Statistics of Road Traffic Accidents in Europe and North America 2023
This publication (volume LVII) presents annual statistics on road traffic accidents and provides comparable data on causes types and results of accidents in Europe Canada and the United States. Data are organized by nature of accident and surroundings; accidents while under the influence of alcohol; and the number of persons killed or injured by category or road user and age group. As background data figures on the number of road vehicles in use and vehicle-kilometers run by road vehicles are also provided along with estimates of population and distribution by age group. This annual publication contains important statistical information for those involved in transportation planning and road safety issues.

Informations sémantiques et codes dans l’échange de données commerciales
La Recommandation no 2 est une révision de la Recommandation de 1981 sur la formule-cadre de la CEE. Elle a pour objectif de promouvoir l’utilisation dans l’échange de données d’une sémantique claire et structurée ainsi que d’informations codées. Grâce à l’utilisation de données codées au lieu d’entrées textuelles et au renvoi à des listes de codes librement accessibles il est possible de garantir que toutes les parties concernées interprètent les mêmes données de la même manière. La présente Recommandation et ses lignes directrices fournissent une définition claire des concepts clefs donnent des informations détaillées sur l’approche des échanges de données commerciales axée sur les processus de la chaîne d’approvisionnement décrivent la structure des échanges électroniques de données et énumèrent les principaux points d’ancrage. La Recommandation est complétée par les listes de codes du CEFACT-ONU et le dictionnaire sémantique des termes clefs ayant trait au commerce international à utiliser dans le cadre des travaux du CEFACT-ONU.

Seizing the Opportunity: Digital Innovation for a Sustainable Future
In an era of rapid digital transformation Asia and the Pacific is uniquely placed to leverage digital technologies to overcome sustainable development challenges. Already the region is recognized as a dynamic hub for digitally driven innovation fueled by pioneering technologies such as Artificial Intelligence Digital Finance GovTech and the Internet of Things. Yet to encourage further ingenuity and tap digital innovation to bolster the huge collective effort required to achieve the Sustainable Development Goals the region needs a plan. To help shape a coherent inclusive approach this report examines existing digital innovations which have accelerated progress towards sustainable development and explores ways to build on their successes. It proposes a framework to understand the interlinkages between digital innovation and sustainable development investigates current and emerging practices explores how an enabling environment might be created and provides recommendations for regional cooperation. To achieve the 2030 Agenda for Sustainable Development a deliberate strategic push is required. This report aims to inform this effort which ESCAP stands ready to support every step of the way.
Child and Adolescent Road Safety in South Asia
Low to lower-middle income nations bear 78 per cent of child road traffic injuries. Conversely high-income countries with robust safety measures account for just 3 per cent. This report outlines South Asia’s status country profiles assessment tools and guidance for effective action under the Safe Systems framework regarding child and adolescent road injuries. In 2019 injuries accounted for at least 9 per cent of the 12.2 million deaths in South Asia with approximately a quarter attributed to road traffic collisions. Among children and adolescents 171468 died from injuries with 29859 due to road traffic collisions the primary cause of injury-related death alongside drowning. The overall road traffic death rate was 6 per 100000 population though Afghanistan reported rates exceeding 16 per 100000. The region lost 2.5 million disability-adjusted life years (DALYs) due to such collisions among those under 20. With over 708 million children and adolescents in South Asia urgent governmental action is imperative given the substantial economic impact estimated to be billions of US dollars or 0.3 to 7.5 per cent of GDP. This report is intended to provide relevant information about the burden risk factors and interventions to address road traffic injuries among children and adolescents in the region. The target audience includes UNICEF staff in country and regional offices country level road safety and public health practitioners policy makers advocates and academics.

They are addressed to governments and international organizations concerned with the regulation of the transport of dangerous goods. They do not apply to the bulk transport of dangerous goods in sea-going or inland navigation bulk carriers or tank-vessels which is subject to special international or national regulations.

