and provides results for the main UNECE subregions of Europe, North America and the Russian Federation. This Discussion Paper presents the detailed research, analysis and findings that were used to develop Chapter 4 of the UNECE/FAO Forest Sector Outlook Study 2020-2040. The study takes a pragmatic, transparent and objective approach to answering these key questions, sometimes using a modeling approach. It enables stakeholders to evaluate the long-term consequences of policy choices.
Interim Sub-Regional Innovation Policy Outlook 2022

The UNECE Interim Sub-Regional Innovation Policy Outlook (IIPO) provides an update on recent trends and developments in innovation policy governance and support mechanisms in Eastern Europe and the South Caucasus (EESC). It follows the first Sub-Regional Innovation Policy Outlook for EESC (IPO), which was published in 2020. The IIPO publication focuses on two topics in particular that were chosen by the beneficiary countries as priority areas for innovation-led sustainable growth: how to strengthen knowledge linkages and relationships between the research and business sector and how to improve the use of IEP to create demand for and incentivize innovation for sustainable development. This report focuses on how countries can strengthen linkages between science and businesses and leverage the use of innovation-enhancing procurement for innovation-led, sustainable growth based on economic specificities of Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine.

Se requieren políticas que provean el marco necesario para que la IED que ingresa a la región se dirija a actividades que apoyen procesos virtuosos de desarrollo, en términos de inclusividad, calidad del empleo, sostenibilidad ambiental, innovación y complejidad tecnológica. Guidance Document on Reduction of Emissions from Agricultural Residue Burning
The current document contains the Task Force report on best available techniques and practices as adopted by the Executive Body of the Convention on Long-range Transboundary Air Pollution at its forty-first session (Geneva, 6–8 December 2021). The main objective of the document is to support Parties in reducing their emissions of air pollutants and short-lived climate pollutants (in particular, black carbon) drivers of climate change emitted as a result of agriculture residue burning, defined as all use of fire in agriculture as practised throughout the United Nations Economic Commission for Europe (ECE) region on cultivated lands – and their negative impact on human health and environment. The document does not include in its scope wildland management fires, but comments in brief on best available practices (BAPs) and best available techniques (BATs) in connection with the necessary use of fire in both cultivated and wildland types. The guidance document includes descriptions of monitoring and characterization of agricultural residue burning and its emissions and practices and techniques to limit such emissions.

The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) done at Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) has been in force since February 2008. The Regulations annexed to the ADN contain provisions concerning dangerous substances and articles, their carriage in packages and in bulk on board inland navigation vessels or tank vessels, as well as provisions concerning the construction and operation of such vessels. They also address requirements and procedures for inspections, the issue of certificates of approval, recognition of classification societies, monitoring, and training and examination of experts. They are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.

Elles ont pour objectif de préciser si et dans quels cas la prolongation de la durée de vie de centrales nucléaires doit faire l’objet d’une évaluation de l’impact transfrontière sur l’environnement au titre de la Convention. Ces lignes directrices visent à aider les Parties à appliquer concrètement la Convention et le Comité d’application à vérifier que les Parties s’acquittent des obligations qu’elles ont contractées au titre de cet instrument, pour les aider à remplir pleinement leurs engagements.

The Future of Digital Government
The United Nations E-Government Survey is published by DPIDG, UN DESA, once every two years. The 2022 Survey is the 12th edition, following a consistent methodology first adopted in 2003. The Survey assesses global and regional e-government development through a comparative rating of national government portals relative to one another. It is not designed to capture e-government development in an absolute sense, but rather to provide a snapshot of country trends and relative rankings of e-government development in the implementation of the Sustainable Development Goals (SDGs). It presents the trends and relative rankings of e-government development across 193 Member States through a quantitative composite index, the E-Government Development Index (EGDI), with three separate components - the Online Service Index (OSI), Telecommunication Infrastructure Index (TII), and Human Capital Index (HCI).

