Review of Developments in Transport in Asia and the Pacific 2021
Towards Sustainable, Inclusive and Resilient Urban Passenger Transport in Asian Cities
The publication focuses on greening urban passenger transport systems in Asia and the Pacific region. It will review existing state of public transport systems and assess the environmental sustainability and inclusiveness of passenger transport. In the context of COVID-19 it will also includes an analysis of impacts of COVID-19 on urban mobility with cases form Asian cities. By analyzing anticipated growth of passengers energy use and emissions and the state of infrastructure and operation of passenger transport systems the publication make policy recommendations to improve overall sustainability inclusiveness and resilience of urban passenger transport systems in Asia. Use of technology and innovations promotion of active mobility and integration urban and transport planning and regional cooperation are some of policies and actions suggested. The publication provides sufficient insight into the measures and policies as well as ESCAP interventions towards achieving environmental sustainability and inclusiveness of passenger transport in the region while building back better from the COVID-19 crisis.

El Análisis de la política de servicios de Paraguay fue realizado por la UNCTAD a solicitud del gobierno de Paraguay para apoyar el rol de los servicios en la diversificación y mejora de su economía y comercio. Evalúa los cuellos de botella y las oportunidades para lograr beneficios del desarrollo de los servicios. El primer capítulo presenta una evaluación económica y comercial de los servicios. El segundo capítulo analiza las estrategias de desarrollo de Paraguay las negociaciones comerciales y otras iniciativas en servicios. Las evaluaciones detalladas sobre los servicios de transporte fluvial y sobre los servicios profesionales asociados con el sector de la construcción siguen en el tercer y cuarto capítulo respectivamente. El quinto capítulo concluye con el análisis transversal y hace recomendaciones de política sectorial específicas.

As a consequence it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS.

Review of Maritime Transport 2021
The Review of Maritime Transport 2021 provides an in-depth analysis and update on developments in seaborne trade the maritime industry and markets key performance indicators and the legal and regulatory environment. The 2021 issue includes a new chapter on maritime trade facilitation issues counting on a number of novel data sets that help analyze the performance of seaports in terms of productivity and connectivity as well as the world fleet in terms of emissions. The 2021 issue also provides a thorough review of the impact and implications that the COVID-19 pandemic has on ports and the maritime businesses and how the industry has responded. It includes a stand-alone chapter assessing the impact of the COVID-19 pandemic on seafarers and difficulties to arrange for crew changes.
UNCTAD Assessment of the Impact of the IMO Short-Term GHG Reduction Measure on States
This report presents the main findings of the UNCTAD impact assessment as submitted to the IMO Secretariat and Membership which constitutes an essential element of the broader Comprehensive impact assessment of the short-term measure approved by MEPC 76. Funding from the IMO GHG-TC Trust Fund has enabled this work and the completion of the UNCTAD Impact Assessment.

A General Background to Support Further Required Studies
This publication is a continuation of the work undertaken in Phase 1 and extends its analysis to the following areas: Technical and legislative aspects Socioeconomic analysis Conditions for the establishment of national and international networks and Financial and planning elements of HSR. The development of an HSR network in the TER region would significantly improve the competitiveness of rail increasing the sustainability of the transport sectors in TER countries. Currently there are few railway lines in some TER member States that allow high-speed operation. This creates a unique opportunity for developing HSR systems in individual TER member States while ensuring that this development is integrated across the wider TER region through adequate international connectivity. This study aims to provide decision-makers with the necessary tools to define what if any HSR networks should be developed in their respective states.

Resilience in a Riskier World – Managing Systemic Risks From Biological and Other Natural Hazards
This publication presents a new and extended analysis of the regional risk-scape based on multidisciplinary research conducted. It defines risk hotspots where disasters and biological hazards climate and health emergencies – including Covid-19 – collide. It further presents the emergence of new systemic risks and cascading hazards alongside their impacts on peoples and economies. Identifying regional and sub-regional gaps in building resilience into the disaster-health-climate nexus the report provides tailored sub-regional insights into opportunities for policy actions and operational solutions to build back better with resilience. The ability to identify and address the unmet needs of those furthest behind within the new risk-scape is also considered here as is the fiscal cost of a resilience agenda for the region.

