Various challenging issues on global environments have arisen as international agenda and countermeasures against such issues have been added as new mandates of various multilateral environmental agreements. In order to solve any global scale environmental issues, establishments of monitoring and assessment processes and the governance system are essential. Although capacity for environmental monitoring is one of the basic scientific tools indispensable to the implementation of sound environmental governance and related policies, many developing countries still cannot afford to have acquired such capacity.