United Nations Convention on the International Effects of Judicial Sales of Ships: with Explanatory Note prepared by the UNCITRAL Secretariat
The Beijing Convention on the Judicial Sale of Ships establishes a harmonized regime for giving international effect to judicial sales of ships. By ensuring legal certainty as to the title that the purchaser acquires in the ship as it navigates internationally the convention is designed to maximize the price that the ship is able to attract in the market and the proceeds available for distribution among creditors’ and to promote international trade. The convention was prepared by the United Nations Commission on International Trade Law (UNCITRAL) and adopted in 2022. This publication brings together the final text of the convention and an explanatory note prepared by the UNCITRAL secretariat which draws on preparatory work within UNCITRAL to provide detailed article-by-article remarks to assist those involved in studying or applying the convention.
Monograph Series on Transitioning to Electric Mobility in the Asia-Pacific Region
Accelerating the Transition of Public Transport Fleets
Although a well-functioning transport sector is vital for economic and social development its emissions have negative impacts on among others air quality human health and climate change. The Asia-Pacific region contributes 27 per cent of global greenhouse gas (GHG) emissions from transport representing a 243 per cent rise since 1990 which is faster than any other end-use sector. Transport impacts 11 of the 17 Sustainable Development Goals (SDGs) including SDG 3.9 to reduce illnesses and deaths from air pollution. SDG 13 target 13.2.1 on climate action in particular encourages countries to submit Nationally Determined Contributions (NDCs) under the United Nations Framework Convention on Climate Change towards limiting global warming to 1.5°C. Currently 98 per cent of countries mention transport in their NDCs while 83 per cent include transport measures focusing primarily on public buses clean energy sources and electric mobility. Public transport is considered “low-hanging fruit” for electric vehicle (EV) adoption because it offers the most significant emission reduction potential especially on a per-passenger basis as public transport accounts for 70 per cent of urban passenger journeys in Asia. While strong international consensus has emerged on the importance of prioritizing low carbon transport actionable policy measures are still evolving in many Asia-Pacific countries. Even where policies are identified implementation is challenging for some countries particularly those without the necessary expertise technological know-how or financial capabilities. This Monograph breaks down the components for pursuing accelerated EV adoption in public transport through frameworks policy goals strategies and instruments. It draws substantial input from ESCAP’s Series on E-Mobility in Asia and the Pacific notably Electric Mobility in Public Transport: A Guidebook for Asia-Pacific Countries and three case studies commissioned by ESCAP on China and Thailand.

Technical description of the recommended UN Regulations/UN GTRs is provided to assist countries in Africa for setting up their national requirements for import of used vehicles.

The United Nations Economic Commission for Europe (UNECE) with the support of the Economic and Social Commission for Western Asia (ESCWA) and the Economic Commission for Latin America and the Caribbean (ECLAC) developed a comprehensive set of Sustainable Inland Transport Connectivity Indicators (SITCIN) in the framework of a UNDA-funded project. SITCIN is an analytical tool to enable countries to measure their degree of transport connectivity both domestically and bilaterally/subregionally as well as in terms of soft and hard infrastructure. It has been designed to enable governments to evaluate and assess the following: Their progress towards achieving the transport-related SDGs; Their commitments under the Vienna Programme of Action for LLDCs for the decade 2014-2024; The effectiveness and efficiency of their transport systems and degree of inter-operability with those of adjacent countries; The level of compliance of national administrative and legal frameworks with United Nations legal instruments relating to transport and border-crossing facilitation. This publication covers all the project phases which include the development of 215 indicators the methodology used the testing and validation phase in five pilot countries and the development of the SITCIN user platform and the e-learning course.

Manual of Tests and Criteria - Eighth Revised Edition
The Manual of Tests and Criteria contains criteria test methods and procedures to be used for the classification of dangerous goods according to the provisions of the “United Nations Recommendations on the Transport of Dangerous Goods Model Regulations” as well as of chemicals presenting physical hazards according to the “Globally Harmonized System of Classification and Labelling of Chemicals (GHS)”. It therefore also supplements national or international regulations which are derived from the Model Regulations or the GHS. Originally developed by the Economic and Social Council’s Committee of Experts on the Transport of Dangerous Goods which adopted a first version in 1984 the Manual of Tests and Criteria has been regularly updated and amended. Currently the updating is done under the auspices of the Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals which replaced the original committee in 2001.
Review of Maritime Transport 2023
Towards a Green and Just Transition
The Review of Maritime Transport is an UNCTAD flagship publication published annually since 1968. Around 80 per cent of the volume of international trade in goods is carried by sea and the percentage is even higher for most developing countries. The Review of Maritime Transport provides an analysis of structural and cyclical changes affecting seaborne trade ports and shipping as well as an extensive collection of statistical information. The report calls for a “just and equitable transition” to a decarbonized shipping industry. The sector whose greenhouse gas emissions have risen 20% over the last decade operates an ageing fleet that runs almost exclusively on fossil fuels. As global leaders prepare for the next UN climate conference (COP28) UNCTAD advocates for system-wide collaboration swift regulatory intervention and stronger investments in green technologies and fleets. Full decarbonization by 2050 will require massive investments and could lead to higher maritime logistics costs raising concerns for vulnerable shipping-reliant nations like small island developing states. The report emphasizes the need to balance environmental goals with economic needs but underscores that the cost of inaction far outweighs the required investments. The report recommends policy actions to overcome supply chain hurdles African countries face including poor logistics low levels of technology fragmented markets limited capital sources and weak institutions and regulations. Beyond cleaner fuels the industry needs to move faster towards digital solutions like AI and blockchain to improve efficiency as well as sustainability. In its analysis of global maritime trends the report highlights shipping’s resilience despite major challenges stemming from global crises such as the war in Ukraine. Maritime trade is expected to grow 2.4% in 2023 and more than 3% between 2024 and 2028.