This interagency report on sustainable transport was prepared as a background document for the second Global Sustainable Transport Conference taking place from 14 to 16 October 2021 in Beijing. It was prepared by the Conference Secretariat the United Nations Department of Economic and Social Affairs (DESA) in close collaboration with other UN agencies.

Model Regulations - Twenty-second Revised Edition
These Recommendations have been developed by the United Nations Economic and Social Council’s Committee of Experts on the Transport of Dangerous Goods in light of technical progress the advent of new substances and materials the exigencies of modern transport systems and above all the requirement to ensure the safety of people property and the environment. They are addressed to governments and international organizations concerned with the regulation of the transport of dangerous goods. They do not apply to the bulk transport of dangerous goods in sea-going or inland navigation bulk carriers or tank-vessels which is subject to special international or national regulations.

The GHS addresses classification of chemicals by types of hazard and proposes harmonized hazard communication elements including labels and safety data sheets. It aims at ensuring that information on physical hazards and toxicity from chemicals be available in order to enhance the protection of human health and the environment during the handling transport and use of these chemicals. It also provides a basis for harmonization of rules and regulations on chemicals at national regional and worldwide levels an important factor also for trade facilitation.

The Development of International Passenger Rail Transport
International rail passenger transport is of fundamental importance to the movement of people across borders in the ECE region a central role that was highlighted in Inland Transport Committee Resolution No. 264. The status of the development of international rail passenger transport is thus considered here in the context of ITC Resolution No. 264 and COVID-19 which offers beyond its negative economic impacts the opportunity to reconsider the role of rail transport in the ECE region and further its promotion in the post-pandemic recovery. As joint efforts are evidently needed the current focus on sustainability in the region’s transport sector may offer the opportunity to national international and private stakeholders to support rail transport development with a focus on intermodality. In turn a seamless more efficient and attractive network must be facilitated by the creation and implementation of appropriate legal instruments at a pan-European level.
A Foundational Safety System Concept to Make Roads Safer in the Decade 2021-2030
Though road safety systems do exist at national and international levels enhanced bilateral efforts are urgently required to improve global road safety. At the national level some countries have a comprehensive and effectively functioning system while others have only parts of the system or a less effectively functioning system. At the international level UNECE has developed a set of conventions on road safety including licensing of drivers traffic rules road signs/signals and markings performance requirements for vehicle construction vehicle road worthiness and inspection carriage of dangerous goods and driving/rest periods. Still a comprehensive overview of road safety systems and guide for improvement are needed. Drawing from established good practice alongside experience from other modes of transport including maritime transport and civil aviation and in consideration of the special characteristics of road mobility this publication recommends a national road safety system concept. With the inclusion of all necessary elements at the national and international levels including regulatory support it identifies gaps in current road safety systems and helps to prioritize effective improvement measures in a coordinated and integrated manner. Ultimately this publication serves to engage the road safety community and improve road safety in the decade 2021-2030.
2020 Inland Transport Statistics for Europe and North America
Statistics are fundamental for all transport policy development across the UNECE region and the world. To assist in this policy development Volume LX of this annual publication provides statistics on inland transport (road rail and inland waterways) with data covering the 56 member States of UNECE across Europe Canada and the United States. Prepared by the Sustainable Transport Division each chapter of the publication begins with a short summary of key figures on each sector followed by detailed data on all statistics sub-categories.
Services Policy Review: Paraguay (II)
Undertaken by UNCTAD at the request of the Ministry of Industry and Trade (MIC) of Paraguay this review supports the role of services in diversifying and improving economy and trade in the country. It evaluates bottlenecks and opportunities to pursue development gains from services first presenting a related economic and trade assessment. It subsequently analyses Paraguay’s development strategies trade negotiations and other initiatives in services before offering detailed assessments on fluvial transport services and professional services associated with the construction sector. Finally it concludes with an analysis of cross-cutting and makes sectoral-specific policy recommendations.

The European Agreement on Main International Railways Lines (AGC) was drawn up at Geneva 31 May 1985 under the aegis of the United Nations Economic Commission for Europe (UNECE) with the objective of facilitating coordinated intergovernmental action in the development of a European rail network. This publication contains – in a single non-official document – the consolidated text of the AGC Agreement including the basic instrument its amendments and corrections that have come into force by the dates indicated. Only the text kept in custody by the Secretary General of the United Nations in his capacity as depositary of the AGC Agreement constitutes the authoritative text of the Agreement.