Index Numbers and Their Relationship With the Economy

Index numbers are the basic instrument for synthesizing economic statistics so that the formulas used make it possible to express and describe, for example, the economic growth of a country or the inflation rate of an economy, and also to make international comparisons. If different formulas are used, the results differ and the comparisons are not valid. Hence the importance of knowing the formulas used, and that countries and international organizations promote common practices that harmonize and standardize measurements. Although index numbers are linked to macroeconomics, their theoretical foundation is based on microeconomics. This publication summarizes the links between price and volume index numbers and microeconomic theory, introduces recommended formulas for international measurements, and explains how to use them in international price and volume comparisons.

COVID-19 Impacts on the Forest Sector in Eastern Europe, Caucasus and Central Asia
This report summarizes the impacts that the COVID-19 pandemic had during 2020 in the forest sector of the countries in Eastern Europe, the Caucuses and Central Asia (EECCA) (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan), focusing on production, export, import, consumption, prices and employment of the main wood products: roundwood, sawnwood, wood-based panels, wooden furniture, paper and paperboards. It also covers the recovery measures implemented by EECCA governments. Data from various sources, such as official statistics, international data bases, as well as interviews with forest products companies were used for their views on the impact of COVID-19.

Prevailing Against Pandemics by Putting People at the Centre
As this report shows, the global HIV response was off track even before the COVID-19 (coronavirus) pandemic, but the collision of COVID-19 and HIV has sent it back further. The Fast-Track Targets, which expire at the end 2020, will not be achieved. some 38 million people are living with HIV, with more than 12 million people waiting for life-saving HIV treatment. In 2019, 1.7 million people were newly infected with HIV and 690,000 people died from AIDS-related illnesses. Investments in HIV and the lessons from how communities have responded to HIV have strengthened the fight against COVID-19. HIV activists and communities mobilized to defend the gains in the AIDS response, to protect people living with HIV and other vulnerable groups and to push the coronavirus back.

Global Material Flows, Circularity and Trade
This report looks at trade flows of material resources and their environmental impacts. It also demonstrates how both multilateral trade rules and regional trade agreements can be used proactively to advance the circular and greener economy and minimise the environmental impacts associated with resource extraction. Debate over the impacts of COVID-19 on the structure of global production and global supply chains is ongoing, with consideration being given to the length of existing supply chains, sourcing decisions and the classification of strategic goods.
Policy Options to Eliminate Additional Marine Plastic Litter by 2050 Under the G20 Osaka Blue Ocean Vision
The annual discharge of plastic into the ocean is estimated to be 11 million tonnes. Globally, national plastics policies are rare and tend to focus on banning or taxing individual plastic items rather than focusing on systemic change of the plastics economy. Indeed, the current policy mix will not deliver the changes needed to reduce additional marine plastic litter to zero. However, marine plastic litter entering the ocean can be reduced exponentially compared to “business as usual” using known technology and approaches. This publication qualitatively considers possible policy options to ensure that by 2050 the net volume of plastic entering the ocean is zero, in line with the Osaka Blue Ocean Vision. It shows the marine plastic litter trends relevant to 2050, summarizes the current plastic policy landscape and explores upstream and downstream interventions, concluding with a set of policy messages to deliver on the Vision and implement the systemic changes needed to improve the plastic economy.

The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS.