The Asia-Pacific Disaster Report 2023 presents the latest science-based evidence-led research on hazard risks and their current and projected economic social and environmental impacts under a 1.5 and 2oC warming scenario. Based on the latest RiskScape the report will provide projected investment needs for key adaptation measures under multiple climate scenarios including for multi-hazard early warning systems to support early actions and mitigate the evolution of climate-related hazards into humanitarian disasters. Further the report will discuss and analyze the methodological aspects of loss and damage estimates related to the climate impacts and the new loss and damage fund established at COP 27.

The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) done at Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) has been in force since February 2008. The Regulations annexed to the ADN contain provisions concerning dangerous substances and articles their carriage in packages and in bulk on board inland navigation vessels or tank vessels as well as provisions concerning the construction and operation of such vessels. They also address requirements and procedures for inspections the issue of certificates of approval recognition of classification societies monitoring and training and examination of experts. They are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.

The international regulatory framework based on the three United Nations vehicle Agreements provides a sound basis for enhancing vehicle safety and reducing their emissions. Technical description of the recommended UN Regulations/UN GTRs is provided to assist countries in Africa for setting up their national requirements for import of used vehicles.

The purpose of the eTIR technical specifications is to translate the eTIR functional specifications into technical requirements architectures guidelines procedures and detailed descriptions of all messages exchanged between the eTIR international system and the eTIR stakeholders. L’Accord européen relatif au transport international des marchandises dangereuses par voies de navigation intérieures (ADN) fait à Genève le 26 mai 2000 sous l’égide de la Commission économique des Nations Unies pour l’Europe (CEE-ONU) et de la Commission centrale pour la navigation du Rhin (CCNR) est entré en vigueur le 29 février 2008. Le Règlement annexé à l’ADN contient des dispositions relatives aux matières et objets dangereux à leur transport en colis ou en vrac à bord de bateaux de navigation intérieure ou de bateaux-citernes ainsi que des dispositions relatives à la construction et à l’exploitation de tels bateaux. Le transport ferroviaire à grande vitesse se développe rapidement partout dans le monde depuis plusieurs années. Dans les pays qui mettent en place ce type de services on observe que la grande vitesse grâce à ses normes de qualité élevées contribue au renouveau du chemin de fer. La création d'un réseau à grande vitesse dans la région du TER renforcerait considérablement la compétitivité du transport ferroviaire et accroîterait la viabilité du secteur des transports dans les pays concernés. La phase 2 de l'étude du plan directeur du TER à grande vitesse dans le prolongement de la phase 1 porte sur : Les aspects techniques et organisationnels Les aspects socioéconomiques Les conditions de la création de réseaux ferroviaires nationaux et internationaux Les aspects financiers et la planification des lignes à grande vitesse. Dans certains pays du TER on compte encore peu de lignes équipées pour la grande vitesse. De cette situation découle néanmoins une opportunité unique de développer des réseaux à grande vitesse dans les différents pays du TER et de les relier ensemble au sein de la région du TER par des connexions internationales. La présente étude a pour objet de donner aux décdeurs des outils indispensables aux fins de la création d'un réseau ferré à grande vitesse.

Done at Geneva on 1 September 1970 and entered into force on 21 November 1976 the objectives of the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP) are to facilitate international transport of perishable foodstuffs and to ensure a high level of preservation of the quality of perishable foodstuffs during their carriage. It applies to the carriage of perishable foodstuffs performed on the territory of at least two Contracting States not only by road but also by rail and by sea (sea crossings must be less than 150 km long). The ATP is an Agreement between States and there is no overall enforcing authority.