Intermodal Transport in the Age of COVID-19 Practices, Initiatives and Responses
Building Pandemic-Resilient Transport Systems
This publication provides an overview of the work of the UNECE Sustainable Transport Division in supporting countries to overcome challenges faced by their inland transport systems related to the COVID-19 pandemic. Covering five thematic areas it assesses the different impacts for each area and provides an overview of policy support measures in each of these fields as provided by the Division: 1. Border Crossing Facilitation; 2. Transport trends and economics; 3. Intermodal transport and logistics; 4. Dangerous goods; 5. Vehicles regulations. The publication also provides an overview of a number of national regional and international policy responses as developed by Governments partner organisations such as WHO WCO EC etc. as well as the private sector in the wake of the pandemic. Finally it provides a set of general recommendations and possible areas for further work in strengthening inland transport systems' resilience to and preparedness for (future) pandemics.
Road Safety Performance Review - Ethiopia
To support Member States most affected by road traffic fatalities and adapting from the United Nations Development Account 9th tranche project “Strengthening the national road safety management capacities of selected developing countries and countries with economies in transition” the Secretary-General’s Special Envoy for Road Safety strongly supports road safety performance reviews in Africa. This United Nations Road Safety Performance Review (RSPR) of Ethiopia has demonstrated huge magnitude of road safety problems which exerts a burden on social economic and health sectors of the country. The review shows that Ethiopia has not achieved the goal of the United Nations Decade of Action for Road Safety (2011-2020) which expected to reduce road fatalities and injuries by 50 percent by 2020 (WHO 2015). On the contrary trends reveal that the road traffic deaths and serious injuries increased every year during the same period. Furthermore it seems that the trends are likely to continue in 2020 the final year of the Decade.

The Disaster Riskscape Across Asia-Pacific - Pathways for Resilience, Inclusion and Empowerment
This report examines the state of resilience of the region vis-à-vis the Sustainable Development Goals and targets relating to disaster risk reduction. It highlights some of the tools and approaches for resilience-building focusing on those that could possibly offer transformative shifts to achieve those goals and targets. Finally it offers a reflection on the way forward for the region including specific regional action that could be prioritized to support efforts by countries to achieve resilience to disasters and the whole 2030 Agenda.

The Review of Maritime Transport is an UNCTAD flagship publication published annually since 1968 with 2018 marking the 50 year anniversary. The 2019 edition of the RMT provides a concise update of key data relating to the maritime transport sector spanning demand and supply performance as well as transversal issues ranging from regulatory and legal developments affecting maritime transport and technological developments/innovation with the theme being “Sustainable Shipping”. Around 80 per cent of the volume of international trade in goods is carried by sea and the percentage is even higher for most developing countries. The Review of Maritime Transport provides an analysis of structural and cyclical changes affecting seaborne trade ports and shipping as well as an extensive collection of statistical information.

This Recommendation lays foundations for the coded representation of names of locations related to trade and transport (e.g. ports airports inland clearance depots and freight terminals places of receipt and delivery etc.). Codes are available for information exchange between stakeholders as alternatives to full names of the location which can be very different in various languages. It establishes the methodology to create and maintain these location codes whose names need to be unambiguously quoted in data interchange.

Les parties prenantes peuvent utiliser ces codes pour échanger de l’information à la place du nom complet du lieu qui peut être très différent dans les différentes langues et donc porter à confusion. La présente Recommandation établit la méthodologie permettant de créer et de mettre à jour ces codes car les lieux qu’ils représentent doivent être désignés sans ambiguïté dans l’échange de données.

