In 2001 the Parliament of the Republic of Moldova established 32 regional rayons (districts) with social and economic, but no direct environmental, competencies. These regional rayons work in parallel to the four regional environmental agencies and have staff in each administrative district. Local self-government is exercised by 1442 municipalities with elected local councils and their own budgets.