The first UNEP synthesis report presents a scientific blueprint for how climate change, biodiversity loss and pollution can be tackled jointly within the framework of the Sustainable Development Goals. Circularity Concepts in Forest-based Industries
The world’s prevalent economic model, based on a ‘take-make-use-dispose’ approach, cannot maintain and raise human standards of living without causing environmental degradation and incurring economic risks. Decoupling economic activity from the increasing demand for natural resources could be done through circular, bio-based economy approaches leading to a regenerative growth model, allowing humankind to reduce its environmental footprint on the planet. The forest sector, situated in both the biological and technical cycles of a circular economy, is well suited to embrace a circular, bio-based economic model. However, challenges in the overall circularity of forest-based value chains persist as a result of the sector’s traditional means of operation. To ensure the sustainability of the forest-based value chains, continuous consideration and coordination of circularity at all stages of the value chains are needed. A viable starting point for this is with the principles of sustainable forest management (SFM), following by the optimized cascading use of wood at every production stage and concluding with the recovery of post-consumer wood at the end of value chains. This study analyses the existing and possible limitations to circular approaches in forest-based industries, namely the woodworking industry (focusing on sawn wood processing, bioenergy production and wood in construction), the furniture industry, the paper and pulp industry as well as industry using cellulose-based fibres and cellulose-based plastics. The analysis provides evidence that not all circular approaches are sustainable under all circumstances. In some cases, the focus on circularity may cause environmental externalities, in other cases, it may not guarantee economic viability. While the transition to a circular, bio-based economy can be facilitated by a legislator, the process will need to develop organically, based on the location of industries, proximity to available (waste) resources and consumer preferences.

Carbon Neutrality in the UNECE Region: Integrated Life-cycle Assessment of Electricity Sources
Well-informed energy policy design is key to reaching decarbonization targets and keep global climate change under a 2°C threshold. In particular, low-carbon electricity provision for all is essential, as the IPCC shows that the most ambitious climate mitigation scenarios entail the electrification of most of our economy. Therefore, understanding the full scale of potential impacts from current and future electricity generation is required, in order to avoid “impact leakage”, i.e., increasing non-climate environmental pressure while reducing greenhouse gas emissions. Life cycle assessment allows the evaluation of a product over its life cycle, and across a wide range of environmental indicators – this method was chosen to report on the environmental profiles of various technologies. Candidate technologies assessed include coal, natural gas, hydropower, nuclear power, concentrated solar power (CSP), photovoltaics, and wind power. Twelve global regions included in the assessment, allowing to vary load factors, methane leakage rates, or background grid electricity consumption, among other factors. With no exception, every electricity generation technology generates environmental impacts over its life cycle; and these impacts may vary widely with implementation site and other design choices. Proper energy policy should consider site-specificity by conducting lifecycle assessments that consider local conditions and potential prospective changes.

The United Nations Resource Management System (UNRMS) is designed as a unifying framework for the integrated management of resources. UNRMS is based on the globally accepted United Nations Framework Classification for Resources (UNFC), which has incorporated a unique methodology of assessing resources through the triple lenses of environmental-social-economic viability, project feasibility and level of knowledge. It is a voluntary global standard for integrated resource management, within the framework of public, public-private and civil society partnerships, and is uniformly applicable to all resources.

Water nurtures prosperity by meeting basic human needs, supporting health, livelihoods and economic development, underpinning food and energy security, and defending environmental integrity. Water influences the economy in many ways, and global trade dynamics and market adaptations can have direct repercussions on the water use of regional and local economies. The water-related impacts of conflict are multi-faceted and often indirect, such as those linked to forced migration and increased exposure to health threats. Climate change, geopolitical unrest, pandemics, mass migration, hyperinflation and other crises can exacerbate water access inequalities. In nearly all cases, the poorest and most vulnerable groups are those that suffer the greatest risks to their well-being. The 2024 edition of the United Nations World Water Development Report (UN WWDR) calls attention to the complex and interlinked relationships between water, prosperity and peace, describing how progress in one dimension can have positive, often essential, repercussions on the others.