Within the context of this Recommendation a Single Window is defined as a facility providing trade facilitation that allows parties involved in trade and transport to lodge standardized information and documents with a single entry point to fulfill all import export and transit-related regulatory requirements. Individual data elements should only be submitted once electronically. Les éléments de données individuels ne devraient être présentés qu’une seule fois par voie électronique. The Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) is intended to increase the safety of international transport of dangerous goods by road. Regularly amended and updated since its entry into force it contains the conditions under which dangerous goods may be carried internationally. This revised version is based on amendments applicable as from 1 January 2021. It contains new or revised provisions concerning in particular the carriage of electric storage systems (including lithium batteries installed in cargo transport units and defective batteries) of medical waste and of radioactive material. Until now the title of ADR was the "European Agreement concerning the international carriage of dangerous goods by road (ADR)". Following the decision of the Contracting Parties to the Agreement the word European will be removed in this new edition to acknowledge the global status of ADR and as an encouragement to all United Nations Member States to join and fully implement it supporting progress towards road safety targets of the Sustainable Development Goals.

This Recommendation lays foundations for the coded representation of names of locations related to trade and transport (e.g. ports airports inland clearance depots and freight terminals places of receipt and delivery etc.). Codes are available for information exchange between stakeholders as alternatives to full names of the location which can be very different in various languages. It establishes the methodology to create and maintain these location codes whose names need to be unambiguously quoted in data interchange.

The Manual of Tests and Criteria contains criteria test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods Model Regulations as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS. At its ninth session (7 December 2018) the Committee adopted a set of amendments to the sixth revised edition of the Manual as amended by Amendment 1. This seventh revised edition takes account of these amendments. In addition noting that the work to facilitate the use of the Manual in the context of the GHS had been completed the Committee considered that the reference to the “Recommendations on the Transport of Dangerous Goods” in the title of the Manual was no longer appropriate and decided that from now on the Manual should be entitled “Manual of Tests and Criteria".

The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) done at Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) has been in force since February 2008. This version has been prepared on the basis of amendments applicable as from 1 January 2021. The Regulations annexed to the ADN contain provisions concerning dangerous substances and articles their carriage in packages and in bulk on board inland navigation vessels or tank vessels as well as provisions concerning the construction and operation of such vessels. They also address requirements and procedures for inspections the issue of certificates of approval recognition of classification societies monitoring and training and examination of experts. They are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.

Within the context of this Recommendation a Single Window is defined as a facility providing trade facilitation that allows parties involved in trade and transport to lodge standardized information and documents with a single entry point to fulfill all import export and transit-related regulatory requirements. Individual data elements should only be submitted once electronically. This study provides a brief history of the emergence and development of shared mobility services which contribute to a more efficient use of available resources and to achieve a number of Sustainable Development Goals. It reviews experiences from various countries and identifies the good practices and lessons learned from carsharing and carpooling initiatives in order to provide to Central Asian countries a best practice guide on how to set up and regulate such schemes.
COVID-19 Crisis in North Africa
The Impact and Mitigation Responses
North African economies are hardly hit by COVID-19 (coronavirus) induced by the lockdown measures which had negative impact on the supply and demand sides and the drastic reduction of world demand fueling a drop in North Africa exports. Spurred by the 50% drop in oil prices and the lockdown Algeria’s GDP could fall between -4.5% to -5.8% in 2020. Morocco and Tunisia whose economies have been severely hit by the drop in tourism and demand from the EU may experience a GDP growth respectively of -3.7% and -5%. Overall North Africa will see its growth decline to -1.8% for 2020 while its full-time equivalent employment loss may reach 5 million in 2020. Economic recovery of the sub region is expected to start in 2021 assuming there is no relapse of the pandemic. The recovery expected for 2021 is conditioned on the success mitigation measures currently being implemented by governments. Some countries of the sub region with marked dependency on tourism-related activities (transports catering hotels etc.) will see their recovery path delayed as the containment measures will last for longer periods. With strong and probably long-lasting impact on employment and health the pandemic could compromise the results achieved by the sub-region in the recent years in the area of Sustainable Development Goals (SDGs) leading to higher levels of poverty and inequality.

