Introduction

El Salvador has long adopted an open attitude towards foreign direct investment (FDI) and it is basing its development strategy on a policy of openness to trade, investment and international competitive pressures. A large number of reforms have been implemented in the past decades, including the dollarization of the economy in 2001 and a privatization programme that includes services such as banking, electricity and telecommunications.