This paper describes why ECE-UN/CEFACT standards and tools are ideally suited to support DPP development, explains which current and forthcoming ECE-UN/CEFACT standards and tools can assist in the development of DPPs, notably the traceability and transparency standards; and provides specific recommendations on how ECE-UN/CEFACT standards and tools could be further developed to support the adoption of DPPs. This paper supports the outcomes of the seventieth Commission session on Digital and Green Transformations for Sustainable Development in the Region of the Economic Commission for Europe (E/ECE/1504) and is part of the ECE Sustainability Pledge initiative for sustainable value chains in critical sectors for the circular economy.
Summary of UNECE Trade Facilitation Recommendations
2023 Edition
Trade is playing a key role in advancing the digital and green transformations. At the same time, the digital and green transformations are changing the way how goods and services are traded internationally. The United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT), under the umbrella of the United Nations Economic Commission for Europe (UNECE), supports this global agenda through tools and guidance on effective and transparent solutions for trade facilitation and e-business. To date, UN/CEFACT and UNECE developed a series of nearly 50 policy recommendations and over 950 data exchange standards. These are used globally to simplify, standardize and harmonize trade procedures and information flows. This 2023 edition of the Summary of UNECE Trade Facilitation Recommendations provides an update on the status and availability of policy recommendations adopted by the UN/CEFACT Plenary since the previous, 2019 edition. The latest UNECE Recommendations contribute to mitigating the impact of pandemics and crises on trade flows; addressing disruptions in global supply chains; enhancing the traceability, transparency and sustainability of value chains; and enhancing public-private collaborations to advance trade facilitation efforts, among others.

Part A: Conceptual Framework, Indicators and Measurement Framework
This publication clarifies the conceptual understanding of a circular economy from both the policy and the monitoring perspectives. The starting point is a short “headline definition” which highlights the interrelated features of all circular economy definitions: maintaining the value of materials in the economy for as long as possible whilst ensuring a positive outcome to society, and preserving natural capital (natural resources, environmental quality) and human health. The conceptual framework has four main components (material life cycle and value chain, interactions with the environment, socio-economic opportunities, and responses and actions). It is complemented with an initial set of indicators for monitoring progress towards a circular economy and a monitoring framework which discusses important measurement considerations, in particular the use of the System of Environmental Economic Accounting (SEEA) for measuring circular economy. The document also includes examples of measurement frameworks used by countries and other regional and national case examples on measuring the circular economy.

Thailand has made steady progress in its transformation to a digital economy. Thailand’s e-commerce is one of the fastest growing business sectors in Southeast Asia. This study analyses Thailand’s national framework for resolving cross-border consumer disputes in e-commerce. It presents the current state of cross-border business-to-consumer (B2C) e-commerce in Thailand, including growth trends, market characteristics and actors, and existing operating models. It also describes the existing legal and regulatory framework for resolving cross-border consumer disputes, focusing on private international law and consumer protection laws. It examines the institutional framework including judicial and administrative authorities. Finally, the report outlines the situations, systems and approaches to cross-border consumer dispute resolution that are currently in place or under development, focusing on their effectiveness and implementation.

This report provides insights on the feasibility of the application of UNCTAD’s Guidance on Core Indicators for Entity Reporting on Contribution towards Implementation of the Sustainable Development Goals (GCI) in two companies in Italy. It offers evidence on the practical implementation of the GCI and discusses challenges in reporting these indicators. Since the adoption of the 2030 Agenda for Sustainable Development in 2015, member States of the United Nations have focused on establishing priorities and plans towards its implementation while also monitoring progress. To support this process, a global indicator framework was created, establishing 169 targets and 232 indicators for the 17 Sustainable Development Goals (SDGs).

This report summarizes the impacts of the COVID-19 pandemic on the forest sector of countries in the Western Balkans (WB) (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia) during the first three quarters of 2020. It focuses on production, export, import, consumption, prices and employment of the main wood products: roundwood, sawnwood, wood-based panels, wooden furniture, paper and paperboards. It also covers recovery measures implemented by Western Balkan governments. This report employs economic indicators for the period January-September 2020, alongside data from various sources, such as official statistics, international data bases (COMTRADE, EUROSTAT, FAO, UNECE), domestic organizations, as well as interviews with forest products companies of all sizes, which were used for their views on the impact of COVID-19.