Logistics and Transport Competitiveness in Kyrgyzstan
Improving the competitiveness of Kyrgyzstan as a transport logistics centre at the crossroads of Europe and Asia could enable the country to unlock significant untapped benefits of growing cargo flows between the two continents. This study identifies the transport infrastructure and services available in Kyrgyzstan reviews the country’s extensive recent and future transport investments and sets out recommendations to ensure its transport network is ready to harness the growth in inland transport from rising East-West trade particularly in the context of the Belt and Road Initiative within which Kyrgyzstan could occupy a strategic geographical position. To further capitalize on Kyrgyzstan’s pivotal role in Euro-Asian transport logistics this study also presents the benefits of adhering to and implementing the full spectrum of UN Transport Conventions and Legal Instruments administered by UNECE and through its continued participation in UNECE initiatives such as the Euro-Asian Transport Links project. Climate Change Impacts and Adaptation for Transport Networks and Nodes
This report presents the analyses of several climate variables relevant to transport networks and nodes within the ECE region. Regional maps have been produced in Geographical Information System (GIS) format showing the main transportation networks which have been overlain by the spatial distribution of the climate change projections thereby presenting an initial perspective of areas of potential risk which could warrant more in-depth assessment. The Group of Experts has also reviewed and presented country experiences in the form of case studies demonstrating a range of efforts that have been undertaken to analyse climate change impacts on transport assets and operations. With its work the Group of Experts wishes to raise awareness on the importance of considering climate change and extreme weather (for example in planning construction maintenance and operations) and of strengthening the climate resilience of inland transport assets networks and nodes. It also aims to stimulate the continuation of work to establish the necessary analytical basis to facilitate local or regional assessments leading to the identification of specific transport assets at risk which may require adaptation efforts. The Group of Experts within this report also formulated a series of lessons learned which have served as a basis to recommend future action at national and international levels towards improved transportation system climate resilience.

Mobility as a Service
Mobility as a Service (MaaS) is a new mobility concept gaining pace in many cities around the world. Its value proposition concerns integration of mobility services which is realized by providing trip planning and one-stop fare purchase for the user through a single platform. The MaaS vision is being enabled by advances in intelligent systems the internet of things cloud technology and big data management. This MaaS paper introduces and explains the MaaS concept (Chapter 1) and presents the MaaS enablers (Chapter 2 on Digital Enabler Chapter 3 on Car-sharing and Chapter 4 on Bike-sharing) and MaaS application challenges (Chapter 5 on MaaS cost risk and revenue challenges and Chapter 6 on MaaS infrastructure challenges). This paper was issued as Transport Trends and Economics 2018-2019 activity of the Economic Commission for Europe Working Party on Transport Trends and Economics.
Enhancing Rural Transport Connectivity to Regional and International Transport Networks in Asia and the Pacific
Rural transport is a lifeline for roughly 50% of the world’s population. It supports the movement of essential goods into rural areas such as inputs to agricultural production as well as the movement of goods out of rural areas such as food and forestry products heading for urban markets. Improving rural connectivity is a concern not only of local level government but also those agencies responsible for national state and other transport network levels. In view of ESCAP’s historical involvement in regional transport agreements the Ministerial Conference on Transport at its third session in 2016 mandated the ESCAP secretariat to develop a policy framework to improve rural transport connectivity to these regional networks. Against this background this publication aims to stimulate a wider discussion on what governments can do to enhance rural transport connectivity to higher level networks and in doing so thereby make their rural transport networks more effective conduits for socioeconomic development. The study has provided a conceptual framework for rural transport connectivity described the concepts about the “vertical” connectivity rural transport connectivity within planning and policy frameworks the concept of hierarchy from "Growth Point" to "Rural Hub" rural infrastructure connectivity policies institutional aspects and the concept of integrating connectivity into the investment prioritization process as well as the need for measuring and monitoring rural transport connectivity. The study has provided a few recommendations including to increase investment in rural transport connectivity including rural transport services and transport nodes strengthen rural road asset management increase efforts to monitor rural transport connectivity including the data for use of the Rural Access Index Strengthen inter-departmental coordination Improve coordination between international organizations governments and other stakeholders as well as to strengthen research on the rural transport.

Sustainable Freight Transport
Within the transport sector in Asia and the Pacific freight and logistics account for a significant portion of total energy use – in many countries upward of 40% – and a correspondingly large share of CO2 emissions. Furthermore on account of economic development and population growth the region is expected to face substantial increases in trade shares and thus freight volumes. Accordingly some estimates suggest that in Asia ton-kilometres from surface freight will increase by 261% from 2015 to 2050 accounting for over two-thirds of all surface freight globally. Against this background the Review provides a data-supported overview and insight for policy makers towards accomplishing seamless intermodal freight transport connectivity across key economic social and environmental dimensions.