Understanding the Performance of your Road, Rail, Inland Waterway, and Inter-modal Transport Systems
The United Nations Economic Commission for Europe (UNECE) with the support of the Economic and Social Commission for Western Asia (ESCWA) and the Economic Commission for Latin America and the Caribbean (ECLAC) developed a comprehensive set of Sustainable Inland Transport Connectivity Indicators (SITCIN) in the framework of a UNDA-funded project. SITCIN is an analytical tool to enable countries to measure their degree of transport connectivity both domestically and bilaterally/subregionally as well as in terms of soft and hard infrastructure. It has been designed to enable governments to evaluate and assess the following: Their progress towards achieving the transport-related SDGs; Their commitments under the Vienna Programme of Action for LLDCs for the decade 2014-2024; The effectiveness and efficiency of their transport systems and degree of inter-operability with those of adjacent countries; The level of compliance of national administrative and legal frameworks with United Nations legal instruments relating to transport and border-crossing facilitation.This publication covers all the project phases which include the development of 215 indicators the methodology used the testing and validation phase in five pilot countries and the development of the SITCIN user platform and the e-learning course.

COVID-19 and International Sale of Goods: Contractual Devices for Commercial Risk Allocation and Loss Prevention

The impacts of the ongoing COVID-19 pandemic and related response measures have resulted in significant operational disruptions and delays across global networks with important implications for the performance of international commercial contracts. Much of global commodities’ trade is conducted on international sale of goods on shipment terms notably CIF and FOB. Contractual devices for commercial risk allocation and loss prevention can play an important role in addressing the commercial law implications of the pandemic and reduce the need for costly litigation. The purpose of this report is to provide contracting parties with some general guidance and advice on how contracts for the sale and purchase of goods and commodities on CIF and FOB terms could cater for the risk of COVID-related events during the ongoing pandemic and in respect of possible future events of this nature. The report takes a practical approach and focuses on possible contractual solutions which by allocating and distributing at the outset the potential risks and cost arising from a pandemic outbreak allow the parties to a contract may it be on a spot or long-term basis to contain the adverse implications of an outbreak for the performance of legal contractual obligations and/or distribute related commercial risks fairly between the parties.
Tracking Sustainable Mobility in Asia-Pacific Cities 2022
For many decades cities in the Asia Pacific region have followed unsustainable patterns of transport development: worsening congestion and traffic safety deteriorating air quality high consumption of fossil fuels and rising greenhouse gas emissions. Fortunately many city governments are now developing sustainable transport strategies to target these issues and promote more sustainable modes such as public transport and non-motorized transport. To date however their efforts to design effective strategies have been thwarted by their limited capacity to collect and analyze data. The Sustainable Urban Transport Index (SUTI) was developed by ESCAP to address this gap. The SUTI is a tool that summarizes tracks and compares the performance of cities in sustainable urban transport and related Sustainable Development Goals (SDGs). The SUTI is a composite index made up of ten indicators each measuring different aspects of sustainable urban transport. In addition the data which make up the SUTI can be collected by city officials at low cost and on a regular basis thereby allowing them to continuously monitor their city’s performance over time. The main aim of this report is to demonstrate how SUTI can be used by policymakers to monitor progress towards sustainable urban mobility as well as to identify those policies which will move urban transport systems towards sustainability. It contains the results of SUTI assessments conducted in 24 cities of the Asia and Pacific region between 2017 and 2021.

The development of an HSR network in the TER region would significantly improve the competitiveness of rail increasing the sustainability of the transport sectors in TER countries. Currently there are few railway lines in some TER member States that allow high-speed operation. This creates a unique opportunity for developing HSR systems in individual TER member States while ensuring that this development is integrated across the wider TER region through adequate international connectivity. This study aims to provide decision-makers with the necessary tools to define what if any HSR networks should be developed in their respective states.

The Inland Transport Committee (ITC) of the United Nations Economic Commission for Europe (UNECE) was formally established in July 1947. For 75 years ITC has provided a platform for intergovernmental cooperation to facilitate and develop international transport while simultaneously improving its safety and environmental performance. The main results of this critical work are reflected in the 59 United Nations international agreements and conventions which provide a legal framework and technical regulations for everything from the development of international road rail inland navigation and intermodal transport to dangerous goods transport and vehicle construction. Some of the most emblematic moments of the 75-year history of the Committee are captured in this publication. The adoption of the ITC Strategy until 2030 in 2019 prompted the continued expansion of the Conventions under the Committee’s purview towards eventually covering all 193 UN Member States. Through this strategic direction on the road to 2030 ITC as the UN platform for inland transport stays true to its 75-year history that changed the world of transport and impacts the daily lives of billions around the world. It will ensure its continued contribution to the needs and priorities of its members and contracting parties by leading change in inland transport and by providing a level-playing field and inclusive platform of reliable solutions at a time when these are needed the most by the international community.