La présente recommandation a pour objectif d’établir un mécanisme qui permette aux gouvernements, aux partenaires du secteur, aux consommateurs et à toutes les autres parties intéressées de prendre des décisions en ayant connaissance des risques, de corriger l’asymétrie de l’information, de dialoguer, de définir les responsabilités quant aux allégations de contribution au développement durable (notamment en ce qui concerne le respect de la réglementation) et d’adapter les modèles commerciaux à une conduite responsable des affaires. Elle présente aux acteurs économiques un ensemble de pratiques convenues au niveau international pour la collecte et la transmission concertées de données relatives au suivi et au traçage des matériaux, produits et processus d’un bout à l’autre d’une chaîne de valeur (y compris l’ensemble des installations et intermédiaires concernés) et contient des informations connexes sur l’action des participants en matière de durabilité. L’Accord européen relatif au transport international des marchandises dangereuses par voies de navigation intérieures (ADN) fait à Genève le 26 mai 2000 sous l’égide de la Commission économique des Nations Unies pour l’Europe (CEE-ONU) et de la Commission centrale pour la navigation du Rhin (CCNR) est entré en vigueur le 29 février 2008. Cette version a été préparée sur la base des amendements en vigueur le 1er janvier 2021. Le Règlement annexé à l’ADN contient des dispositions relatives aux matières et objets dangereux, à leur transport en colis ou en vrac à bord de bateaux de navigation intérieure ou de bateaux-citernes, ainsi que des dispositions relatives à la construction et à l’exploitation de tels bateaux. Il régit également les prescriptions et procédures relatives aux visites, à l’établissement de certificats d’agrément, à l’agrément des sociétés de classification, aux dérogations, aux contrôles, à la formation et à l’examen des experts.
European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) 2021
Applicable as from 1 January 2021
The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) done at Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) has been in force since February 2008. This version has been prepared on the basis of amendments applicable as from 1 January 2021. The Regulations annexed to the ADN contain provisions concerning dangerous substances and articles, their carriage in packages and in bulk on board inland navigation vessels or tank vessels, as well as provisions concerning the construction and operation of such vessels. They also address requirements and procedures for inspections, the issue of certificates of approval, recognition of classification societies, monitoring, and training and examination of experts. They are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.
State of Commodity Dependence 2021
This 2021 edition of the State of Commodity Dependence contains statistical profiles for 195 UNCTAD member States. Comprised of around 30 indicators, it demonstrates the extent of each country’s export and import commodity dependence over the last decade, from 2008–2009 to 2018–2019, as well as the key structural and socioeconomic variables related to the commodity dependence phenomenon, such as growth of Gross Domestic Product (GDP) and per capita GDP levels, the Human Development Index (HDI), and value added by economic sector. The report also includes a set of technological indicators for each individual country, thus reflecting the research theme of the UNCTAD Commodities and Development Report 2021: Escaping From the Commodity Dependence Trap Through Technology and Innovation.

