This Handbook for national master plans for freight transport and logistics has been elaborated with the aim to showcase the importance of the freight sector for the national economic development, and more importantly to assist national authorities in charge of freight transport and logistics with potential actions in accompanying the sector development to follow a sustainable path in support of national economic development. The path to sustainable development of freight transport and logistics sector as presented in this Handbook can be applicable at any times. The transformation of the sector may however be very timely in circumstances such as the aftermath to COVID-19 when governments take various measures to revive national and regional economies.