The Review of Maritime Transport (RMT) has been published annually since 1968. The flagship report provides an analysis of structural and cyclical changes affecting seaborne trade ports and shipping as well as an extensive collection of statistics. Around 80% of the volume of international trade in goods is carried by sea and the percentage is even higher for most developing countries. The 2022 RMT covers recent developments in maritime logistics related to the Covid-19 pandemic the war in Ukraine and a special chapter on consolidation and competition issues in container shipping.

Transport and logistics financial services information and communication technologies and business and professional services contribute directly to economic growth – with an increasing share of output trade and jobs. These sectors also contribute indirectly making other firms more competitive by connecting them to global value chains and digital innovations. For example: in regions with high quality connected services 44% of all companies' export compared with 19% of firms where the quality of connected services is lower. Connected services spur inclusive growth that is favorable for small businesses including those led by women and young people. Yet most small firms in developing countries do not access them easily. This report explores the measures that companies business support organizations and policymakers must take to help connected services flourish – to benefit all firms foster more prosperous economies and build more inclusive societies.

The African Continental Free Trade Area and Demand for Transport Infrastructure and Services
The African Continental Free Trade Area (AfCFTA) agreement entered into force in 2019 and its implementation commenced in 2021. A major milestone in the continent’s regional integration it aims to increase intra-African trade by eliminating import duties. Its planners hoped to double intra-African trade if non-tariff barriers were also reduced. Inadequate transport infrastructure and services could hamper the realization of AfCFTA’s benefits. The urgent need to improve transport connectivity in Africa in the context of AfCFTA has created new research demands. This report explores the effects of AfCFTA on trade flows in Africa and asks how the AfCFTA signatories could reap the agreement’s full benefits through the integrated planning of trade and transport. Using trade flow and freight mode choice models the report identifies critical transport links across the continent and provides estimates for the infrastructure required for different modes of transport—road rail maritime and air—because of AfCFTA. It also unpacks the transport equipment required for the different modes: trucks for roads rolling stock for railways aircraft for air transport and ships for maritime transport. The report shows that trade and transport are mutually reinforcing and that current infrastructure and services in all modes of transport in Africa require upgrading to cope with the increased freight under the AfCFTA. This underscores the importance of prioritising the implementation of the Programme for Infrastructure Development in Africa (PIDA) the Trans-African Highway (TAH) network and the Single African Air Transport Market (SAATM).

Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be Used for Such Carriage: ATP as amended on 1 June 2022
Done at Geneva on 1 September 1970 and entered into force on 21 November 1976 the objectives of the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP) are to facilitate international transport of perishable foodstuffs and to ensure a high level of preservation of the quality of perishable foodstuffs during their carriage. It applies to the carriage of perishable foodstuffs performed on the territory of at least two Contracting States not only by road but also by rail and by sea (sea crossings must be less than 150 km long). The ATP is an Agreement between States and there is no overall enforcing authority.

L'Accord sur le transport international tu des denrées périssables et sur l'équipement spécial à utiliser pour ces transports (ATP) vise à garantir que les denrées surgelées et réfrigérées sont transportées de manière efficace sûre et hygiénique et ne présentent pas de danger pour l'homme. santé. Il aide également les pays à éviter le gaspillage de nourriture par la détérioration causée par un mauvais contrôle de la température pendant le transport. L'ATP répertorie les produits pouvant être transportés sous ATP et définit la température la plus chaude possible de la charge. Les fruits et légumes sauf s'ils sont transformés ne relèvent pas encore du champ d'application de l'ATP. L'ATP s'applique si le point de chargement et de déchargement des marchandises se trouve dans deux États différents et le point de déchargement est situé sur le territoire d'une partie contractante. En d'autres termes il s'applique même si l'État où les marchandises sont chargées n'est pas une partie contractante. Certains pays utilisent également l'ATP comme base de leur législation nationale pour le transport à température contrôlée.

International rail passenger transport is of fundamental importance to the movement of people across borders in the ECE region a central role that was highlighted in Inland Transport Committee Resolution No. 264. The status of the development of international rail passenger transport is thus considered here in the context of ITC Resolution No. 264 and COVID-19 which offers beyond its negative economic impacts the opportunity to reconsider the role of rail transport in the ECE region and further its promotion in the post-pandemic recovery. As joint efforts are evidently needed the current focus on sustainability in the region’s transport sector may offer the opportunity to national international and private stakeholders to support rail transport development with a focus on intermodality. In turn a seamless more efficient and attractive network must be facilitated by the creation and implementation of appropriate legal instruments at a pan-European level.