Groundwater: Making the Invisible Visible
Accounting for approximately 99% of all liquid freshwater on Earth, groundwater has the potential to provide societies with tremendous social, economic and environmental benefits and opportunities. However, this natural resource is often poorly understood, and consequently undervalued, mismanaged and even abused. In spite of its overall abundance, groundwater remains vulnerable to over-exploitation and pollution, both of which can have devastating effects on the resource and its availability. In the context of growing water scarcity across many parts of the world, the enormous potential of groundwater and the need to manage it sustainably can no longer be overlooked. The 2022 edition of The United Nations World Water Development Report describes the challenges and opportunities associated with the development, management and governance of groundwater across the world.
Measuring Progress: Environment and the SDGs
This publication informs on the 92 environment-related Sustainable Development Goals (SDGs) indicators, analyzes the progress made in achieving the SDGs targets, and identifies data gaps. The statistical approach uses simple correlation analyses between indicator pairs related to the state of the environment and drivers of change, and the state of the environment and the state of society, to improve the understanding of the interlinkages between SDGs indicators. It also emphasizes the importance of data disaggregation and fully populated SDGs to understand environmental and socio-economic interactions, and opportunities using innovative data techniques to close data gaps. This report builds upon insights and lessons learned from the Measuring Progress: Towards Achieving the Environmental Dimension of the SDGs, the first publication of the series.
Solutions and Investments in the Water-Food-Energy-Ecosystems Nexus
A Synthesis of Experiences in Transboundary Basins
This publication demonstrates the benefits and added value of implementing intersectoral (nexus) solutions to solve the most typical problems affecting transboundary basins in terms of water quantity, quality, and environment. It is based on a survey of stakeholders worldwide who have experience with solutions and investments that link water management, energy, land/agriculture and/or environment protection, including from nexus assessments and dialogues. Designing, planning, and implementing nexus solutions and investments is in the interest of all policy makers (notably from energy and agriculture). Such nexus solutions – in contrast to sectoral-specific solutions – are associated with lower political risks (broader consensus) and higher levels of coherence with respect to cross-sectoral goals (e.g. climate goals, sustainable development) and broader benefits (multiple interests). The categories of solutions considered include international/transboundary cooperation, governance, economic and policy instruments, as well as infrastructure and innovation, while experiences of financing nexus investments are also discussed here.

The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS.

The Role of Voluntary Sustainability Standards
The 2030 Agenda for Sustainable Development defines international trade as “an engine for inclusive economic growth and poverty reduction, [that] contributes to the promotion of sustainable development”. In order to become a ‘sustainable engine’ one approach that seems to be increasingly used is to internalize social, economic and environmental concerns in international trade. This can be done by many different means and policy instruments and tools. In this report we focus on a specific tool, namely Voluntary Sustainability Standards (VSS) which comprise of certification schemes, labeling programs and private standards. VSS aim to make global value chains – from producer to consumer – more sustainable, taking into account social and environmental requirements in the production process. VSS also often link developing countries (where many producers are based) to developed countries.

This report assesses the progress of the implementation of trade facilitation measures and thus helps identify policy, legal, procedural, regulatory, and technical gaps that affect the implementation of trade facilitation measures. Accelerating the pace of trade facilitation implementation can enable UNECE countries to harness the potential of trade as an engine for sustainable development, including in economic, social, and environmental dimensions. It is particularly relevant for the participation of developing countries in global value chains, trade in manufactured goods, and regional integration.

Code of Good Practice for Wood-burning and Small Combustion Installations
Domestic wood heating is a major source of emissions of particulate matter, including black carbon (BC), and organic pollutants, such as dioxins/furans, polycyclic aromatic hydrocarbons (PAHs) and benzo[a]pyrene (B(a)P), in the ECE region, resulting in poor local air quality conditions and significant negative effects on human health. The present document responds to the need to inform the general public of: available best practices for domestic wood heating in order to minimize emissions and increase efficiency, reducing expenditure due to decreased storage needs and the use of wood, while reducing the negative impact on the environment and human health; the best heating devices currently available on the market; the proper origin and characteristics of wood biomass and the need to burn dry, clean wood and thus to avoid use of composite, treated and/or contaminated wood.
Enabling Concerted Multilateral Action on Plastic Pollution and Plastics Substitutes
Turning the tide on plastic pollution requires multiple parallel and inclusive responses within the United Nations and the multilateral trading system to succeed. Improvements in trade and domestic governance, including to promote plastic substitutes, alternatives, and increased material recovery and recycling capacities, can be a sound course of action for developing countries. This paper seeks to briefly identify the current plastic pollution challenge and the role of trade, explore options for devising a more coherent and concerted governance action within the United Nations and the multilateral trading system and to share findings on what the potential of plastics substitutes to reduce plastic pollution and enabling local sustainable manufacturing development in selected developing countries. The paper concludes that useful, adaptable, and flexible policies are at hand to contribute to mitigate the plastic pollution globally but also in developing countries by making use of oceans and circular economy principles.