75 Documents That Changed the World of Transport
The Inland Transport Committee (ITC) of the United Nations Economic Commission for Europe (UNECE) was formally established in July 1947. For 75 years ITC has provided a platform for intergovernmental cooperation to facilitate and develop international transport while simultaneously improving its safety and environmental performance. The main results of this critical work are reflected in the 59 United Nations international agreements and conventions which provide a legal framework and technical regulations for everything from the development of international road rail inland navigation and intermodal transport to dangerous goods transport and vehicle construction. Some of the most emblematic moments of the 75-year history of the Committee are captured in this publication. The adoption of the ITC Strategy until 2030 in 2019 prompted the continued expansion of the Conventions under the Committee’s purview towards eventually covering all 193 UN Member States. Through this strategic direction on the road to 2030 ITC as the UN platform for inland transport stays true to its 75-year history that changed the world of transport and impacts the daily lives of billions around the world. It will ensure its continued contribution to the needs and priorities of its members and contracting parties by leading change in inland transport and by providing a level-playing field and inclusive platform of reliable solutions at a time when these are needed the most by the international community.
White Paper on Integrated Track and Trace for Multimodal Transportation
This white paper provides a high-level overview as the foundation for developing the business requirements specifications (BRS) document for the project. The BRS will then serve as the guide for the creation of the data models and further standards necessary for supporting digitized track and trace for any single or multimodal transportation scenario. This paper attempts to bridge gaps that exist in the identification schemes used to identify consignment movements and commercial systems. The United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) defined a Cross-Industry Supply Chain Track and Trace Project in 2018 which was initiated in early 2020. The project’s primary focus is on tracking and tracing during transportation covering the movement of trade deliveries (shipments) from seller to buyer via one or more transport contracts (consignments) and one or more transport modes.

The European Code for Inland Waterways (CEVNI) contains the core rules applicable to the traffic on inland waterways in the UNECE region such as marks and draught scales on vessels visual signals on vessels sound signals and radiotelephony waterway signs and markings rules of the road berthing rules signalling and reporting requirements as well as prevention of pollution of water and disposal of waste. These harmonized rules constitute the legal and technical basis for national inland waterway codes in UNECE member States. CEVNI is regularly updated in parallel with the evolution of the River Commissions regulations in the UNECE region thus ensuring that they remain harmonized.

The transformation of the sector may however be very timely in circumstances such as the aftermath to COVID-19 when governments take various measures to revive national and regional economies.

Africa’s Services Trade Liberalization and Integration Under the AfCFTA
The tenth edition of the report on Assessing Regional Integration in Africa (ARIA X) is on the theme: “Africa’s services trade liberalization and integration under the AfCFTA”. The report seeks to deepen understanding and appreciation of the critical role of services to trade production and the economy in Africa. It critically analyzes the types of approaches to liberalization of trade in services and regional regulatory cooperation under the AfCFTA which have the most potential to support Africa’s development including through the enhancement of intra-African trade in services enabling of better and more effective integration into regional and global value chains the enforcement of both public and privates sector capacities and overall greater competitiveness in an increasingly digitalizing global economy.

Road Safety Performance Review - Zimbabwe
On 20 February 2018 the Ministry of Transport and Infrastructure Development of Zimbabwe requested support from the Secretary-General’s Special Envoy for Road Safety to prepare a Road Safety Performance Review (RSPR) for Zimbabwe. This review is part of a global initiative aimed at assisting governments in identifying the most fundamental road safety priority needs and offer recommendations. It assesses the progress made by Zimbabwe in managing its road safety performance action in terms of the United Nations Decade of Action for Road Safety 2011–2020 and the interventions in place to promote road safety.

Statistics of Road Traffic Accidents in Europe and North America 2021
This publication (volume LVI) presents annual statistics on road traffic accidents and provides comparable data on causes types and results of accidents in Europe Canada and the United States. Data are organized by nature of accident and surroundings; accidents while under the influence of alcohol; and the number of persons killed or injured by category or road user and age group. As background data figures on the number of road vehicles in use and vehicle-kilometers run by road vehicles are also provided along with estimates of population and distribution by age group. This annual publication contains important statistical information for those involved in transportation planning and road safety issues.