Los números índices constituyen el instrumento básico para sintetizar las estadísticas económicas de modo que las fórmulas utilizadas permitan expresar y describir, por ejemplo, el crecimiento económico de un país o la tasa de inflación de una economía, y también para realizar comparaciones internacionales. Si se utilizan fórmulas diferentes, los resultados difieren y las comparaciones no son válidas. De ahí la importancia de conocer las fórmulas que se utilizan, y de que los países y los organismos internacionales promuevan prácticas comunes que armonicen y estandaricen las mediciones. Aunque los números índices se vinculan a la macroeconomía, su fundamento teórico se apoya en la microeconomía. En esta publicación se resumen los vínculos entre los números índices de precio y de volumen y la teoría microeconómica, se presentan las fórmulas recomendadas para las mediciones internacionales y se explica cómo utilizarlas en las comparaciones internacionales de precios y de volúmenes.

Il est basé sur une enquête auprès des parties prenantes du monde entier qui ont de l'expérience avec des solutions et des investissements qui lient la gestion de l'eau, l'énergie, la terre/l'agriculture et/ou la protection de l'environnement, y compris à partir d'évaluations et de dialogues sur les liens. La conception, la planification et la mise en œuvre de solutions et d'investissements nexus sont dans l'intérêt de tous les décideurs politiques (notamment de l'énergie et de l'agriculture). De telles solutions de nexus - contrairement aux solutions sectorielles - sont associées à des risques politiques plus faibles (consensus plus large) et à des niveaux plus élevés de cohérence en ce qui concerne les objectifs intersectoriels (par exemple, les objectifs climatiques, le développement durable) et des avantages plus larges (intérêts multiples). The Case for Geographical Indication Protection of the Mozambique White Prawn
This study analyses the Mozambique experience of protecting and promoting fisheries with an emphasis on exploring geographical indication (GI) protection for the white prawn of Mozambique. It is achieved through an in-depth review of data collected from local stakeholders, reports based on past technical support provided by the United Nations Conference on Trade and Development (UNCTAD), the literature on GIs, and international and regional treaties and reports, among others. Fishery products such as Mozambican prawns are highly recommended for GI certification, as they have high demand from both local and international consumers.

Time to Act: Doubling Investment by 2025 & Eliminating Nature-negative Finance Flows
The State of Finance for Nature (SFN) 2022 report quantifies public and private finance flows to nature-based solutions (NbS) to tackle global challenges related to biodiversity loss, land degradation and climate change. Current investments are compared to investment needed to meet targets of the Rio Conventions under the United Nations Convention on Biological Diversity (UNCBD), This report is the second in a series that aims to inform public and private actors about progress against key targets and the extent to which finance flows are aligned with global targets and the investment needed to limit global warming to below 1.5 or 2°C, halt biodiversity loss and achieve land degradation neutrality. It also provides high-level recommendations on how to scale up financial flows to NbS and improve alignment with nature-positive outcomes.

The Heat Is On - A World of Climate Promises Not Yet Delivered
This twelfth edition of the United Nations Environment Programme Emissions Gap Report comes during a year of constant reminders that climate change is not in the distant future. There is a fifty-fifty chance that global warming will exceed 1.5°C in the next two decades, and unless there are immediate, rapid and largescale reductions in GHG emissions, limiting warming to 1.5°C or even 2°C by the end of the century will be beyond reach. As in previous years, the 2021 Emissions Gap Report has been guided by an experienced steering committee and prepared by an international team of leading scientists, assessing all available information, including that published in the context of the IPCC reports, as well as in other recent scientific literature.
